SMC FBO Notice – Pre-Award

Attachment 2 Statement of Capabilities Guidelines To be considered by the Rocket Systems Launch Program (RSLP), interested parties that meet all of the requirements identified in Attachment 1, “RSLP MA Requirements, Description of Work,” are requested to submit a full and comprehensive Statement of Capabilities (SOC) that clearly addresses Peacekeeper (PK)/Minuteman (MM) based launch vehicles, and commercial liquid engines and solid motor based rocket systems. The SOC shall not simply rephrase Government requirements, but rather provide convincing rationale for how the Offeror will support the Mission Assurance requirements A-L detailed in Attachment 1, and the scope of work identified in the notional RSLP Mission Forecast provided in the FBO Sources Sought posting.

· Provide rationale addressing each of the technical requirements A-L in Attachment 1, including how the Offeror will support the scope of work reflected in the notional RSLP Mission Forecast.

· Provide an outline of previous efforts, specific work previously performed, and any in-house effort relevant to each of the specific technical requirements A-L identified in Attachment 1.

· Provide names, professional qualifications, and specific experience of key management, scientific, and engineering personnel who may be assigned to work these Mission Assurance requirements.

Indicate whether personnel are able to obtain a minimum of a Secret clearance, have completed a national agency check (NAC), or have submitted for a NAC in order to use Government information systems. Indicate whether 15 – 20 MA personnel could obtain a Top Secret clearance and can access sensitive compartmented information (SCI). Facility clearance is at the Top Secret level.

Format: The SOC is limited to 25 pages, size 11 font with 1” margins. Submit only unclassified and non-proprietary information if possible. If proprietary information is deemed essential, it should be clearly marked with associated restrictions on Government use identified. The SOC must be submitted within 30 calendar days from the date of the FBO posting.

Note: Both Government and Contractor personnel will be utilized for SOC evaluation. If proprietary information is deemed essential, the respondent must provide permission for Aerospace Corp to review the proprietary content, and Non-Disclosure Agreements will be executed with the following companies: LinQuest Corp. and Integrity Applications Inc. (IAI).
