The purpose of this amendment is to incorporate Questions and Answers Set #1, dated 18 March 2011 and five (5) site-photographs.

All contractors are to acknowledge receipt of this document by completing blocks 8, 15A and 15B on this amendment and returning with proposal by its due date or by filling out blocks 19, 20A and 20B on page 2 of the SF 1442 solicitation. Offer Due Date has not been extended.

Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

QUESTIONS AND ANSWERS SET #1

QUESTION (Reference Specification Section 01 10 00, Para. 1.1W): How many people to be relocated?

ANSWER: No more than 15.

QUESTION (Reference Specification Section 01 10 00, Para. 1.1W): Where are the personnel moving to?

ANSWER: Within a 5 mile radius.

QUESTION (Reference Specification Section 01 10 00, Para. 1.1W): What are the furnishings to be relocated?

ANSWER: Occupants will stay in the building and will have tables moved for computers to the rear of the building. All other furnishings will be left in place or be moved around within the building if required and will need to be protected during construction. No more than 20 tables and no more than 20 chairs.

QUESTION (Reference Drawing E-4, Note 6): Note calls for the new service conduit to be tied to the existing conduit. Site plan on drawing does not show the location of the existing conduit. Does the Government have drawings showing where the existing conduit enters the building to include the new transformer location they can provide to contractors?

ANSWER: Detail View "ELECTRICAL SITE PLAN NEAR BLDG. 718 "shown on E-4.

QUESTION (Reference Drawings M6, Note 5 and M11, Note 3): To what extent are contractors to install spray foam insulation with the clutter of existing piping and utilities attached to the wall?

ANSWER: Work around pipes on the walls.

QUESTION (Reference Drawing M11, Building 728, Foam Insulation and Thermal Barrier

Installation): What is the wall height in the area receiving Foam Insulation?

ANSWER: Walls are approximately 24 to 27 feet tall (Refer to Note 5 on Sheet M6 Sheet 12).

QUESTION (Drawing M11, Building 728, Foam Insulation and Thermal Barrier Installation):

What is the existing wall material?

ANSWER: Walls and roof are metal and metal framing.

QUESTION (Drawing M11, Building 728, Foam Insulation and Thermal Barrier Installation):

What is the existing ceiling/deck material?

ANSWER: Metal and Metal Framing

QUESTION: What are the Davis Bacon rates for Lead and Asbestos Abatement?

ANSWER: There is no wage classification for Lead Base Paint Abatement or Asbestos Abatement worker. The Department of Labor (DOL) will not issue wage conformance statements until after contract award and contractor request of conformance on Stand Form 1444. DOL response in another case/project at Arnold AFB, TN (Coffee County) lists Asbestos Abatement/Worker wage of

$27.00 and fringe benefits of $5.00--Lead Based Paint Abatement Worker wage of $10.63 and fringe benefits of $1.13. These rates should be used in preparing bid. If it is later determined by DOL that a higher rate should be used guidance will be provided by the Contracting Office. "Unlisted
