1. SCOPE

1.1. The scope of this effort is to procure niobium alloy C-103 billets (per ASTM B655) to meet the operational needs of the Tunnel 9 facility. The manufacturer shall supply a written material certifications for the material produced. The material certifications for each lot (as defined in ASTM B655) shall include chemical composition, yield strength at room temperature, ultimate tensile strength at room temperature, modulus of elasticity at room temperature, and percent elongation at room temperature. The manufacturer shall supply a 100% inspection report for each billet. The manufacturer shall supply a certificate of compliance for each billet. The fabricator shall mark each billet with layout dye with diameter and length shown for each billet in Table 1.

3. REQUIREMENTS

3.1. Submittals: The Contractor shall submit all documentation in accordance with Appendix A – Submittal Procedure.

3.2. Material may be finished as forged, rolled, swaged, drawn; in a cleaned, machined, or ground condition. The manufacturer shall be permitted to remove minor surface imperfections provided such removal does not reduce the dimensions below the minimum outlined in Section 1 – Table 1.

3.3. All items must be shipped on heavy duty plastic 48 inches by 40 inches standard pallets. Total weight of load, protective shipping material, and pallet must be less than 2500 lbs. for each pallet.

4. Delivery

4.1. The fabricator shall deliver the finished items by 22 January 2021.

4.2. Upon completion, all items will be shipped to the Arnold Engineering Development Complex, Federal Research Center at White Oak, 10905 New Hampshire Ave, Silver Spring, MD 20903-105
