Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. The government reserves the right to cancel this solicitation, either before or after the closing date.
11. The Contractor shall begin performance within _10__ calendar days and complete it within __154__ calendar days after receiving award, notice to proceed. This performance period is mandatory, negotiable. (See _52.211-10_.)

1. Bids must be firm thru 30 Sep 11. Bids which are not firm through these dates will be rejected as nonresponsive and will not be considered for award. The estimated total magnitude of this work is between $500,000 and $1,000,000.
2. Sealed offers in original and zero (0) copies to perform the work required are due at the place specified in Item 7 by 2:00 pm local time, 31 March 2011. This is a sealed bid solicitation; offers will be publicly opened at that time. Sealed envelopes containing offers shall be marked to show the offeror's name and address, the solicitation number, and the date and time offers are due.

Descriptive Data:
Provide all materials, equipment, and labor to remove the existing steam service to Buildings 718, 722, and 728 and replace with new electric heat at Arnold Air Force Base Tennessee. Specifically the work includes, but not limited to removal of two slip AC units and air handlers, steam heaters, ductwork, diffusers, piping, condensate pumps, ceiling, fire detection and demolishing a steam pit.
The project also includes the installation of two heat pumps and air handlers, electric heaters, ductwork, diffusers, ceiling, reinstalling existing lighting in new locations, fire detection, pad mounted transformer and insulating building 728. All work shall be accomplished in accordance with Construction Specification No. 12487, dated 18 January 2011. Period of Performance for this project is 154 Calendar Days after Notice to Proceed.

AEDC-H001 DISPOSAL AREAS (JUL 2010)
An approved disposal area is located about 2 miles from the construction site. This area is approved for surplus earth, stone, broken concrete, and building materials waste. Building materials waste also includes containers, dunnage, and other related items.
AEDC-H002 EXISTING UNDERGROUND UTILITIES (JUL 2010)
The location of existing underground utilities as shown on the contract drawings has been taken from as built drawings. There may be underground utilities which are not shown on the contract drawings and these utilities may be dangerous if ruptured. If the Contractor unearths or strikes any underground utility not shown, the excavation work shall cease and the Contracting Officer shall be notified immediately.
The Contractor shall determine with caution the exact location of such utilities and will not proceed with further excavation unless otherwise advised by the Contracting Officer.
AEDC-H003 REQUIRED INSURANCE (JUL 2010)
Pursuant to FAR clause 52.228-5, Insurance - Work on a Government Installation (JAN 1997) (Deviation) the contractor shall maintain the following minimum amounts of insurance:

AEDC-H004 SAFETY (JUN 2010)
1.0 The contractor shall obtain AEDC/SE coordination to assure adequate safety practices. The contractor shall take or cause to be taken such additional measures as the Contracting Officer may determine to be reasonably necessary for the protection of life and health of employees and other persons and for prevention of damage to property, materials, supplies or equipment. The Contractor shall comply with safety rules (tags and work clearances) the AEDC Support Contractor at interface points of new construction and modifications to existing systems and with AEDC Base Safety Standards
2.0 In addition, Contractor shall comply with FAR 52.236-13, Accident Protection and the Voluntary Protection Program.
2.1 VPP requires that contractors performing on Air Force installations provide their employees safety and health protection equal in quality to that provided to Air Force employees. However, the contractor will be responsible for managing their health and safety program.
2.2 VPP is applicable to contractors whose employees work more than 1000 hours per quarter on an Air Force installation. Applicable contractors are required to flow down VPP requirements to all subcontractors who qualify as applicable contractors under their contract.
2.3 Applicable contractors are required to submit a safety and health plan and corresponding site safety checklist to the Contracting Officer within 10 days after contract award. The plan shall be made available to the installation safety office through the Contracting Officer for acceptance prior to contract performance.
2.4 Applicable contractors are required to submit their TCIR and DART rates prior to contract award.
The TCIR and DART rates will be reviewed and may used to determine contractor responsibility.
2.5 Applicable contractor's performance will be accountable for compliance with their safety and health plan, to include mishap reporting.
2.6 Applicable contractors shall ensure their employees and subcontractors promptly report pertinent facts regarding mishaps involving reportable damage or injury. Applicable contractors will cooperate in any safety investigation, to include toxicology testing.
