The Government reserves the right to cancel this solicitation either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse offerors for any costs incurred. The offeror understands and agrees that it submits its quote at its own risk and expense and releases 772 ESS/PKF from any claim for damages or other liability arising from the solicitation process.

The provision at FAR 52.212-1, Instructions to Offerors—Commercial Products and

Commercial Services, applies to this acquisition. The addendum to this provision is as follows:

GENERAL INFORMATION: To ensure timely and equitable evaluation of quotes, all offerors must strictly comply with the instructions contained herein. All quotes submitted must be complete, sufficient, and respond directly to the requirements of this RFQ. Failure to comply with these instructions may render a quote ineligible for award.

PERIOD FOR ACCEPTANCE OF QUOTES: The offeror agrees to hold proposed prices firm for 60 calendar days from the date specified for receipt of quotes.

OFFER PREPARATION INSTRUCTIONS: Offerors shall complete and submit two separate volumes: Volume 1 – Price and Volume 2 – Technical Approach. There is no page limit for

Volume 1. Volume 2 shall not exceed 10 pages. Pages shall be 8.5 x 11 inches, and text shall be no smaller than 12-point Times New Roman font.

Volume 1 – Price. The offeror shall complete and submit Attachment 2 (ATCH 2 – Pricing

Schedule). The pricing schedule shall include current and accurate company information and proposed unit and extended prices for CLINs 0001, 1001, 2001, and 3001 for the base period and all option periods.

Volume 2 – Technical Approach. The offeror shall submit a detailed approach describing how it will meet the requirements of Attachment 1 (ATCH 1 – Product Description). Additionally, the offeror shall provide access to their commercially available, web-based purchasing system (trial account) to allow for DAF library personnel to evaluate its capability and library.

Offerors shall not merely restate the Product Description requirements as a technical approach.

The offeror shall demonstrate an adequate approach and understanding of how the requirement objectives will be met.

SUBMISSION OF QUOTES: All quotes shall be submitted by email no later than 21

September 2026 at 12:00 PM CST to christian.etner@us.af.mil and vaughn.swinton@us.af.mil.

Incomplete and/or late quotes will not be considered for evaluation. Offerors are solely responsible for ensuring the Government receives their submissions before the established response deadline.

SYSTEM FOR AWARD MANAGEMENT: Offerors must be registered in the System for

Award Management (SAM) at SAM.gov to be considered for award. The prospective awardee must be registered in SAM prior to award, during contract performance, and through final payment, in accordance with FAR 52.204-7, System for Award Management. In accordance with

FAR 52.204-13, System for Award Management Maintenance, the contractor is responsible for the accuracy and completeness of information within SAM and must review and update its SAM registration as required.

The provision at FAR 52.212-2, Evaluation—Commercial Products and Commercial Services, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforms to the solicitation requirements and is most advantageous to the Government, price and other factors considered.

BASIS FOR CONTRACT AWARD: This acquisition utilizes a Lowest Price Technically

Acceptable (LPTA) source selection process. Technical tradeoffs will not be made, and no additional credit will be given for exceeding the technical acceptability requirements. One Firm-

Fixed-Price contract will be awarded to the responsible offeror whose quote conforms to all solicitation requirements, is determined technically acceptable, and offers the lowest evaluated price.

The specified requirements include all stated terms, conditions, representations, certifications, and requirements contained in this solicitation and its attachments. The Government will make award to a responsible offeror in accordance with FAR 9.104-1.

EVALUATION FACTORS: The following factors shall be used to evaluate quotes:

a. Technical Approach

b. Price

TECHNICAL EVALUATION: The purpose of evaluating the offeror’s Technical Approach is to assess whether the offeror demonstrates an adequate approach for fulfilling the Government’s requirements. To be eligible for award, the proposed Technical Approach must be determined acceptable.

An offeror’s Technical Approach will be rated Acceptable if it demonstrates an adequate approach for meeting ALL requirements of Attachment 1 (ATCH 1 – Product Description).

An offeror’s Technical Approach will be rated Unacceptable if it does not demonstrate an adequate approach for meeting all requirements of Attachment 1. Failure to demonstrate an adequate approach for any material requirement will render the entire Technical Approach unacceptable.

Merely restating the requirements will not demonstrate technical acceptability. The burden is on the offeror to demonstrate an adequate approach and understanding of how the required objectives will be met.

PRICING EVALUATION: The offeror’s Price Volume will be evaluated based on Total

Evaluated Price (TEP). The TEP will be calculated as the sum of the proposed Firm-Fixed-Price extended amounts for CLINs 0001, 1001, 2001, and 3001, representing the base period and all option periods.

For purposes of evaluating the potential extension of services under FAR 52.217-8, Option to

Extend Services, the Government will multiply the highest proposed monthly unit price among

CLINs 0001 through 3001 by six (6). This potential six-month extension will be used for evaluation purposes only and will not be included in the initial awarded contract value.

Quotes will be reviewed for price reasonableness. The Government may use any applicable price-analysis technique in accordance with RFO 12.204 to determine whether proposed prices are fair and reasonable.
