ADDENDA TO 52.212-2, Evaluation -- Commercial Items (Oct 2014)

1. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to this solicitation is the lowest priced technically acceptable offer. The following factors shall be used to evaluate offers:

a. Price

b. Technical acceptablility of the item offered to meet the Government requirement

Price – Received quotes will be ranked and arranged by price (lowest first) before the Government assesses technical acceptability. Rankings/arrangement will based on total price inclusive of Base CLINs and Option CLINs.

Technical – The Government will evaluate for acceptability the factors and subfactors described below:

Sub-Factor 1. Schedule – The Government will evaluate the offeror’s quotation to ensure the offeror has an understanding of the specification requirements and a realistic, logical, proposed repair schedule, taking into accounts all of the contract requirements, coil/material delivery estimates, and insulation drying and curing times to meet 8-week turnaround.

Sub-Factor 2. Contractor facilities – The offeror’s quotation will be evaluated to ensure the offeror has capabilities and equipment to perform rewinding work on site in their shop.

Sub-Factor 3. Material descriptions - The Government will evaluate the offeror’s quotation to ensure the offeror has proposed materials meeting IEEE, ANSI, ISO, and EPRI standards outlined in the specification.

Sub-Factor 4. Prior Experience - The offeror must demonstrate recent (within the last 10 years) prior experience in rewinding stators for motors greater than or equal to 4160V and of at least 5,500 horsepower by submission of a list of previously rewound stators for such motors. Documents submitted in response to this solicitation must be fully responsive to and consistent with the following (if applicable): (1) Requirements of the solicitation, Statement of Need and government standards and regulations pertaining to this requirement.

Evaluation of quotation will be in accordance with FAR 52.217-5 - Evaluation of Options. Evaluation of Options will be utilized for evaluation of quotation - “Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).”

If the lowest priced offer is determined to be technically acceptable, that offer represents the best value for the Government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers. If the lowest priced offeror is evaluated to be technically unacceptable the next lowest priced offeror will be evaluated and the process will continue (in order by price) until an offeror is determined to be technically acceptable, or until all offerors are evaluated.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
