Conduct Long Term Management at Cannon and Holloman Air Force Base (AFB) 21 June 2017
1. CDRL A004 indicates that Draft and Final versions of the Work Plan are required. Please clarify if additional versions, such as Initial Draft and Draft Final, are required.
No additional versions required.
2. Will the Work Plan be submitted to regulators for review? If so, please specify the review time for the regulators.
No. The regulators consider this work on LF 005 as routine maintenance, and not a project needing review.
3. Is the contractor to submit a separate report for Holloman and Cannon?
Separate reports for Cannon and Holloman are required.
4. Is there a borrow source at Cannon AFB that can be used for the backfill material? If so, please provide a map showing the location of the borrow source.
No.
5. If there is a borrow source on Cannon AFB that can be used for backfill, does the backfill material need to be tested? If so, please specify the number of samples and the analytical tests to be performed.
n/a
6. If backfill is to be obtained from an off-site source, does the backfill material need to be tested? If so, please specify the number of samples and the analytical tests to be performed.
Yes, if not provided by the supplier,. theContractor shall test a composite soil sample with portions of the sample taken from several spots in the borrow pit. Contractor shall also test this composite sample for RCRA Metals (EPA Method 6010/6020 and 7471), VOCs (EPA 8260), SVOCs (EPA 8270), PCBs (EPA 8082), and pesticides (EPA 8081). All results should be below New Mexico soil screening levels.
7. Please specify any compaction requirements for the areas to be backfilled.
7 inch lifts, compacted between each lift
8. Is compaction testing required for the areas to be backfilled?
No.
9. Is a layer of topsoil required on top of the backfill material? If so, what is the thickness of topsoil required?
Yes, 6 inches minimum
10. Will the contractor be required to add amendments to the soil such as fertilizer or lime? If so, please specify the requirements, such as pounds per acre.
The local hydroseeding companies have always included fertilizer in their hydroseeding mixture. This is sufficient.
11. Please specify the appropriate seed mixture.
It should be a mixture of native grasses. The last 2 projects on Cannon used Blue Gramma seed mixed approximately 50/50 with another grass (one project used sand dropseed and the other used Buffalo grass)
12. Does the seed need to be placed by hydroseeding?
Yes.
13. Please specify if the seed can be spread manually and left uncovered or if spread manually will the seed need to be covered with straw or some other covering material?
Covering is best at Cannon. Due to wind and unreliable rain seed germination has been spotty. Providing some coverage would help with this.
14. Will the contractor be required to wet the soil prior to seeding?
Yes, unless storms blow through in the day or two before they plan to seed.
15. Will the contractor be required to water each of the subsidence areas after seeding has taken place?
Yes.
16. Please provide a map showing the nearest fire hydrant that can be used as a water source.
See Page 8 of this Q&A for map.
17. Please specify if the contractor is required to perform regular maintenance on the seeded areas until vegetation is established. If so, what would be the frequency of maintenance/watering?
2x weekly watering until vegetation is established. (21 days after emergence, which is typically 25 days after sowing. Therefore the contractor should expect to water the grass for 7 weeks after sowing)
18. Can the Government provide photos of LF005 showing the area to be mowed in its current condition and the areas of subsidence to be repaired?
See pages 9-12 of this Q&A for photos.
19. Can the Government provide any photos or description of the JATO bottles present at Holloman Site OT004?
See photo attached of the 2 JATO bottles
20. Considering that the proposal is due the day following the July 4th holiday, would the Government consider moving the due date to July 7?
The amendment extends the proposal due date to 7 July 2017, 2:00 pm, Central Time.
21. Are there any access restrictions or escort requirements for Cannon AFB Site LF005?
Site has a locked gate. Base Restoration personnel will provide a key for the duration of the project. Contractors will need a base pass to get on Cannon.
22. Are there any access restrictions or escort requirements for Holloman AFB Site OT004?
No access restrictions, key will be made available when entry is necessary.
23. Cannon AFB – PWS Section 5.3 LTM, List, page 8: Fill Site Subsidence line items have designated sequential numbers. The sequence skips after No. 10 giving the appearance of additional subsidence spots more than just the ones listed. Could a map be provided that shows locations of each subsidence work area?
Yes. The 10 listed were just a “top ten” in priority. There are a total of 50 subsidences associated with LF005. The attached pdf has a map of the subsidences and the excel file has their size estimates.
24. Cannon AFB – PWS Section 5.3 LTM: Does the backfill have any specifications or environmental cleanliness certification requirements? Does backfilling have grading and compaction specifications?
See Response #6
25. Cannon AFB – PWS Section 5.3 LTM: Is there an on-base borrow pit that can be a source for the fill material?
No
26. Cannon AFB – PWS Section 5.3 LTM: Does backfill need to be certified clean?
It does need to meet the requirements laid out in the Response #6.
27. Cannon AFB – PWS Section 5.3 LTM: Will the subsidence areas be cleared of debris (if present) or vegetation (tumbleweeds/brush) prior to fill or mowing activities? If not, is contractor responsible for any surface debris cleanup and vegetation removal?