2.7 Applicable contractors are required to provide their TCIR and DART rates and the OSHA Form 300A to the Contracting Officer by the 15th of January for annual submission in the installation's annual VPP self evaluation report. The information will be provided to the designated VPP Office of Office of Primary Responsibility (OPR).
2.8 Applicable contractors are required to identify the processes and procedures used to track compliance with the Safety and Health Plan.
2.9 Applicable contractors shall review the VPP site URL, <http://www.osha.gov/dcsp/vpp/index.html> to understand VPP and how performance is linked to the AF installation's pursuit of VPP recognition.
3.0 The Contractor Safety and Health Plan must demonstrate a management commitment to employee safety and health. The plan shall include application to subcontractors and shall include the following elements:
3.1 Worksite hazard analysis with base-line hazard identification and required control measures.
3.2 Job site analysis which lists the hazards associated with performing the task and the applied control measures.
3.3 Corrective action plan for identified hazards.
3.4 Inspection program for each worksite to include identifying the individual conducting the inspection and the frequency of inspection.
3.5 Employee hazard reporting procedures.
3.6 Procedures for accident investigation and reporting.
3.7 Emergency response plan including first aid/injury procedures.
3.8 Employee safety and health training requirements and documentation process.
3.9 All applicable safety rules and regulations.
3.10 Roles and responsibilities of management, supervisors, employees and contractor safety coordinator.
DEFINITIONS
Applicable Contractor. A contractor whose employees worked at least 1,000 hours at the site in any calendar quarter within the last 12 months and is NOT directly supervised by the applicant (installation).
Days Away, Restricted, and or Transfer Case Incident Rate (DART). The number of recordable injuries and illness cases per 100 full-time employees resulting in days away from work, restricted work activity, and/or job transfer that a site has experienced in a given time frame.
Total Case Incidence Rate (TCIR) - Total number of recordable injuries and illness cases per 100 full-time employees that a site has experienced in a given time frame.
Voluntary Protection Program - The Voluntary Protection Program (VPP) promotes effective worksite-based safety and health. In the VPP, management, labor, and OSHA establish cooperative relationships at workplaces that have implemented a comprehensive safety and health management system. Approval into VPP is OSHA's official recognition of the outstanding efforts of employers and employees who have achieved exemplary occupational safety and health.
AEDC-H005 SANITATION (JUN 2010)
The Contractor shall provide temporary toilet facilities in a ratio of not fewer than one for each 30 persons or fraction thereof. Connections to existing sanitary sewer manholes may be made. The Contractor shall supply drinking water from connections to the existing potable water system. The Contractor shall take proper precautions to protect the water system from damage and contamination. Any temporary connections made for drinking water or toilet facilities shall be removed by the Contractor in a manner satisfactory to the Contracting Officer before final acceptance of the work.
AEDC-H006 INSURANCE CLAUSE IMPLEMENTATION (JUL 2010)
The Contractor shall obtain and maintain the minimum kinds and amounts of insurance during performance of this contract as specified by FAR 28.307-2 Liability, and contemplated by FAR 52.228-5, Insurance--Work on a Government Installation, and/or 52.228-7, Insurance--Liability to Third Persons.
AEDC-H007 UTILITIES AVAILABLE (JUL 2010)
(a) Water: All reasonable required amounts of potable and raw water will be made available without cost to the Contractor from existing systems, outlets, and supplies near the vicinity of the work. All water shall be carefully conserved. All temporary connections and piping installed by the Contractor shall be removed in a manner satisfactory to the Contracting Officer prior to final acceptance of the work.
(b) Electricity: All reasonably required amounts of 60 HZ electric power at 110V and 480V will be made available without cost to the Contractor from existing electrical systems near the vicinity of the of the work.
The Contractor shall install and maintain at no cost to the Government any necessary supply connections and facilities in a manner satisfactory to the Contracting Officer. All electrical service shall be removed in a manner satisfactory to the Contracting Officer.

1. GENERAL SECURITY REQUIREMENTS: The contractor shall comply with all security regulations and directives as identified herein and other security requirements shown elsewhere in this contract. These requirements apply to all contractors working on Arnold AFB that DO NOT have access to classified information in the performance of their contract. Arnold Engineering Development Center (AEDC) is a closed military installation, therefore the below requirements and procedures are prerequisites to the issuance of any government identification. Contractor requests for exceptions to the below requirements and procedures shall be addressed to the Contracting Officer/designee who will obtain an approval or disapproval from the installation commander who has the final authority on access issues. The AEDC/CC reserves the right to refuse entry and/or reentry of any person to AEDC for just cause to protect personnel, facilities, and property under his control through the use of a barment order when such actions are deemed necessary.
