About this file

This is a Questions and Answers document for federal contract FA910126QB070, a Blanket Purchase Agreement (BPA) for Weed Control Services at Holloman Air Force Base.

The contract covers weed control services via herbicide spraying across 2.3 million square feet (45 acres). Vendors are not required to clear weeds, only to apply herbicides with a two-month spot spray warranty following each full application to correct missed areas. Work must be performed between 0700-1530 hours. The scope includes two applications during the October 1 to September 30 annual performance period. Treatment vehicles may travel alongside the girder. The contract includes an individual call limitation of $50,000 and a pricing cap of $300,000, with these thresholds confirmed as firm. Alternative herbicides comparable to the listed products may be submitted for government consideration. The required effectiveness level is 95%, as detailed in the Quality Assurance Surveillance Plan. Vendors must account for current and future New Mexico tax increases in price quotes. Weather-related delays preventing safe application will be accommodated through contract modifications per applicable FAR clauses.

Security clearance requirements apply; Holloman AFB Security Forces will conduct vetting of all vendor employees at no cost to the vendor, and vendors should not submit background check information with quotes. Site visits may be scheduled after solicitation close at government discretion. Payment will utilize the Government Purchase Card unless costs exceed the GPC threshold, with Net 30 terms potentially applying to EFT payments via WAWF. The BPA award is anticipated no later than the last week of September 2026, and all participants will be notified of the final award.
