SMC FBO Notice – Pre-Award
Attachment 1 RSLP Mission Assurance Requirements/Description of Work The Rocket Systems Launch Program Mission Assurance (RSLP MA) contract will procure MA support for Peacekeeper (PK)/Minuteman (MM) based launch vehicles, and commercial liquid engines and solid motor based rocket systems. The objective of the Mission Assurance process is to identify and mitigate design, production, and test deficiencies that could impact mission success for orbital and suborbital launch services. The following technical requirements are the minimum requirements for successful performance on the RSLP MA contract.
A. Conduct independent validation and verification (IV&V) of Launch Service Contractor (LSC) analyses assessing requirements, design, development, production, testing, and integration of the launch vehicle (LV) design.
B. Provide an independent spaceflight worthiness assessment of LSC analyses and concept of operations for vehicle ignition, lift-off, staging, control bending modes, linear stability, thrust vector control, maximum predicted environments, telemetry coverage, motor handling, storage, and fueling (liquids).
C. Advise the Government on LSC major reviews to assess design status, issues, trades, and decision points including assessment of entry/exit criteria compliance.
D. Support evaluation of range safety issues, waivers, and range safety requirements tailoring to ensure compliance of LSC flight termination systems.
E. Conduct flight software IV&V, to include verification of primary flight software autopilot, guidance, and flight sequencer. The Government will provide the LSC’s source code, executable code, and flight computer copy or contractual access to the LSC’s integrated test facility for this verification.
F. Provide an independent on-console assessment of LSC launch site rehearsals and launch operations, as well as an independent assessment of LSC post-flight review, disposition of any observations or anomalies, and lessons learned.
G. Identify LSC mission residual risks and develop an overall launch service mission risk assessment.
H. Verify the LSC launch service against SMC Space Flight Worthiness Criteria.
I. Develop comprehensive plans for RSLP PK and MM motors and non-ordnance components for Aging Surveillance activities required to maintain a technical data foundation and sufficient to support refurbishment of Government Furnished Property XBM motors to flightworthy status. Plans shall be developed separately for each XBM type and shall reflect changes to the scheduled testing for out years based on the results of the previous calendar year’s testing. The plan(s) shall identify Government activities and contract actions required for implementation.
J. Provide engineering assessment of sustainment activities and optional courses of action, including, but not limited to; viability analysis of the PK and MM motor fleets for future flight missions, identification of aging surveillance requirements to mitigate aging concerns, launch vehicle system compatibility and adaptations, and technology development required to sustain MM and PK solid rocket motor viability.
K. Create XBM motor handbooks for LSC use in the design of launch systems, and provide updates when motor performance estimates indicate a significant change in operating characteristics or performance.
L. Develop and support test programs for MM and PK sub-systems to maintain flight qualifications for flight termination, inter-stage, arm/disarm, and safe-and-arm ordnance components.
