Remarks from Mr. Robert Moriarty, SAF/IEI

Overview Context: The DAF cannot afford to adequately maintain its current infrastructure portfolio, which can cost upwards of 10% of the total DAF budget Closing installations is not a viable option as we seek to maintain future capacity Costs of maintaining installations continue to rise

CUI

Objective:

Apply an enterprise-level approach to identify and execute strategic real estate actions which both significantly reduces DAF installation operating costs and provides benefits for industry and/or community partners

Falcon AFB

Underutilized Airfield with high MX costs Partnership with local Non-Profit for STEM Campus Underutilized hanger space w/o a flying mission Recapitalize power generation facility to support energy resilience Potential location for private development to support current mission set

SREO at Otis ANGB Transferred Water/Wastewater Treatment Plant (WWTP) to private entity using Reserve Component Exchange Authority (10 USC 18240) Benefits:

Gets AF out of WWTP business and need to maintain plant infrastructure and provide operator manpower Ensures mission sustainment – buying utilities as a commodity The 102nd IW gets a $3.5M fitness center Plant can now provide vital support to local communities (excess capacity is basis for regional facility serving Cape Cod) While TBD, as more external users added, annual utility fee to 102nd will go down

ON BASE

Off main base roughly 10 miles or 25-minute drive North to spray fields.

CAO: 13 May 2024

WWTP:

The 102nd IW gets a $3.5M fitness center

Permit capacity 360K gallons per day (gpd) Current utilization 137K gpd ANG requirement 9-12K gpd 36 miles of pipe, 11 pump stations, ~700 manholes

Replace with I Board Slides

SREO at Otis ANGB Divestment of excess land (both leased and fee owned) Airfield (~1,800 acres) with USCG and other parcels excess The airfield is made up of Federal and state-owned land interests CAO: 13 May 2024

Cost savings:

$2.5M annual savings

Reduction in manpower costs for road mx (sustainment and snow removal) Roadway ownership reduced by 80% - less SRM resurfacing Benefits/outcome:

Reduce ANG O&M burden Maintain mission capability Provide opportunities for compatible state mission use

Replace with I Board Slides
