Base-Wide Well and System Decommissioning, Tinker and Altus AFB

QUESTIONS
ANSWERS
1. Do any of the areas have restricted work hours? Special access or limitations? i.e. low clearance, flight line area access, inside buildings?
Tinker AFB:

-There are wells that require an airfield waiver. This can be coordinated with the Tinker POC assigned to this project but will require approval from Base Civil Engineering and Base Operations personnel. This procedure can take as long as 30-90 days. The contractor shall provide appropriate personnel to escort in the airfield, which will require taking an airfield driving test administered by Base Airfield Operations and can take several hours. Escort personnel shall also have all appropriate badging to allow access to the airfield and or restricted areas. The contractor shall coordinate testing with Base Operations personnel. POCs shall be provided at award.

-There are no wells inside buildings.

-Well 65C is located on private property and access shall be coordinated with the property owner. Access to well cluster 2-125 shall be coordinated with the Natural Resources POC. Well TOB-3C is located on county property and access shall be coordinated with the county (a key is required to unlock the gate for access). POCs and other details required for entry to these wells shall be provided at award.

-Note that all wells have been surveyed. Coordinates will be available if a well cannot be located in the field.

Altus AFB:

-Six (6) wells (WL054, WL056, WL059, WL362, WL364, and WL366) are located on the parking apron, a controlled access area. AAFB will coordinate access with Base Operations for these wells. This area will be closed between 15 August 2016 and 15 November 2016 for a construction project to replace the current asphalt surface with concrete. If the contractor is able to abandon these wells in coordination with the construction project, access will be available during the week days. If the contractor is unable to abandon these wells during the apron closure period, access will be limited to the weekend

-No wells are located inside buildings.

2. Will all utilities be cleared and marked by the base personnel or does a private utility locating service need to be contacted?
Tinker AFB:

-The contractor shall coordinate utility clearance with Base Civil Engineering through standard procedures already in place.

Altus AFB:

-The RPM will coordinate with Base personnel to clear and mark utilities (electrical, gas, water, sewer) using standard procedures already in place. The contractor is responsible for notifying Call OKIE for communication utilities.

3. Are all the wells easily accessible? i.e. Would we need to go through fenced areas? If so is there a gate (what size)? Are any wells inside buildings?
Tinker AFB:

-Well 2-103C is located on Landfill 6, which is fenced. A key to unlock the gate will be provided when needed. Note that this key also unlocks padlocks on stick up wells. Access to well 2-221D may have to be coordinated with the medical facility folks located near the well (if any parking spaces are to be blocked, contractor shall coordinate with Base CE regarding temporary loss of parking spaces). This process usually takes 30 days. POCs and other details required for entry to these wells will be provided at award.

Altus AFB:

-There are no wells located inside of buildings or fenced areas.

4. Is perforation of the stainless steel casing allowed/necessary?
Tinker AFB:

-Not applicable, as stainless steel wells (or portions thereof) shall be abandoned in place by grouting.

Altus AFB:

-Not applicable.