A. Examples that may disqualify someone from entering the installation include, but are not limited to, the following:
1. US citizenship, immigration status, or SSAN cannot be verified
2. Previous barment from entering/accessing any other military base or facility
3. Wanted by federal or civil law enforcement authorities, regardless of the offense/violation (e.g., an “order of arrest” has been issued by a judge)
4. Conviction of firearms or explosives violation
5. Any conviction of espionage, sabotage, treason, terrorism, or murder
6. Conviction of violent crimes, e.g., sexual assault, armed assault/robbery, rape, child molestation or kidnapping
7. Drug possession with intent to sell, or drug distribution
8. Name appears on any federal agency's “watch list” or “hit list” for criminal behavior or terrorist activity.
9. Having affiliation in any gang, hate group, or terrorist organization
10. Failure to safeguard unclassified, and FOUO information.
11. Engaging in sabotage, violating the Espionage Act of 1917 or engaging in acts that compromise national security.
12. Advocating or affiliating with any organization or group that advocates or defends the overthrow of the US Government by force.
13. Willfully hindering or limiting base and service operations such as investigations, fire and police response, and operations.
14. Introducing, transporting, using, or simply possessing ammunition, firearms, explosives, or other lethal weapons in the AEDC fenced mission area, except where and when authorized.
15. Using privately owned radio-transmitting equipment within areas where use is prohibited and posted (Federal Communications Commission licensed radio transmitters operated by contractors for official use, excluding Arnold Police, may be used within the prohibited area only when operators have been briefed by the contractor safety officer or the base frequency manager.)
16. Stealing (or possessing without proper authority) government property, contractor property, or property of another.
17. Gambling, dishonesty and other actions deemed illegal by law.
18. Disregarding safety rules and common safety practices.
19. Failing to observe traffic, parking rules and requirements.
20. Failing to immediately report a government or private motor vehicle accident to Arnold Police.
21. Use of tobacco products where or when prohibited and/or using “strike anywhere” matches.
22. Willfully disregarding fire protection rules or requirements, to include tampering with fire extinguishers, fire protection systems, or other fire protection equipment.
Additionally, the commander reserves the right to deny access to any visitor, with proper justification.
This authority enables a commander to fulfill their responsibilities to protect personnel and property, to maintain good order and discipline and to ensure the successful, uninterrupted performance of the Air Force mission.
B. Wants and Warrants Check: All visitors at AEDC will be screened through a Tennessee Information Enforcement System (TIES) check to determine if there are any outstanding warrants or criminal involvement. Anyone with an active warrant will be denied entry and, if extradition is approved, taken to jail. Persons identified as having a violent criminal past or gang affiliation will be denied entry regardless of warrant status.
2. EMPLOYEE LISTING AND BADGES: Per AEDCOI 31-101. AEDC agencies with oversight of ATA subcontractors must provide the Visitor Center with authorization and signature samples of personnel who may request AEDC credentials be issued. NOTE: Visitor Center will not process any request for credentials unless the signature is on file. Badge requests are made using the AEDC Form 859. Once the AEDC Form 859 has been completed, it can be faxed or hand-carried to the Visitor Center. In the event the Visitor Center badging system is down, badge requests will be made using the AEDC Form
859. AEDC/TSD-SF or AEDC/PK notifies the Visitor Center of construction and other outside contracts on an AEDC 898, Contractor Clearance Request. The AEDC 898 must identify person(s) authorized to complete the AEDC 900, Contractor Employment Notice. AEDC 900 is used to request the unescorted entrance of contractor employees to perform work at AEDC. The contractor (company representative, also known as the site superintendent) shall provide an updated GC Form 698 listing each employee that will require access prior to contract start. Badges and passes are issued at Visitor Center located adjacent to the main gate. Your contract monitor will provide Visitor Center an AEDC Form 900, Contract Clearance Request, which will identify the company representative. The company representative will provide a list of employees via the AEDC Form 900 to Visitor Center in person and will attach to the AEDC Form 900 and state driver's license (if assigned). Visitor Center will not issue badges without this documentation or a current AEDC Form 898 on file. The badges are government property and must be retrieved and turned in upon completion of the contract. These badges must be presented at the gate for entry and displayed on the front of an outer garment and above the waist with the photograph visible at all times within the fenced area. The badge may be worn on a necklace/chain provided the badge remains visible outside the outer garment, above the waist, and the picture is shown outward. The sponsoring unit will be responsible for retrieval of the AEDC badge. Common Access Card upon termination of contract or employment of the contractor will turn in CAC's to their respective Contract Verification System (CVS) Trusted Agents (TA).
