INTRODUCTION

MISSION OBJECTIVES and OVERVIEW This document provides the mission requirements for the Small Rocket Program – Orbital (SRP-O) Contract launch of the Tactically Responsive Launch (TacRL)-3 space vehicles (SVs). TacRL-3 is a space mission being sponsored by the US Air Force (USAF) Space and Missile Systems Center (SMC) Special Programs Directorate (SP). The USAF SMC Launch Enterprise Core Directorate (SMC/ECL), Small Launch and Targets Division (SMC/ECLX) (also known as the Rocket Systems Launch Program (RSLP) office), will provide the Launch Vehicle (LV) and launch services for the TacRL-3 mission through the SRP-O contract, executed by the SRP-O Launch Services Contractor (LSC). SMC/SP will be responsible for coordination of the Space Vehicle (SV) activities.

This will be an SRP-O Mission Assurance Category 1 mission as defined in the SRP-O Performance-based Work Statement (PWS).

The Initial Launch capability (ILC) for TacRL-3 will be No Earlier Than 30 April 2022 and ILC Threshold will be 30 June 2022.

The baseline launch location for this mission will be proposed by the LSC.

The Launch vehicle will place the TacRL-3 SVs into a 450 km altitude orbit, as defined in Section 3.1, with a sun synchronous inclination. The SVs will separate from the LV via 11.732-inch Motorized Lightband [TBD] separation systems.

The purpose of the TacRL-3 mission is to demonstrate aspects of the Tactically Responsive Launch paradigm.

SCOPE

The purpose of this document is to serve as the controlling source and authority for the TacRL-3 mission specific requirements. In addition to specifying mission requirements, this Mission Requirements Document (MRD) will:

a. Identify roles and responsibilities and interfaces among the various contractors and Government agencies supporting the mission.

b. Document data provided by the agencies furnishing the SV to be used by the Launch Services Contractor (LSC) in developing the LV configuration, integrating the SV, targeting the LV, processing the flight hardware, and conducting the mission.

c. Identify constraints and environments the LSC must meet.

d. Define mission specific TacRL-3 requirements.

The MRD will be maintained by SMC/ECLX. In many cases, the detailed requirements and data will be specified in other documentation, which will be referenced herein. This includes documents such as the SRP-O PWS, LV/SV Interface Control Document (LV/SV ICD), and range safety documentation.

In the case of conflict between any of the documents referenced herein, the final signed LV/SV ICD document shall take precedence. [MRD 001]
