About this file

This document is a Questions and Answers (Q&A) attachment to a Request for Proposals (RFP) regarding optical relay design and development.

The solicitation involves two sets of optical relays structured as a base phase (Set 1) and an option phase (Set 2). Set 1 requires firm fixed pricing, while Set 2 requires a rough order of magnitude (ROM) estimate that will be refined post-award. The second set's detailed optics requirements will be provided post-award. The RFP includes a milestone table with four milestones; milestones 1 and 2 apply to Set 1, while milestones 3 and 4 (duplicates with Set 2 designation) apply to Set 2, which will require design, creation, and installation. Contractors must submit pricing as specified in Part 5, Section 4 of the RWP, with Government evaluation subject to realistic assessment of technical requirements and pricing structure. Late submissions may be considered at the sole discretion of the Agreements Officer if in the Government's best interest. The solicitation includes classified or controlled unclassified information (CUI) attachments, including technical drawings that have been updated for clarity regarding source directionality and measurement locations. Questions regarding CUI attachments will be addressed through a restricted-access CUI version of Q&A, similar to other restricted documentation. No government environmental chamber facilities for optical component testing are available at AEDC.

Number Question Answer

Can late submissions be accepted? If so, what is the appropriate process to receive approval for a late submission?

Late submissions may be considered at the sole discretion of the Agreements Officer if it is in the best interest of the Government. The Government will extend the response date.

In section 3 of the RWP, there is a reference to a second set of optics requirement details that will be made available later. When in the process of contracting will these new requirements be made available? (i.e. Pre award, Post award)

The Government anticipates the requirment would be known post-award.

In section 8 of the RWP, there is a milestone table, that has 4 milestones, but 1&2 are exact duplicates of 3&4, only separated by Set 1 of 2 and Set 2 of 2. Please clarify what is meant by Sets 1 and 2? We cannot find any other reference of Set that implies we would build 2 sets of optical relays or just 1. Or are you implying that two awards will be made, each only performing milestones 1&2 or 3&4.

The second set is mentioned in section 3 of the RWP.

The second set will require design, creation, and installation. The RWP has been updated to add a base phase for set 1 and an option phase for set 2 for increased transparency.

Are there any government environmental chamber facilities at AEDC for optical component testing, specifically interferometry, that can be leveraged for cold temperature testing at the levels of the envisioned test setup.

No.

In the CUI attachment, there are technical drawings, but it is unclear the directionality of sources, which sources are located at which source point, as they are unlabeled, and where metrology measurements or device under test measurements are being made to provide design teams necessary context. Can a drawing be shared that clarifies these contextual ambiguities?

The attachment has been updated.

In “Part 5: Pricing”, in Section 4 of the RWP, the performers shall provide a Firm Fixed Price for the prototypes. Is this Firm Fixed Price estimate anticipated to be a final cost quote or simply a rough order of magnitude estimate to be refined later with inclusion of the yet to be shared additional requirements information?

The RWP updated language to have the base phase be firm fixed price and a rough order of magnitude (ROM) estimate for the option phase. The ROM will be incorporated into the option phase on an awarded agreement. The pricing evaluaton is subject to the discretion of the Government, but may include realistic assessment, overstated/understated technical requirement, assumptions posed, frontloading/backloading pricing, etc.

What is the process for submitting questions regarding the CUI attachment 1 since they cannot be shared openly on Sam.gov?

The Government will create a CUI version of Q&A with restricted access similar to the other documention.
