Question 1: Are there limitations to floor space and height in order to accommodate dual transmitter and monitor/desk systems? Could we have direction as to the “limitations” of space which can be utilized in the Test Sites, FCA, and the CCF, for equipment?

Answer 1: The following is a summary of the equipment size restrictions for the test sites, FCA, and CCF. 1. A-3 space available for transmitters, monitors, ops consoles (W x D x H): A room of the following size: 15' x 20' x 7'9. 2. D-3 space available for transmitters, monitors, ops consoles (W x D x H): A room of the following size: 19' x 16' x 7'11". 3. CCF space available for system configuration and monitoring (W x D x H): A Room of the following size: 6' x 12' x 7'4". 4. A-6 FCA monitor (rack space in existing racks available for monitoring system-ref. TRD para 3.12): 45.5" (26RU). 5. D-3 FCA monitor (rack space of existing racks available for monitoring system -ref. TRD para 3.12: 52.25" (30RU).

Question 2: Since the various CLINs discuss acceptance testing and integration with legacy equipment, at what point are racks to be substituted with legacy? Again, if the existing GFE HPA are currently in legacy racks we need to establish a milestone for exchanging them and need to establish the dimensions of the HPA components. WV Communications replacement for the PA1000 is three components, a power supply, an amplifier, and a controller. If the GFE older version is the same, that will dictate the requirements and will affect the equipment rack exchange (including wiring and integration effort).

Answer 2: The GFE PA1000s are not in legacy racks. The contractor is to acquire new racks to which they will install the GFE PA1000s as well as other "new" equipment the contractor shall purchase under the contract. Both The legacy equipment and the legacy racks in which the legacy equipment is contained will be retired once the new system (new equipment with new racks) is accepted by the government. The dimensions of the PA1000 are given at http://www.wv-com.com/. However, for your convenience they are provided here: for the PA1000 h = 20.25", d= 26.75" max, w= 19.0". Note that the dimensions for the components of the PA1000 (the power supply, the amplifier, and the controller in terms of height and width) are as follows: 5.25" x 19", 8.75" x 19", 5.25" x 19".

Question 3: Are computers GFE or is the contractor required to purchase/provide the computer equipment? Monitors are discussed at length for all sites, however paragraph 3.10 discusses hard drive requirements and 4.6 discusses a GFE communications network. Therefore, it is presumed the Test Sites and FCAs are to be linked to the CCF via a computer network. Is all computer equipment to be provided by the contractor, and if so, what are the space limitations and equipment (other than monitors) constraints? Computers can be integrated into the Operator Console Racks and EIA Equipment Racks if requirements are expanded upon. If Computers are contractor provided, during which phase/CLIN are they to be provided? Wherever “monitors” are mentioned?

Answer 3: No, the computers are not GFE. Yes, you have correctly presumed that the test sites and the FCA's are to be linked to the CCF via a computer network. Yes, all computers are to be provided by the contractor, and there is adequate space available (see response to questions above regarding space available at test sites, FCA , and CCF). In regards to in which phase the computers are provided, computers are necessary and are to be provided as each sub-system is required to pass acceptance testing.

Question 4: We provide our customers with TMCR as Air Force Technical Order products. This RFP has CDRL items for Training Materials, COTS manuals and associated supplements, as well as software development. Are any of these to be integrated into Air Force Technical Manuals? Paragraph 5.3.2 discusses Manual requirements, will these products be on a par with TOs?

Answer 4: No. Referenced CDRL items are not to be integrated into Air Force Technical Manuals. These documents are not to be used as TOs.

Question 5: The solicitation states that the 1KW Power Amplifiers are GFE from WV Communications and that the contractor will be responsible for their operation in the integrated system. I'm not sure how this can be done since the designs are proprietary. If these transmitters are operational then they should work for the EFTS since the modulation scheme is done in the Modulator/Exciter. If this is correct then we should be able to propose a solution that uses these Power Amplifiers in the system by interfacing them to the Modulator/Exciter and to the Antenna/Switching subsystem.

Answer 5: The PA1000 is an "Amplifier System" which consists of 3 parts: the Power Supply, a 1KW Amplifier, and a Controller. This PA1000 is provided GFE to contractor. The design of the PA1000 (even if proprietary) will not restrict the contractor from interfacing to the encoder and exciter in order to provide a transmitter needed for the ACDS. Contractors should be concerned with interfacing the PA1000 with the encoder and exciter and the antenna/switching subsystem. Information regarding the inputs and outputs of the PA1000 is provided with the PA1000.

Question 6: For the Shelter Portion of this effort it could be provided by Hill AFB since they build these types of shelters. Also it should be possible to integrate the Universal Destruct Panels built by Pt. Mugu into this system if desired. Is the Government willing to provide these items as GFE?

Answer 6: The only GFE/GFP the government will provide is listed in Section I of the RFP, at AFMC 5352.245-9000. No additional GFE/GFP will be provided.