A. Subcontractors (DoD/ATA/Long-Term Contractors/Consultants). Temporary badges are issued for one year or less unless authorized by competent authority to subcontractors who perform services for DoD/ATA/Long -Term Contractors.
B. Subcontractors Badge. Description: White background with photo, name, AEDC Crest, barcode, expiration date, employee ID., blue box (DoD) under the photo with company name in white letters and the ATA badge will have a yellow box with black letters.
C. AEDC agencies with oversight of ATA subcontractors must provide the Visitor Center with authorization and signature samples of personnel who may request AEDC credentials be issued. NOTE:
Visitor Center will not process any request for credentials unless the signature is on file.
D. Badge requests are made using the AEDC Form 859. Once the AEDC Form 859 has been completed, it can be faxed or hand-carried to the Visitor Center.
E. In the event the Visitor Center badging system is down, badge requests will be made using the AEDC Form 859.
F. AEDC/TSD-SF or AEDC/PK notifies the Visitor Center of construction and other outside contracts on an AEDC 898, Contractor Clearance Request.
G. The AEDC 898 must identify person(s) authorized to complete the AEDC 900, Contractor Employment Notice.

I. Contract Consultants: University of Tennessee Space Institute (UTSI) Employees. Badges are issued for contract performance at AEDC after UTSI Security Form 15, Credentials Request, has been processed and submitted to the Visitor Center through AEDC/TSD-SF.
NOTE: If displaying the badge on the outer garment in the immediate work area will create a safety hazard, then the badge can be removed and placed in the pocket of the individual. Upon departure of the immediate area, the badge will be displayed.
NOTE: Returning ID badges (if applicable) and Passes. Upon contract completion (to include employment termination), and before final payment can be made, the contractor shall ensure all badges (if applicable) have been turned into the issuer at Visitor Center. Contractor employees terminating employment for any reason shall return all ID badges (if applicable) prior to departing the base. The unit activity or contracting agency must ensure contractor badges and Common Access Card are returned to the Visitor Center upon completion of the contract. If the contract has been extended, contact the Visitor Center to ensure the expiration date is extended. Contractors notify the Visitor Center via email upon employee termination.
3. CITIZENSHIP: All employees performing on their contract must be a US citizen or Registered Alien and show proof of citizenship. The AEDC host shall require that all Registered Aliens have in their possession their Permanent Resident Cards. A minimum lead-time of 14 business days is required to facilitate timely Permanent Resident Card validation. The visiting Lawful Permanent Resident (LPR) must provide color copies (front & back) of their Permanent Resident Card and their internal passport information (photo/documentation). Visiting LPRs having business with the current base operating contractor must submit this documentation to the host and contractor security office. The contractor security office will coordinate directly with the AEDC Foreign Disclosure Office (FDO) to complete the validation process and render a recommendation to authorize or deny access. All other visiting LPRs must submit their documentation directly to the FDO via mail (Address: Foreign Disclosure Office, MS- 2305, 251 Von Karman Road, Arnold AFB, TN 37389-2305). The FDO will provide a list of authorized LPR personnel to Visitor Center, allowing entry into the applicable areas. Registered Aliens not on an approved list will not be permitted entry into any part of Arnold AFB. If Registered Aliens fail to produce the proper Immigration and Naturalization Service (INS) credentials, they will be denied access to all portions of Arnold AFB. The contractor will be held responsible for complying with federal statutes, which prohibit the hiring of illegal aliens and foreign nationals who are not authorized to work in the United States. Non-US citizens must be identified and present their resident alien cards to Visitor Center to show proof that they have been legally admitted into the United States. Failure to show proof will result in entry being denied.
