Sources Sought Synopsis – Request for Information The following Request for Information (RFI) contains identical information as the previous RFI that was posted in July 2008. The intent of this RFI is to verify interested contractors and generate information from any additional contractors that did not previously respond. If you have previously provided a capabilities package there is no need to submit another package. If a package has already been submitted please contact the Contract Specialist, Roger Stevens, via e-mail at roger.stevens@eglin.af.mil and the Contracting Officer, Dana Alexander, via e-mail at dana.alexander@eglin.af.mil. In this e-mail state your company’s name, address and state that the capabilities package was submitted in 2008. If you have not submitted a capabilities package and would like to please follow the directions outlined below.

All other information as outlined in the RFI has remained unchanged.

Command, Control, Communications, Computers, and Information (C4I) and Munitions Test Improvement Contract III (CIMTIC III)

Response Date: 24 Jun 09 NAICS Code: 334511 This acquisition is to provide cost-effective C4I and Munitions test support for the 46th Test Wing's Range Group Eglin Air Force Base, Florida.

CIMTIC III will provide for development and modification to Air Armament Center (AAC) Eglin range complex systems, facilities and test infrastructure required for the Test and Evaluation (T&E) of C4I and munitions systems including development and modification to unique or one-of-a-kind hardware and software systems. The primary objective of this program is to provide for urgent development and modification of AAC C4I and munitions T&E systems and facilities. The contract is intended to meet customer test requirements that cannot be timely met by a separate procurement action. The capability to provide rapid response, surge capacity and flexibility to unforeseen events is a critical requirement to meet the short lead-time and dynamic test requirements inherent in the testing of modern weapon systems and rapidly changing defensive technologies and tactics The purpose of this acquisition is to obtain multiple contracts to provide engineering assessment, development, and modification of command, control, communications, computers, and intelligence (C4I) and munitions instrumentation systems, laboratory equipment, automated data processing equipment, computer/software equipment, and communications and data recording equipment. Any electronic combat (EC) related activity, munitions related threat systems, threat simulators, and threat signal sources for example, will be limited to that required to support munitions. The items developed under this contract will be used to support customer testing at 46 TW C4I and munitions test facilities/ranges. This acquisition is planned to result in multiple contracts having both delivery order procedures and R&D hardware and software provisions. Any services will be inclusive with respect to such hardware and software. A secondary requirement for this acquisition is to implement test capabilities that will support the C4I and munitions missions.

To meet Defense Guidance and Joint Chiefs of Staff objectives, the Air Force Materiel Command must develop and maintain a capability to test and evaluate C4I architectures and systems and munitions systems, including these urgent needs requirements.

A DRAFT Statement of Work is included with this notice. It should be noted this document is strictly for acquisition planning purposes and should not be considered a final document for future procurement actions. Interested sources who believe they can meet these requirements should provide a statement of capabilities that provides the following information related to their demonstrated experience and capabilities:

(a) Contract information and/or program information describing your experience in the past three years relative to the objectives and tasks identified below.

(b) Demonstrated capability in each of the following areas: Those listed in the Statement of Work to include, but not limited to: Design/redesign and fabrication of hardware, design/engineering analysis, prototype hardware, software/engineering development, instrumentation design/fabrication, test and evaluation support, field support, technical documentation packages, testing, and demonstration.

All interested organizations are encouraged to submit capabilities packages addressing the specific criteria identified in paragraph (b) above. The packages will be reviewed according to these criteria. Organizations which provide information which does not demonstrate their capabilities specifically associated with the criteria identified in paragraph (b) may be evaluated as not being capable of performing the required services. It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. The resulting evaluation of all organizations providing capabilities packages will be considered in determining the acquisition strategy, specifically in determining for which (if any) small-business concerns this acquisition will be set-aside in accordance with FAR 19.5.

The contract type anticipated by the Government is to be determined (TBD). The anticipated period of performance is five years. The proposed North American Industry Classification System (NAICS) code for this acquisition is 334511, with a small business standard size of 750 employees. In the response, interested sources should identify company name, point of contact, e-mail address, telephone, Federal CAGE Code, Data Universal Numbering System (DUNS) number, facsimile numbers, and type and business size indicating whether you are a small or large business for the purposes of the assigned NAICS. Limit your response to this market survey to a maximum of five (5) pages to be received NLT 2:00 PM., Central Standard Time on 17 April 2009.

Note: In accordance with FAR 52.219-14, Limitations on Subcontracting, a small business firm must be able to perform at least 50% of the total requirement by employees within its own company.

An Ombudsman has been appointed to address the concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the Program Manager or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting points of contact identified below.
