About this file

This document is a Request for Information (RFI) from the Air Force Installation Contracting Agency seeking input from construction contractors regarding potential business impacts of increasing the ceiling and extending the ordering period for the Regional Engineering & Construction (RE&C) Indefinite Delivery/Indefinite Quantity (ID/IQ) contract.

The RFI indicates that the RE&C contract ceiling would increase from $2.5 billion to $2.725 billion, and the ordering period would be extended by 16 months to accommodate delays in awarding the follow-on Comprehensive Construction & Engineering (C2E) contract. The RFI includes several questions for contractors to address, such as their business size, socioeconomic certifications, and how the proposed changes would impact their business plans. Responses are due by September 20, 2024 and should be limited to four pages. This RFI is for market research purposes only and is not a Request for Proposal.

RFI for Air Force Construction Industry (NAICS 236220)

Attn: Air Force Construction Contractors:

This is a Request for Information (RFI) to inform Air Force Construction Contractors that 772 ESS/PKA is seeking information regarding potential business impacts for incorporating an additional 16-month ordering period for the Regional Engineering & Construction Contract (RE&C) Indefinite Delivery/Indefinite Quantity (ID/IQ) contract and to increase the contract ceiling from $2.5B to $2.725B (a $225 million increase). The 16-month additional ordering period for the RE&C is necessary because the award of the follow-on contract vehicle, Comprehensive Construction & Engineering (C2E), for both RE&C and Worldwide Engineering (WE&C), is delayed by at least 12 months. The additional 4 months would allow for any administrative activity. It should be noted that once the C2E contract is awarded, any in-process Requests for Proposal (RFPs) for either RE&C or WE&C will be invalid and will transfer to the C2E contract for proposal submission. Note, the RE&C contract was originally awarded as a 100 percent Small Business Set Aside. This RE&C ceiling increase is based upon validated requirements given Facilities, Sustainment, Restoration, and Modernization (FSRM) Continental United States (CONUS) Air Force construction requirements from FY25 to first quarter of FY26 that are RE&C suitable to procure.