A. Employment of Foreign Nationals by contractors at Arnold Air Force Base: The use of Foreign Nationals (FNs) in the performance of contracts on AEDC will require prior notification to the Contracting Officer. A minimum lead-time of 30 business days is required to facilitate entry requirements for foreign nationals. In accordance with U.S. Immigration and Naturalization Service Directive 210, all foreign nationals performing on contract in support of any Federal Government activity will provide to that activity, identification and authorization for the performance of work within the U.S., for each individual.
Information shall consist of the following and copies attached to the AEDC Form 900 for Visitor Center.
Visitor Center will not issue badges without getting validation from AEDC Foreign Disclosure Office.
1. Name
2. Nationality
3. Place of birth (Birth Certificate)(Copy maintained at Visitor Center )
4. Date of birth
5. Social Security Number (Copy maintained at Visitor Center)
6. State driver license number (if assigned) (Copy maintained at Visitor Center)
7. Passport/Visa/Alien Registration Number(s) (Copy maintained at Visitor Center) Naturalization documents (Copy maintained at Visitor Center)
A foreign national is defined as any individual that is not a U.S. Citizen, regardless of any status or documentation promulgating the intent to become a U.S. Citizen. Any overt or negligent act in the lack of prior reporting of any employee deemed to be a non-U.S. Citizen shall be determined to be a violation of contract. The violation shall be formally reported to all government activities or agencies deemed necessary.
NOTE: Employee's and/or representatives of companies (US Citizen or FN) under Foreign Ownership, Control, or Influence (FOCI) will be treated and processed as FNs for access to the AEDC Mission Area and/or other locations on or off the reservation where official government business is taking place.
Protection of classified, unclassified controlled military information and customer proprietary information from inadvertent disclosure/release during these visits and/or meetings mandates this requirement as outlined in AFI 16-201. A US company is considered to be operating under FOCI when a foreign interest has the power, direct or indirect, whether or not exercised, to direct or decide matters affecting the management or operations of the company in a manner which may result in unauthorized access to information or may affect adversely the performance of the contract.
4. VEHICLE USE: If a personal or company owned vehicle will be operated on the base, the operator must possess a valid state driver's license, ID card/badge, proof of ownership (title, state registration, bill of sale or lease agreement) and proof of insurance. These items are required to be available at all times.
The employee shall be responsible for maintaining insurance that meets or exceeds the minimum requirements of state law. Driving a motor vehicle on AEDC is a privilege extended by the AEDC/CC in accordance with AFI 31-204, Air Force Motor Vehicle Traffic Supervision and AR 190-5/OPNAV 11200.5D/AFI 31-218(I)/MCO 5110.1D/DLAR 5720.1, Army Regulation, Motor Vehicle Traffic Supervision. All vehicle operators must comply with the rules of motor vehicle operation imposed by this Instruction, AFI 31-204, and the laws of the state of Tennessee. All personnel must maintain privately owned, registered vehicles in a safe operating condition.
A. Vehicle operators are to ensure that passenger capacity is not exceeded when operating the vehicle.
B. Passengers must occupy seats intended for that purpose.
C. Passengers are not to attempt to enter or leave moving vehicles.
D. Operators are financially responsible for traffic fines resulting from vehicle law violations.
E. Operators are to make every effort to keep disabled vehicles from blocking traffic.
F. Operators of trucks or buses that become disabled must display flags, flares or reflectors according to Tennessee Motor Vehicle Laws.
G. All personnel and their passengers operating privately own vehicles (POVs) on AEDC property will use seat belts.
H. All personnel, to include military, Department of the Air Force (DAF), NAF civilian personnel, military dependents, contractor and foreign military students, must possess a valid state operator license to operate POVs. Additionally, all operators are required to show proof of financial responsibility upon request of an Arnold Police Officer.
5. TRAFFIC LAWS: The contractor and its employees shall comply with base traffic regulations and installation entry/exit security measures. All vehicles are subject to random vehicle inspections upon entry/exit and while on the Arnold AFB reservation. Entry/exit point inspections ensure the security, military fitness, or good order and discipline of the command, and may include an examination to locate and confiscate unlawful weapons and other contraband. These inspections may be random or mandatory for all.
6. VEHICLE ACCIDENTS: Operators of POVs involved in an accident within the AEDC fenced mission area or those roads restricted to the public, and so posted, take the following steps:
A. After caring for injured persons, immediately report the accident to the Police Control Center.
B. Do not move the vehicle until permitted by the investigating officer, unless in the operator's opinion, it must be moved to avoid further accidents. (The extent of movement is limited to the absolute minimum.)
