Reference Document Document Page/Para # Question Answer Attachment 1 - PWS Sections 4.5.2, Hypersonic Ground Test

Technical Lead Key Person, and 4.5.3, Hypersonic Flight Test Technical Lead Key Person, both specify 4.5.8 as a requirement.

However, 4.5.8 includes both ground test and flight test expertise.

1. Does the Government require the Ground Test Key Person to have flight test expertise, and does the Government require the Flight Test Key Person to have ground test expertise?

It is not required for the Ground Test Key Person to have flight test expertise. It is not required for the Flight Test Key Person to have ground test expertise.

Attachment 1 - PWS Section 4.8 requires all Key personnel to have Top Secret clearances.

2. Does the Government require that all Key Personnel have Top Secret Clearance at time of award or can the TS clearance process be in progress at time of award?

The statement in PWS Section 4.8 that states "The Contractor shall provide key personnel supporting the requirements outlined in Sections

4.1 through 4.5 with Top Secret clearances" does not refer to the specific Key Personnel specified in the PWS. Rather, this statement only indicates that personnel who will support to the items specified in Section 4.8 must have the ability to support Top Secret activities. The requirement for support to Top Secret activities under this acquisition will begin immediately upon award, so personnel identified by the offeror to satisfy Section 4.8 are required to have active Top Secret clearances. There is not a requirement that all Key Personnel identified in PWS Sections 4.1, 4.4, and 4.5.1-4.5.5 hold active Top Secret clearances.

Attachment 1 - PWS Section 4.5.5 Remote Sensing Technical Lead Key Personnel refers to 4.5.9 which requires an electrical engineer for the remote sensing key person.

3. Would the Government allow other fundamental engineering disciplines that are applicable to remote sensing?

The Remote Sensing Technical Lead Key Personnel position has a minimum requirement of a Master's degree in engineering or related field with 10 years of experience, or an appropriate substitution of experience and education. There is not a specific fundamental engineering discipline that is required for this position.

Attachment 5 - Section L 2. General Instructions, 2.4 Submission Process

4. The Government states that the proposal packages shall be submitted in electronic format via AMRDEC SAFE at https://safe.amrdec.army.mil/saf/e/guide.aspx. This link is no longer active and has been replaced by DOD SAFE. Is submission through DOD SAFE acceptable?

Submission through DOD SAFE is acceptable. See the attached Amendment.

Attachment 5 - Section L 7. Volume V, 7.4 Organizational Conflict of Interest

5. The Government states that the offeror shall provide an OCI mitigation Plan as part of the proposal within the Volume IV and that the OCI mitigation plan shall not exceed 10 pages.

Volume IV is listed as Property Management and is also restricted to 10 pages. Is this a typo and should the OCI mitigation plan be included with Volume V?

The OCI mitigation plan should be included with Volume V. See the attached Amendment.

Attachment 5 - Section L 3.1 6. The mandatory Volume 1 organization specified in Section L 3.1 excludes multiple sections of the PWS. Referencing Section L 3.1 “The technical volume shall be organized as outlined below:” The outline only includes PWS requirements:

4.6.3, 4.6.4, 4.6.6, 4.6.8, 4.7, 4.1, 4.4, 4.5.1, 4.5.2, 4.5.3, 4.5.4 and 4.5.5.

Can the Government confirm that only the requirements specified in the sections listed are to be addressed in the proposal as indicated in Section L 3.1?

The instructions in Section L 3.1 are correct. Only 4.6.3, 4.6.4, 4.6.6, 4.6.8, and 4.7 in the PWS need to be addressed as part of the Technical Approach section of the technical volume as described in Section L 3.1. For the Key Personnel section of the technical volume as described in Section L 3.1, the Key Personnel positions specified 4.1, 4.4, 4.5.1, 4.5.2, 4.5.3, 4.5.4, and

4.5.5 in the PWS need to be addressed as part of the Key Personnel section of the technical volume as described in Section L 3.1.

Attachment 5 - Section L 3.5.4 7. Will the Government allow the same individual to fulfill multiple Key Personnel positions?

There is not a requirement for each Key Personnel position to be satisfied with a distinct individual. The Government does not prohibit allowing the same individual fulfill multiple Key Personnel positions, as long as the approach outlined by the offeror satisfies the Government's requirements as specified in the

PWS.

Attachment 5 - Section L 7.1 8. Section L, Volume V, Contract Documentation, 7.1.

Solicitation and Representations and Certifications, states, “The purpose of this Volume is to provide information to the Government for preparing the contract document and supporting file(s). The Offeror's Contract Documentation Volume shall include a completed / signed copy of the Standard Form (SF) 33 cover page of solicitation (to include any amendments), the applicable clauses, the Offeror’s completed representations, certifications, acknowledgments and statements or indicate if information is contained in the System for Award Management (SAM), applicable attachments, and any other data the Offeror chooses to bring to the attention of the CO.

Can the Government clarify what “applicable clauses” should be included in Volume V, Contract Documentation?

The applicable clauses required by Section V are any clauses in the solicitation that require Offeror's to fill-in information or otherwise be submitted with their proposal.
