NOTICE TO PROSPECTIVE OFFERORS
for the
DEEP-SPACE ADVANCED RADAR CAPABILITY (DARC)
PROCUREMENT
Industry Day #1
16 March 2020
The United States Space Force (USSF), Space and Missile Systems Center (SMC), Space
Domain Awareness Division, Special Programs Ground Based (SMC/SPG) is initiating a new program for a deep-space ground-based radar system under USSF responsibility.
The Deep Space Advanced Radar Capability (DARC) program management team will host an
Industry Day Conference and One-on-One meetings on 16 - 17 March 2020. This initial
Industry Day Conference will provide interested parties an overview of the DARC Government
Reference Architecture (GRA), program history, initial requirements, potential acquisition strategies, tentative program schedule, and small business and Public Private Partnership (PPP) objectives. On 16 March 2020, from 8:30 a.m. - 12:00 p.m., the Industry Day Conference briefing will be held at the Peterson Base Auditorium (Building 1440), Peterson Air Force Base
(AFB), Colorado. The initial briefing will be held at the unclassified security level.
16 March 2020, 1:00 p.m. - 4:00 p.m. and 17 March 2020, 2020, 9:00 a.m. - 4:00 will be reserved for One-on-One sessions with potential industry Prime Contractors. The One-on-One sessions will be held at building 504 conference rooms, 290 Duluth Avenue, Peterson AFB, 80914. One-on-Ones will be limited to 1 hour and can be conducted up to Top Secret/Special
Compartmented Information (TS/SCI) level. Instructions to request a One-on-One meeting are included in Attachment 3 and will be scheduled on a first come, first served basis. A PAFB Visit
Request (VAR) must be submitted by 5 March 2020 for anyone attending the One-on-One sessions.
This notice also includes a Request for Information (RFI). Requested information is located in
Attachment #5 and must be returned no later than 9 March 2020. Responding to the RFI will give industry the opportunity answer DARC Program inquiries and provide feedback on preliminary information for this new program of record. Discussions pertaining to RFI responses will be conducted during reserved One-on-One sessions at industry’s request
Questions asked, answers, and a list of attendees (name, company, and contact information) will be posted on FBO following the conference. No electronics or recording devices of any type are permitted during the One-on-One sessions.

REGISTRATION & BASE ACCESS
There is an occupancy restriction of 400 personnel for the Peterson Base Auditorium; therefore, there is currently no attendance limitation per company and/or company division. However, if pre-registration exceeds the 400 personnel seating capacity, an attendance restriction by company/division will be imposed. U.S. Citizens only. It is highly encouraged that interested parties have subject matter and technical expertise in attendance at the Industry Day presentation and One-on-One discussions.
All personnel interested in attending the Industry Day Conference must pre-register by sending the required information identified in Attachment 2 to SMC.DirSP-G.DARC@us.af.mil by 5
March 2020, 12:00 p.m. Mountain Standard Time (MST). Requests to substitute personnel for individuals who registered prior to the 5 March 2020 deadline will be considered through 11
March 2020, 12:00 p.m. MST; however, access can only be assured if the individual already has access to Peterson AFB, updated registration information must also be provided. The registration form is included in Attachment 2.
Registered attendees should use the West Gate to access Peterson AFB (See Attachment 4). If attendees do not have access to Peterson AFB, those attendees will be required to report to the
Visitor Center building, located just outside the Peterson AFB West Gate, and inform the security personnel you are on the attendee list for the “DARC Industry Day Conference.” Be prepared to show your driver’s license and vehicle registration with proof of insurance or rental car agreement. Please ensure you allocate plenty of time to accomplish this coordination.
