About this file

This document is a Request for Information (RFI) from the Space Systems Command (SSC) Weather Systems Branch (SNSE) seeking industry feedback and white papers on Space-based Environmental Monitoring (SBEM) capabilities. The RFI provides details on the government's objective to develop and implement cutting-edge SBEM technologies to establish a comprehensive, real-time, and globally responsive environmental monitoring system from space.

The RFI requests information on applicable SBEM technologies, system development and testing, scalability and customization, integration and compatibility, and pricing. Respondents are asked to provide details on their SBEM-related technologies, including technical attributes, operational constraints, and technology maturity. The RFI also seeks information on development, testing, and flight heritage, as well as scalability, customization, and data exchange capabilities. Small businesses are encouraged to state any applicable certifications. Responses are limited to 7 pages and are due by May 29, 2024. The government will not reimburse any costs associated with responding to this RFI.

WSF-M Overview

•Weather System Follow-on Microwave (WSF-M) provides global sensing of the operational environment through passive microwave imaging data collection and dissemination to the

Satellite Control Network (SCN) and Direct Readout Terminals (DRT)

•Provides capabilities for:

- Ocean Surface Vector Winds (OSVW) (Gap 3)

- Tropical Cyclone Intensity (TCI) (Gap 8)

- Energetic Charged Particles (ECP) (Gap 11)

- High resolution depictions of storm structure, TCI reconnaissance and forecast, fills in large data gaps at lower latitudes, and prediction model performance increase

Program Status

BAE Systems Space Vehicle (SV) 01 launched on 11 Apr, 2024 and currently in system checkout

WSF-M Operational Viewpoint-1 (OV-1)

OV-1 showing data flows between WSF-M SV and weather centrals, satellite operations locations, Enterprise ground services, SCN, and DRTs

WSF-M Mission Concept

Chiclayo, Peru

• SV collects continuous weather and in situ space-environment observations during orbit

• Microwave Imager (MWI) is a multi-channel, conically scanning polarimetric radiometer that provides global observations of microwave emissions of the Earth’s surface and atmosphere

• ECP sensor measures in-situ energetic charged particles

• Mission data is downlinked to SCN ground stations where it is routed through the ground system to weather centrals

• WSF-M focused on meeting three (3) priority SBEM Gaps:

• to collect and disseminate global and regional OSVW and TCI measurements

• to support military and civil operations and

• to enhance global ECP situational awareness

• SV-1 commissioning is underway; Initial Operational Capability is expected by Sep 2024

• SV-2 in production with a projected launch in CY 2027

• WSF-M replaces aging legacy systems on-orbit before they meet their mission end of life

• Our civil and international partner SBEM system users will benefit in an analogous manner as our military users from its OSVW and TCI characterization capabilities

• Pursuit of new and emerging technologies relevant to fielding next generation of weather sensing assets

• Continue algorithm research and development to realize the potential of using microwave sensor data to provide snow depth, soil moisture, and sea ice information

• Opportunities for affordable more compact sensors