C. Under the provisions of T.C.A., Section 55-12-104, persons must file or have filed a personal accident report with the Tennessee Department of Safety if:
1. Involved in an automobile accident as an owner or driver involving death or injury.
2. Damage to property was in excess of four hundred dollars ($400.00) to any person involved.
3. To satisfy this requirement of T.C.A., Section 55-12-104:
4. Complete the State Form 0395.
5. The report must be submitted to the Tennessee Department of Safety within 20 days from the accident.
6. This report is required regardless of who was at fault and in addition to any report filed by an investigating officer.
7. Failure to file a personal accident report with the Tennessee Department of Safety may result in the suspension of driver license and registrations or nonresident operating privileges of any person involved in the accident.
8. When an accident occurs in a state other than Tennessee, information on required reports for that state must be obtained from the investigating officer.
9. Arnold Police investigates vehicle accidents occurring on AEDC or notifies other law enforcement agencies as appropriate.
7. BLOOD ALCOHOL/DRUG TEST: Person's granted the privilege of operating a motor vehicle on a military installation in accordance with AFI 31-204, are deemed to have consented to a chemical test of their blood, breath, or urine, which determines their blood alcohol/drug content if they are cited or lawfully apprehended for any offense allegedly committed while they were under the influence of an intoxicating liquor/drug.
A. The test is incidental to a lawful apprehension and administered at the direction of the installation law enforcement official(s) having probable cause to believe a person was driving or was in the actual physical control of a motor vehicle on the installation while under the influence of an intoxicating liquor/drug.
B. Persons who have died are unconscious, or otherwise in a condition rendering them incapable of refusing are deemed not to have withdrawn their consent.
C. The tests may be administered whether or not people are told that their failure to submit to or complete the test will result in the suspension of their privilege to operate a motor vehicle.
D. Any person granted the privilege of operating a motor vehicle on an installation in accordance with AFI 31-204 shall be deemed to have given his consent for the removal and temporary impoundment of the POV when it is parked illegally for unreasonable periods (24 hours), interfering with operations, creating a safety hazard, disabled by accident, left unattended in a restricted or CA, or abandoned.
E. Cost of towing and storage, should a vehicle be moved or impounded, is the responsibility of the owner.
8. PARKING: Construction Zones: The construction project manager will coordinate with affected building managers and Chief of Police on all construction zone parking.
A. Coordination will include a parking plan for construction zones to include the need for any handicapped parking requirements.
B. The construction project manager is responsible for physically marking construction zones and ensures only construction vehicles are parked within the established construction zone.
C. POVs are not authorized to park within designated construction zones unless the POV is authorized by the construction company in writing to be designated as a construction vehicle.
D. Parking is prohibited in any manner which:
1. Obstructs a fire lane or within 15-feet of any fire hydrant.
2. Creates a safety hazard for personnel, government facilities or equipment.
3. Obstructs traffic.
4. On seeded areas and non-paved surfaces unless specifically authorized by the AEDC/TSDCC.
5. Within 10-feet of any building, structure, or equipment that does not have delineated lines designating authorized parking.
6. On all streets and roadways on AEDC except in areas specifically designated for parking.
7. In other marked prohibited areas.
9. DELIVERY: Instructions on delivery of items to gate 2 or strike gate if applicable. Escort requirement, prior notification to Arnold Police and hazard materials delivery and materials to be taken off AEDC.
10. PRIVATE CAMERAS:
A. AEDC Camera, Photography, Web Camera and Electronic Equipment Guidelines:
1. Photography equipment is defined as any device capable of capturing or recording an image or likeness, which includes but is not limited to phone-cams, cell phones, Personal Data Assistants (PDAs), web-cams and all other like equipment that may be used to take surreptitious photos (including video, digital and real-time images), and which are prohibited in some areas of AEDC including AEDC White Oak Facility and NFAC. This policy does not apply to use of video surveillance systems approved under other DoD Directives.
2. The use/possession of hand held computers (Palm Pilots) or personal digital assistants (PDAs) with cameras and/or voice record capability, electronic notebooks, and network camera surveillance equipment (NetCams, Webcams), etc., are prohibited without written authorization within restricted and controlled areas, or areas within AF facilities where classified information is processed.
3. Use of private cameras inside the mission area is not allowed in areas marked as “No Photography.” If you need photographs of your job site, you should contact your contract monitor.
