C-103 NIOBIUM BILLETS

This is a combined synopsis/solicitation for commercial supplies prepared in accordance with (IAW) the format in FAR Subpart 12.6 and FAR Part 13, as supplemented, and with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will NOT be issued. This is a Request for Quote (RFQ) and the solicitation number for this requirement is FA9101-20-Q-2008.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06 effective 5 June 2020, Defense Federal Acquisition Regulation Supplement DPN 20200605 effective 5 June 2020, and Air Force Federal Acquisition Regulation Supplement AFAC 2019-1001 effective 1 Oct 2019.

The North American Industry Classification System code (NAICS) is 331491, Nonferrous Metal (except Copper and Aluminum) Rolling, Drawing, and Extruding, with a Small Business Size Standard of 750 employees. Vendors shall have this NAICS code reflected in their SAM profile to be eligible for award.

DESCRIPTION: The scope of this effort is to procure niobium alloy C-103 billets (per ASTM B655) to meet the operational needs of the Arnold Engineering Development Complex Tunnel 9 facility at White Oak MD. The manufacturer shall supply a written material certification for the material produced. The material certifications for each lot (as defined in ASTM B655) shall include chemical composition, yield strength at room temperature, ultimate tensile strength at room temperature, modulus of elasticity at room temperature, and percent elongation at room temperature. The manufacturer shall supply a 100% inspection report for each billet. The manufacturer shall supply a certificate of compliance for each billet. The fabricator shall mark each billet with layout dye with diameter and length shown for each billet.

Offerors should be aware that per DFARS 252.225-7030(a), the C-103 Billets should be manufactured in the United States or Canada.

Offerors can find full details of the requirement in the Atch 01 including the delivery and acceptance locations as well as the FOB point. Please reference the applicable provisions and clauses at FAR 52.212-1, 52.212-2, 52.212-3, 52.212-4, and 52.212-5 on Atch 2. Additional clauses and provisions are included in Atch 2, as required.

Vendors are advised to pay close attention and respond to clauses and provisions (both FAR and DFARS) relating to covered defense telecommunications equipment at FAR 52.204-24, 52.204-25, 52.204-26 and DFARS 252.204-7016, 252.204-7017, and 252.204-7018. Responses and representations are mandatory with submission of an offer.

This is a Defense Priorities and Allocations System (DPAS) requirement.

SET-ASIDE: IAW FAR 19.502-2(a), this acquisition is a Total Small Business Set-Aside.

CONTRACT TYPE: A Firm-Fixed Price contract will be used to satisfy this requirement.

Receipt of Offers: Offers are due 26 Aug 2020, 1300 (MT). Quotes may be emailed to Brett Moore, Contracting Officer, at brett.moore.6@us.af.mil. Written offers will not be accepted.

Quotes received after this date and time will not be reviewed. While electronic submission is mandatory, please allow sufficient time for the quote to be delivered through email servers; a quote delivered late, even if due to server issues, will not be reviewed.

QUOTE SUBMISSION INFORMATION: Quotes can be emailed to the address identified above. If you email your quote, page 2 (or equivalent*) must be scanned so we have a signed quote. The offeror is not required to use Page 2 of this Combined Synopsis/Solicitation; however, if you choose not to use it, all the information on Page 2 must be included in your offer.

Please include technical documents that demonstrate the your company’s ability to produce the material given the subcontracting limitation in FAR 52.219-14.

SAM/DUNS/WAWF: All offers must list your DUNS number, CAGE code, and Federal EIN with Company name, POC, and phone number. If you need to obtain or renew a DUNS number or CAGE code, please visit https://www.sam.gov/portal/public/SAM/. Lack of registration in the SAM database will make an offeror ineligible for award. Vendor must also be registered in Wide Area Workflow to receive payment through electronic funds transfer. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation in accordance with FAR 52.204-7 – System for Award Management. If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. Processing time, which can take up to 14 business days, should be taken into consideration when registering. Offerors who are not registered should consider applying for registration immediately upon receipt of this solicitation.
