ATTACHMENT 1

INSTRUCTIONS FOR ACCESSING THE MSEIT BIDDER’S LIBRARY

1. MILSATCOM Systems Engineering Integration and Test (MSEIT) pre-solicitation reference material is located in the MSEIT Bidder’s Library. This electronic library can be accessed at the following website:

a. https://contractors.losangeles.af.mil/Livelink/llisapi.dll?func=ll&objId=876076&objAction=browse

2. Prior to receiving access to the Bidder’s Library documents, you are required to complete a DD Form 2345, Military Critical Technical Data Agreement (Attachment 2).

a. If the Joint Certification Office (Defense Logistics Agency) has certified a DD Form 2345 for your company, please send your CAGE Code to the Procuring Contracting Officer (PCO).

b. If the Joint Certification Office (Defense Logistics Agency) has not certified your DD Form 2345, please follow the instructions at: https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx

i. In addition, please email a completed copy of the DD Form 2345 to the PCO. Do not mail the document.

3. Please follow the instructions below for obtaining a digital identification certificate, and/or registering for a MSEIT Bidder’s Library account:

a. Before accessing the MSEIT Bidder’s Library, each user must have a DoD-approved External Certification Authority (ECA) certificate. To obtain an ECA certificate please see the following link: http://iase.disa.mil/pki/eca/Pages/index.aspx (Attachment 3).

i. IMPORTANT NOTE: The Department of Defense (DoD) has established the External Certification Authority (ECA) program to support the issuance of DoD-approved certificates to industry partners and other external entities and organizations. The ECA program is designed to provide the mechanism for these entities to securely communicate with the DoD and authenticate to DoD Information Systems. The DoD relies upon these credentials to ensure the identity of the user in online environments or when a certificate holder tries accessing DoD Information Systems.

b. After an ECA certificate is obtained, each user must submit the following required items (See Attachment 5 for instructions) to Capt Thorpe and Maj Trivedi, thomas.thorpe.2@us.af.mil and Pinak.Trivedi.1@us.af.mil:

i. Digitally signed DD Form 2875, Systems Authorization Access Request (Attachment 4).

ii. Livelink Training and Signed User Agreement (Attachment 5).

1. The Livelink Training referenced consists of completing the User Agreement. There is not a separate external training.

2. The Government will sign as the Supervisor for this form.

iii. Information Assurance Computer Based Training Certificate. To obtain an IACBT Certificate, complete the training at: https://iatraining.disa.mil/eta/disa_cac2018/launchPage.htm

c. Submit a Visit Access Request (VAR) utilizing the following information:

i. SMO Code: MCSD

ii. POC: Capt Thomas Thorpe and Maj Pinak Trivedi

3. Phone: (310) 653-9848 and (310) 643-9612

4. Email: thomas.thorpe.2@us.af.mil and Pinak.Trivedi.1@us.af.mil

5. Dates of Access: (Current Date) – 30 November 2018

iii. Comment: “Requesting access to the MSEIT Bidder’s Library”

4. Once all requirements are met, users will be granted access to the MSEIT Bidder’s Library.