Professional quality photo support can be provided by the base photo lab. Use of cameras in administrative areas is generally permitted as long as sensitive information and badges are not captured in images.
11. CELLULAR PHONE: Vehicle operators on an AF installation and operators of government owned, leased, or rented vehicles, on or off an AF installation, shall not use cell phones while the vehicle is in operation, except when using a hands-free device or hands-free operating mode. When possible, vehicle operators should pull over and place the vehicle in park before using any cell phone. Land Mobile Radios (LMR) are primarily listening devices and are not restricted. Cell phones and other devices, used only in push-to-talk (walkie-talkie, direct connection) mode are considered LMR if required and issued for the performance of official duties.
A. Wearing portable headphones, earphones, or other listening devices while operating a motor vehicle, running, jogging, walking, bicycling, or skating (e.g. roller skates, roller blades, skateboards, etc.)
on AF installation roadways is prohibited, with the exception of a hands-free telephone headset or single-bud earpiece. This does not include the use of hearing aids, nor does it negate the requirement for wearing hearing protective equipment where conditions dictate their use. EXCEPTION: Motorcycle helmet intercom system between operator and passenger is permitted.
B. This does not negate the requirement for wearing hearing protection when conditions or good judgment dictate use of such protection such as the wear of hearing protection as required in high noise areas C. Vehicle operators will not use cell phones within the fenced perimeters of the mission area or the Arnold Village area unless the vehicle is safely parked or unless they are using a hands-free device.
D. Vehicle operators will not engage in text messaging when driving a GOV, rented vehicle, GSA and POV while on official Government business, or (b) when using electronic equipment supplied by the Government while driving.
E. Violating this policy is considered a “primary offense.” This means violators will be stopped solely for this offense.
F. Cellular Telephones (private and government owned) are authorized for use on Arnold AFB except at facilities and/or areas where Facility Managers, Security or Safety have posted a policy prohibiting their use. A hands-free device must be utilized if a cell phone is used when driving.
12. VISITORS: To expedite entry into the mission area, during normal duty hours, call the Visitor Center at (931) 454-5453. During non-duty hours, call the Base Defense Operations Center (BDOC) at (931) 454-5662. Only the company representative can authorize visitors (U.S. citizens) in conjunction with the specific contract.
13. POSTING DISTRIBUTING AND SOLICITING: Posting or distributing newspapers, magazines, handbills, posters, notices, written or printed and verbal soliciting having no contractor or government business purpose without proper authorization is prohibited. Authorization may be obtained as follows:
A. Contractor Employees/Tenant Units B. Mail or hand-carry material to your personnel office and fully identify the person or organization proposing circulation.
C. Approval must be obtained before posting, distributing or soliciting.
14. LABOR PROTESTS: If the contractor becomes a target of a labor protest while working on the installation, the contractor will be assigned a gate to enter and exit the mission area, other than the main gate. All contractor employees will be directed to utilize the designated strike gate.
15. ROOFTOP ACCESS: The contractor and contract monitor are reminded that permission from the building manager is required prior to roof access of any building.
16. FIREARMS: Firearms, ammunition, explosives, and any other gunpowder based projectile are prohibited within the fenced mission area. Equipment requiring cartridges or other explosive based materials will be identified to the contracting officer and/or Security Forces prior to contract start.
Concealed carry permits are not valid on any part of Arnold AFB. The following rules are in addition to the AEDC Operating Instruction, paragraph 1-1, and govern the possession and introduction of POFs, ammunition, weapons and explosives on AEDC.
A. All federal, state and military laws or regulations governing the purchase, ownership, possession, sale and use of firearms, ammunition, weapons and explosives will be enforced on AEDC property.
B. Privately owned handguns are prohibited inside the AEDC fenced mission area and all designated AEDC hunting zones.
C. Possession of weapons, ammunitions or explosives on AEDC property, except as authorized by this policy, is prohibited.
D. Possession includes not only having items on one's person, but also having items under one's control (in vehicles, offices, etc.)
E. Firearms and ammunition lawfully owned may be brought onto AEDC fenced mission area by assigned government and contractor personnel as indicated below.
F. Military personnel, civilian employees, and contractor personnel only on the day when authorized to hunt legal game on AEDC property.
