Questions and Answers for FA9101-20-Q-0002: Air Compressors and Dryers
Q1. Does the compressor have to be at Atlas Copco? There may be better options…. We sell and service Atlas Copco and that may end being the best choice but I wanted to know if you wanted me to look across all the compressor brands to find the best one or just use Atlas Copco to match this spec?
A1. No, the compressors do not have to be Atlas Copco, the spec doesn’t require the compressors or the dryers to be Atlas Copco. The spec was modeled after the Atlas Copco GA37 package with
C110 dryers with dew point control because we have are familiar with their operation and maintenance.
Q2. No specific dryer is called out… can we use Zeks? They are a made in America dryer from
Pennsylvania that is among the best in the industry!
A2. Yes, you can use the dryer of your choice, dryers need to match the capability of the compressors and meet the specified design, control and service requirements of the specification.
Q3. Do we need to quote installation? It looks like we would be on base but just in an advisory role… that cost would be much less than if we were doing the work!
A3. No, as specified the “Installation of the machine shall be accomplished by AEDC personnel and supervised by factory trained servicemen.” We expect facility pipe and electrical modifications to be made that will actual make the installation hard to bid, therefore we did not ask for this to be bid.
Expect some short delay between delivery and the time that your technician needs to be on site for startup and training. Possibly three separate startups depending on the complexity of each installation.
Q4. Do we need to quote service?
A4. You can quote service as an option. It is not a requirement of this procurement.
Q5. When do you need this all back to you?
A5. Quotes are due 6 Dec 2019, 12:00 PM CT.
Q6. Ship everything to you or to the base? Also does everything need to be mounted on skids or as is?
A6. As specified - “Provide all preservation, packaging, and packing to ensure safe delivery of the machine and related components to AEDC (FOB Arnold Air Force Base, TN 37389). Deliver Machine to AEDC for off-loading by AEDC personnel.” We are expecting the components to be permanently skid mounted for ease of installation of each unit. The requirement is one skid for each compressor unit and another for its dryer, total of six skids.
Q7. The bid requires a programmable regulating controller. Are they wanting to program their own information on the PLC?
A7. Yes, for the compressor, we need to be able to program start and stop times, pressures, standby vs lead compressors.
Q8. The bid requires 110V, our dryer runs off 120V. Normally not a problem, but since it’s a government bid I want to ensure this is OK. Can you confirm?
A8. Yes, 120 VAC is acceptable.
Q9. The bid requires ambient temperatures down to 32F. Our dryers are standard 40F. I would like to try to avoid bidding the low ambient package as it will increase costs. Can you confirm if this will be installed inside or outside? If it’s outside we will need to add the low ambient package. For such low flow I’m leaning towards a standard heatless dryer
A9. The temperatures stated, (32F to 115F), were meant to reflect the extreme operating and non-operating conditions at the installation point. We can ventilate and/or heat this location the prior to operation, therefore we agree 40F to 105F would be the more appropriate ambient operating temperatures for both the dryer and compressor. Installation will be inside in a heated portion of the building, low ambient package will not be required.
In regards to standard heatless dryer, this was our intent by the introductory statement
“Compressor shall be provided with a dedicated twin tower self-regenerating absorption pressurized air dryer package.” And later in Capabilities “Each dryer shall be a twin tower desiccant design with purge air for regeneration of the wet tower.”
Q10. Will the dryers be kept inside a climate controlled environment? If not please let me know and we will take outside temperature into consideration.
A10. Installation will be inside in a heated portion of the building.
Q11. In the spec sheet it mentioned needing all equipment on one frame. Does this mean all compressors (3) and all Dryers (3) to be fabricated onto one skid frame? Or just each unit on a frame; each comes with its on frame from factory.
A11. We are expecting the components to be permanently skid mounted for ease of installation of each unit. The requirement is one skid for each compressor unit and another for its dryer, total of six skids.
