About this file

This is a Questions and Answers document for the Joint Base San Antonio (JBSA) Strategic Real Estate Opportunities (SREO) Request for Information (RFI). It contains 10 questions and responses addressing topics related to six major innovation opportunities at JBSA.

Key details include: the Cyber Training Center's estimated cost of $81M which includes SCIF-level construction; aggregate FSRM FY25 estimate of $3.5M for 16th Air Force, 67th Cyberspace Wing, and 688th Cyberspace Wing facilities; confirmation that DAF will use Energy Resilience Contracts under 10 USC § 2912 for energy resiliency components; and clarification that cover pages and drawings don't count toward submission page limits. The document also confirms that DAF 1391s have not been prepared for proposed construction projects, and that the DAF is reviewing recent executive orders related to energy for potential impacts on SREO activities. The Q&A indicates the 16AF is open to both "fully controlled training space" and "training as a service" options for the Cyber Training Center requirement.

Questions and Answers

Question # Question Answer

#1 Can you provide the 1391 / MILCON analysis for the costs associated with the following:

(1) Multi-Domain Cyber and Intel Operations Center (16 AF HQ)

(2) 91st Cyber Operations Center

(3) 67th Cyberspace Wing Operations Center

(4) 688th Cyberspace Wing headquarters

(5) Cyber Training Center

No. DAF 1391s are not prepared for proposed projects unless funding requests for military construction of them are submitted to Congress. That has not occurred.

#2 Can you provide annual Facilities Sustainment, Restoration, and Modernization (FSRM) dollars associated with facilities at JBSA operated by or for the following

(1) 16th Air Force

(2) 67th Cyberspace Wing (and associated squadrons and groups)

(3) 688th Cyberspace Wing (and associated squadrons and groups)

The aggregate FSRM FY25 estimate for these facilities was $3.5M.

#3 For the Cyber Training Center requirement in Opportunity 1, can you state whether the DAF desires a fully controlled space for training or would be open to ‘training as a service’ options that are built, managed, and programmed via a third-party (government, industry, or academia)?

The 16AF is open to both options, “fully controlled training space” and “training as a service,” and if offered, would like details about how each option would be accomplished.

#4 Does the $81M estimated cost of the Cyber Training Center include all interior improvements to make it fully operational and meet ICD 705 standards?

Yes. The $81M estimated cost assumes the facility will be built to a SCIF-level to accommodate the mission.

#5 Can you clarify where the budget allocation exists for the 318th RANS and 346th TS within the 5 infrastructure areas outlined in the cyber campus?

The budget allocations for both the 318th Rapid Assault and Landing Strip (RANS) and the 346th Test Squadron (TS) are included in the budget for the 67th Combat Wing (CW) Operations Center.

#6 The Description of the RFI in section 1.0 & 1.2 states this a request for market research tools and available and adequate potential business sources to provide DAF with information for planning purposes and garner knowledge about interest, capabilities, and qualifications of various members of industry. While all costs associated with responding to the RFI are to be borne by the respondent, is there a budget or estimate of cost associated with implementing the RFI?

No. Each respondent develops its own budget or estimate of cost for a response to an RFI.

#7 Is there an opportunity of the approved respondent to further assist in the development of an

RFP?

No. The DAF is not able to obtain a specific company’s assistance to develop the RFP. This could place such company at an unfair advantage over other respondents that wish to submit a proposal.

#8 Will the DAF procure the energy resiliency component of the RFI using Energy Resilience Contracts under 10 USC § 2912 which allows for the energy equipment to be owned, managed and maintained by a private company?

Yes. The DAF intends to negotiate a property lease and power purchase agreement with third party for energy generated by systems it owns and operates on [or near] JBSA.

#9 I'd like to know if the cover page counts as a page toward the page limit for the submission? No, the cover page does not account as part of the page count. Drawings, plans, and pictures are also allowed outside of the page count.

#10 Has the recent presidential executive orders affected this project ? The DAF is reviewing the Unleashing American Energy and related Executive Orders for impacts on DAF activities, to include SREO
