QUESTION ANSWER

What are the operating hours in the specific building

Normal operatoring hours are 7:00 am to 3:30 pm, with option of over time during test periods. All work shall be accomplished on weekends and in shifts as indicated in the specifications. As far as knowing what the AEDC employee operating hours are on the weekend will have to be coordinated with the

Government Representative during that particular work week.

What is your kWh rate? This is not relevant to the construction of this project.

What is fixture wattage on your existing light? The existing fixtures could be a combination of 400 watt and 500 watt mercury vapor or incandescent.

. What is the current system voltage? The operating voltage is indicated on the drawings in the panel schedule on sheet E4.

2.1.B.4: Please confirm if the use of Modbus RTU or Modbus TCP/IP is an acceptable protocol to accept and initiate remote commands, in lieu of Ethernet specified Modbus TCP/IP is acceptable

Can power be cut to LP5 without effecting fire control or other load centers? Yes! Neither is affected

How are materials permitted to be delivered to # 579?

Contractor will identify type and size of trailer / container and ATA will issue a lay down area for material, contractor will have material delivered to lay down area.

What are the restrictions on work hours and access to and from base and # 579?

Who do we contact to secure the approved design for the work platform that was installed above the bridge crane the last time a contractor worked on #579 lights?

Contractor will contact his own scaffold company for install of platform. ATA has no responsibility of design of platform. ATA safety will review completed install and give approval.

What is the dimension to within ¼” of the vertical space between the top of the lateral beams of the bridge crane that support the lift mechanism and the roof at the center and at the edges of the room?

The only dimensions that I can give the contractor is the one that is shown on sheet E3 in detail 4 and note 13. The contractor is required to maintain 44'-9" mounting height A.F.F. to the bottom of the fixtures. This would maintain approximately 4.5" clearance from the top of the bridge crane. This is the only dimension that I would be concerned about. Also, all that is asked of the contractor is to replace each lighting fixture one for one.

What are the communication conductors that we would be responsible to attach to the new LP5 and what is the hardware that is referred to in Part 1 General 1.1 DISCRIPTION OF

WORK. #3?

There are communications conductors that are within the lighting controller panel, but the only conductors that are outside of the lighting controller panel are from the switch to the lighting controller.

Please clarify that it is your desire that what ever the lighting control system the contents must fit in the existing LP5 enclosure? This question originated from Part 2 Products 2.1 C.

We understood at the walk through that the existing LP5 would be replaced. We further believe from our Material received from Sq. D that the G3 system is delivered to us in a new LP5 cabinet. We also understood that the network connection from the G3 or equivalent would not be tied by us to any existing network.

It is my intent to use the existing enclosure. The existing panel enclosure is large enough to except a panel insert from any brand of manufacturer. The drawings clearly indicate that the existing enclosure shall remain and that the existing panel insert shall be replaced as indicated in note 8 sheet E1. There are no network connections to be made by the contractor. The lighting controller shall only have the capability to connect to network at a later date by the user.

If that is correct; what testing protocol would you be looking for that could assure all concerned that the networking capability was functional? No network connections required by contractor.

Who will be responsible for tying the actual feeds from exterior the building that transmit the data to and from the network, and will this entity be installing these lines after acceptance of the panel and completion of the work.

There are no network connections required of the contractor. The lighting controller only needs to have this option available for the base to make this connection at a later date.

Why in this test facility at the time of the walk through, were there more than ten lights with bulbs unlit, and there were no breakers off in LP5?

Lamps continue to fail in this facility because of the type work that is performed in this facility. This is one of many reasons we have a lighting project and why we chose the induction light fixture.

Will the records for maintenance and alteration work to high bay lights and LP5 in building #

579 be made available for review? No

Would you please furnish a complete list of all hazardous, toxic, combustible, or radio active material that FBS personnel could come in contact with while working in building # 579? Nothing in building all outside and locked down.

Would you please furnish a copy of The AEDC Safety Standard to FBS? The successful contractor will be provided with applicable safety standards Would you please publish in the drawings portion of the solicitation for building 579 the structural schematic of reflected ceiling plan showing all bar joist that the new light are to be stabilized from.

All of the existing light fixtures that will be replaced one for one are presently supported from the existing building roof structure which is the existing open Web joist (Purlin) as indicated on sheet E3 detail 4.

Would you please explain if a company submitting a “bid proposal” should include their required payment schedule? Or is 52.232-5 Payments under Fixed-Price Construction

Contracts to be followed? Payments will be made in accordance with 52.232-5

On sheet E2 lights designated [# 18 (4) lights] are drawn to be feed from LP5 in conduit containing Lights (7, 13, 15, 17) but are not designated as such, Please verify? This is an error circuit 18 should have been included with circuits(7,13,15,17).

On sheet E2 the conduit feeding 2, 4, 6, 8, lights also show light #10 (2 high bay lights)conduit feeding 12,14,16,20 lights also shows feeding 2 #10 lights please verify? This is an error circuit 10 should have been included with circuits(12,14,16,20).

Circuits number 37 and 39 are to be relocated to LP-6, what do they control?

Circuits 37 & 39 are two of five circuits that need to be transferred to panel LP6 as indicated in note 14 on sheet E3 that are feeding existing loads in the facility.

Can the asbestos containing wiring be disposed of on site at the AEDC landfill?

Asbestos wiring can be disposed of at the asbestos landfill provided the material is properly bagged and labeled and the landfill disposal form is filled out. (GC-1622) The lead specification only addresses mechanical and abrasive means of removal. Since the areas of lead abatement are so small we were going to utilize a chemical paint stripper. This alleviates us from having to construct a negative pressure enclosure. Is removal via chemical stripper acceptable?

Chemical stripping is allowed. An area approximately 4 inches on both sides on an area must be removed before cutting or burning is permitted. Please submit the MSDS of the chemical stripper you are planning to use to the

Safety and Health Group prior to use.

Which breakers will be programmable in the new lighting panel board? Circuits 1-24

Since work is required to be performed during off hours and a scaffold must be used, does the scaffold need to be broken down each evening? No

Will a dumpster be allowed? Yes Is there an asbestos/lead survey? Yes - see attachment

In the solicitation it is stated that the lights to be used for replacement should be induction fluorescent light fixtures. Would there be any consideration in using led lighting. There is a significant savings in the energy usage with led lighting. Have look into but not at this point due to cost.

Would you please provide us with a copy of the contract you use for this type of work so that our legal department can review it?

The SF 1442 Invitation for Bid will become the contract as written upon signature of a contracting officer, when the successful bidder has been determined.
