FA9101-19-R-2002, Navigation Warfare (NavWar) IDIQ II

This is a Request for Proposal (RFP) and the solicitation number for this requirement is FA9101-19- R-2002.

This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in FAR 12.6, as supplemented, and with additional information included in this notice. This announcement constitutes the only solicitation.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-03 effective 12 Jul 2019, Defense Federal Acquisition Regulation Supplement DPN 20190628 effective 28 Jun 2019, and Air Force Federal Acquisition Regulation Supplement AFAC 2018-0525 effective 25 May 2018.

The North American Industry Classification System code (NAICS) is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with a Small Business Size Standard of 1,250 employees.

DESCRIPTION: The 746th Test Squadron (746 TS) requires the components listed in the requirements document to commonly configure and build new Portable Box Jammer (PBJ), High Powered Jammer (HPJ)-I, and HPJ-IIs. The majority of the components require the specific brand and part in order to preserve the commonality of the systems and test infrastructure. Full details of the requirement may be found in the attached documents.

SET-ASIDE: This acquisition is a competitive 8(a) set-aside open to eligible SBA 8(a) companies.

BASIS FOR AWARD: The Government will award up to three (3) firm-fixed-priced (FFP) indefinite delivery/indefinite quantity (IDIQ) contracts resulting from this request. The award will go to the responsible offeror(s), whose offer(s) conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. Reference the attached documents, specifically the Evaluation Plan, for complete details on the evaluation factors and basis of award.

DELIVERY LOCATION: Items will be FOB Destination to Holloman AFB, NM 88330

DEADLINES:

Questions and Answers: All questions are due, in writing, no later than 27 Aug 2019 at 1:00 PM MST. They may be sent to the Contracting Officer via email or delivered to the address below. The Government will not respond to questions received after this date and time. The Government will post answers to the FBO website within three (3) business days following receipt of questions.

Receipt of Offers: Offers are due 18 Sep 2019 at 1:00 PM MDT. Proposals may be emailed to Kyle Hunter, Contracting Officer, at william.hunter.9@us.af.mil. Written offers may be sent/delivered to:

Proposals received after this date and time will not be reviewed. While electronic submission is preferred, please allow sufficient time for the proposal to be delivered through mailto:william.hunter.9@us.af.mil email servers.

PROPOSAL SUBMISSION INFORMATION: Proposals can be emailed to the address identified above. The offeror is not required to use Attachment 1, FA9101-19-R-2002, DO 01, Offer Information, of this Combined Synopsis/Solicitation; however, if you choose not to use it, all of the information must be included in your offer.

SAM/DUNS/WAWF: All offers must list the DUNS number, CAGE code, and Federal TIN with Company name, POC, and phone number. If you need to obtain or renew a DUNS number or CAGE code, please visit https://www.sam.gov/portal/public/SAM/. Lack of registration in the SAM database will make an offeror ineligible for award. Vendor must also be registered in Wide Area Workflow to receive payment through electronic funds transfer. If you are not currently registered, please visit the following website https://wawf.eb.mil/ to complete your registration.

By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation in accordance with FAR 52.204-7 – System for Award Management. If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. Processing time, which can take up to 14 business days, should be taken into consideration when registering. Offerors who are not registered should consider applying for registration immediately upon receipt of this solicitation.

RERESENTATIONS AND CERTIFICATIONS: Offerors are advised to include a completed copy of the FAR provision 52.212-3, Offeror Representations and Certifications, with the proposal or confirmation that they are current and complete via the SAM website.

By submitting this offer, the offeror acknowledges receipt of all attachments, amendments, and changes for this RFP.