G. Bows and arrows brought onto AEDC fenced mission area are governed by the same rules and regulations. Requirements listed in paragraph. A3.2.5. are not applicable for bows and arrows.
H. Knives.
I. Pocket knives with a folding blade not more than 3 ½-inches may be carried.
J. Weapons Prohibited on AEDC Property.
K. Brass knuckles or any other hand-fitting devices designed or intended to be used to strike a blow.
L. Throwing stars.
M. Nun-chucks.
N. Blackjacks.
O. Saps, clubs, or any device designed or intended to be used to strike a blow.
P. Razors, ice picks or any like items concealed on one's person.
Q. Switchblade or spring-opening knives regardless of blade length.
R. Explosives Prohibited on AEDC Property.
S. Dynamite.
T. C4.
U. Explosive powder.
V. Initiating explosives.
W. Squibs.
17. SECURITY OF PRIVATE PROPERTY & VEHICLES INSPECTIONS:
Contractors are responsible for securing private property. Be prepared for vehicle inspections any time you are on Arnold AFB property.
18. SPONSORING VISITORS: Contractors that sponsor another contractor's visit shall receive an endorsement from the prime contractor or Department of Defense (DoD) Representative and comply with specified requirements.
19. REPORTING REQUIREMENTS: Contractor personnel shall report to an appropriate authority, any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information. Reports may be made to the Security Police at 454- 5662, the Mission Support Division/Security Forces (AEDC/TSD-SF), at 454-3424/7610 or the Air Force Office of Special Investigations at 931-454-7820.
20. FPCON REQUIREMENTS FOR SUBCONTRACTORS: Subcontractor Monitor Responsibilities and Instructions during FPCON BRAVO or higher.
A. Other than Arnold Police employees and augmentee(s), AEDC personnel who are asked to perform subcontractor monitoring duties during heightened security and threat conditions are not expected to serve as extended Arnold Police representatives regarding “force” and “detainment,” but should be an extension of Arnold Police personnel's “eyes and ears” only.
B. No enforcement is expected; only monitoring, observing, and reporting.
C. Personnel being escorted will be processed through the Visitor Center or the Main Gate entry controller during non-duty hours for an identification badge.
D. Monitors should ensure that all outside contractors are reminded to wear their AEDC badge while inside the fenced mission area.
E. The duties listed below are the responsibility of the subcontractor monitor.
F. Monitors are asked to look at all subcontractor containers.
G. Have subcontractor personnel open their containers (purses, sacks, lunch boxes, briefcases, etc.)
and display the content in a manner that allows the monitor to be satisfied that no unauthorized devices are being introduced to the area.
H. Monitors should question anything suspicious and, if not satisfied with the response, call the Police Control Center to report immediately.
I. Cell phones:
1. Monitors must ask subcontractor personnel to turn their cell phones on/off so that monitors can observe that the equipment appears to be functioning as a communication device (its intended function).
2. If the device will not power on, or if personnel are uncooperative in this regard, the monitor should report the incident to the Police Control Center immediately.
J. FPCONs:
1. During FPCON Bravo or higher, monitors may be required to monitor subcontractors 100 percent of the time that they are working at the site/facilities.
2. During FPCON Bravo or higher, monitors are required to have knowledge of where the subcontractor is, and will conduct random checks to ensure compliance with safety and security requirements.
3. Subcontractors with white non-photo badges DO NOT require escort from or to the main gate.
4. Monitors will ensure subcontractors are briefed and knowledgeable of and comply with FPCON requirements.
21. ESCORT REQUIREMENTS FOR FOREIGN NATIONALS PERFORMING ON CONSTRUCTION
PROJECTS
A. The following rules apply to contractor responsibilities associated with escorting and monitoring contractor employees who are foreign nationals:
1. All foreign national employees must have permission of the government prior to working on any contract.
2. The contractor must submit official immigration documentation on each foreign national employee to the AEDC FDPO a minimum of 30 calendar days prior to beginning work.
3. The contractor must coordinate with the AEDC FDPO for appointment of an escort(s) who is a US citizen to escort non-US Citizens a minimum of 5 business days prior to beginning work.
4. The contractor escort(s) must be formally briefed by the AEDC FDPO prior to performing escort duties.
5. The AECD FDPO will ensure an OPSEC Survey of required work areas is completed and issue a visit authorization to the Visitor Center which certifies the purpose and duration of visit, authorized contractor escort(s) and approved work area(s).
