Qstn # PWS REFERENCE QUESTIONS ANSWERS 1 4.4 Training Are there any special training requirements that are needed to access the Claiborne Range, such as UXO avoidance? If so, will the training be provided by the Base?

Access to Claiborne Range is dependent on the training activities taking place, and will be approved by the Range Operations Manager. There are no special requirements beyond those. No Special training or UXO training required

2 4.11 Quality Program Plan

This section states that the QPP should include a SAP. However, Section 4.11.3 indicates that a SAP is not applicable. No sampling is required under this contract, correct?

No Sampling required. Inspection and repairs to soil cover of Landfill(s) only.

The SAP has been removed from the PWS.

3 4.15 Site Survey Is the contractor required to conduct a site survey to enable preliminary scoping at either Claiborne Range (Landfill 034) or LF No. 2? If so, is the site survey to be conducted prior to developing the Work Plans or can it be combined with the annual LUC inspection at Landfill 034 and during the scheduled maintenance event at LF No. 2? Would the Government consider removing this requirement?

Site Survey is required to determine issues/items as discussed in the stated paragraph.

The site survey cannot to be combined with the LUC inspection. Contractor to plan for three trips to the sites, one to perform the site survey, one to do the inspection/repairs in the first year, and one to do inspections the second year.

4 6.10.2 LTM and LTO Maintenance

How large is the Claiborne Range (acreage)? Can the Government provide a map showing the location of the range in relation to Barksdale AFB? What are the current LUCs that are in place that require monitoring?

Approximately 7,800 acres. Site LF034 is approximately 0.1 acres.

Clairborne range is located 8 miles south of former England AFB near Alexandria, LA. There is no map showing the range in relation to Barksdale.

Louisiana DEQ requirements are that contaminated subsurface soils and potential subsurface Munitions of Explosive Concern remain in place and not be disturbed and transported to another location. The LUCs are all administrative in nature.

5 6.10.2 LTM and LTO Maintenance

This section indicates that the site inspections at the Claiborne Range should be performed by two people. Why do the inspections require two people?

Due to location and being away from any standard facilities to assist in emergency, need two people in case one is hurt and other needs to call/provide assistance.

6 6.10.2 LTM and LTO Maintenance

Can the Government provide a copy of the current Land Use Control Implemtation Plan (LUCIP)?

A Land use Controls Implementation Plan is currently being developed by the Barksdale ISS and is therefore not available.

Yes, it will require 6 inches of topsoil material, standard compaction of material to prevent runoff/washout and positive grading to create drainage in accordance with surrounding area.

No testing of requiring lab analysis (soil is to be free of obvious contamination large rocks, limbs/timber, and large clumps of decomposed material)

9 6.10.2 LTM and LTO Maintenance

Is there an on Base borrow pit for the native soil required at Landfill No. 2? If so, would the contractor need to provide equpment and operator to excavate and load the soil?

See revised PWS specifications

14 6.10.2 LTM and LTO Maintenance

For the 20 feet of chain link fence to replaced, does that include replacing posts as well or just the fence? If so, how many posts are to be replaced?

No, replacing posts is not part of the requirement and is stated in revised

PWS.

15 6.10.2 LTM and LTO Maintenance

Is the contractor to assume that the 20% cover replacement, and replacement of 1 gate, 4 large signs, and 20 feet of fence is to replaced each of the 2 years of the POP or are we to assume this is the total quantity for these items for the entire 2 year