Grass/brushy vegetation can be buried.. Contractor will need to gather the surface debris for disposal. The surface debris can be concentrated and buried in the deeper subsidences.
Map of trees included below.
28. Cannon AFB – PWS Section 5.3 LTM: If any surface debris cleanup is needed at LF005, please provide an estimated quantity and type for costing purposes.
No work on the west side of LF005. The east side was cleaned up in late 2016 and again in Feb 2017. There is not a lot of debris left on the east side, The east side of LF005 does have some (6-10) partially buried steel cable snarls that need to be removed. The cables are of various sizes with the maximum diameter being 1 inch. They do not need to be completely excavated; cutting them at least 6 inches below the surface will suffice. The east side contains a small amount (est. 20) of concrete chunks as well as pipes, posts, and other miscellaneous debris. Photos and map of debris included below.
29. Cannon AFB – PWS Section 5.3 LTM: Are there any weight limitations for equipment to be used over the LF005 site?
No
30. Holloman AFB - PWS 5.2: Could a map be provided showing approximate locations of waddle installation?
Map does not delineate the erosion features with enough detail attached is a sample of the erosion areas.
31. Holloman AFB - PWS 5.2: Can the government provide additional details on the condition of the JATOs? The cost and procedures for the difference in handling, demil, shipping, etc. can be great between a fully expended and partially expended JATO.
See attached photos, one JATO bottle looks rusted but intact, unknown if fully expended; the second JATO bottle is almost completely rusted away
32. Is there an on-base borrow source for the soil?
No
33. Any compaction or lift thickness requirements?
7 inch lifts
34. Please clarify was is meant by starting with Priority A-B-C. Is it contingent on funding for the completion of each priority? If so, the bid sheet only has a lump sum for the entire site.
It means work on subsidences in order of priority until all available backfill is used up. The amounts of backfill needed are estimates, and we expect to run out of dirt before we run out of holes to pile it in.
35. Any soil specifications for the fill material?
Yes, see Response #6.
36. Any watering requirements for seed or establishment requirements for grass?
See Response #17
37. Are there any requirements for testing clean soil/backfill for placement on CAFB? If so, would you be able to provide the analytical parameters and frequency of testing?
See Response #6. The soils must not exceed any NMED SSLs.
38. Any restrictions on hours per day worked, or days per week?
No
39. Any establishment criteria for the grass?
The grass will be considered established 3 weeks after emergence (See question 17)
40. Is a staging area for backfill soil available near the LF-005 site?
Yes
41. HAFB OT-004 Any sampling required under the JATO bottles after removal?
No sampling will be required at this time. If soil is stained or look contaminated, the area will be flagged for future survey.
42. Section 5.2 of the PWS requires contractors to “Remove and dispose of two (2) JATO bottles on OT004 using at least one EOD certified employee”. Questions regarding this task are provided below.
a. Due to the JATO bottles status as MPPEH, will contractors be required to submit an ESS or can the work be executed under an existing ESS? If an ESS is required, should the contractors assume the required reviewers are the Air Force Safety Center and the DDSEB? If an existing ESS is available, can the Air Force please provide it to the contractors?
b. If the JATO bottles are determined to contain explosives, will Holloman AFB EOD be available to perform explosive disposal operations or should contractors provide costs for explosive disposal?
An Explosive Safety Submission (ESS) is not required unless Munitions and Explosives of Concern (MEC) is discovered.
NO EOD support, if the EOD certified employee confirms the presence of energetic material, the JATO bottles will have to be properly disposed of.
43. Section 5.2 of the PWS requires contractors to “Place 100 liner feet of erosion control wattles in gullies”. Is UXO anomaly avoidance required during staking of the wattles?
Care should always be taken when digging in old landfills, but there is no records of UXO being buried on –site. The JATO bottles are on the surface not buried debris.
44. Section 5.3 of the PWS requires the contractors to “Estimate 8,217 cubic yards of clean soil/fill to backfill and seed with native grass seed mix at subsidence areas starting with Priority A-B-C”. Questions regarding this task are provided below.
a. Please indicate if analytical testing is required for the fill material to certify it as clean. If so, please specify the analytical requirements and minimum frequency of sampling (i.e. the minimum CY per sample).
b. Please indicate if the fill material must be compacted, to include adding water as needed.
c. Please indicate if compaction testing is required.
a) See Response #6
b) Compacted yes, see responses 7 and 15. A sheeps-foot roller has been used for compaction for past work at LF005, and has proved to provide sufficient compaction.
c) compaction testing is not required
45. Section 4.8 and 4.9 of the PWS lists the required project deliverables. Will the project deliverables be submitted to NMED for review, comment, and approval?
As this work is considered a routine maintenance action under the current permit, project deliverables will not be submitted for review, comment, or approval to NMED. The final document or portions thereof may be submitted to NMED at the RPM’s discretion as part of the annual basewide LTM report. The contractor shall not submit any documents directly to NMED for review.
