About this file

This file is a Questions and Answers (Q&A) document for the Kronos Family of Systems (FoS) Commercial Solutions Opening (CSO) issued by the Department of the Air Force, Solicitation Number FA8806-26-S-0001. The document covers vendor inquiries about a commercial solutions opportunity focused on Space Domain Awareness (SDA), missile warning and tracking, Command, Control, and Communication (C3), Battle Management, and Space Intelligence capabilities for the US Space Force and Joint Warfighters.

Key details include guidance that submissions are limited to a quad chart and whitepaper, with no additional supporting documentation, and submissions can include 5-minute GIFs or videos compatible with Windows Media Player Legacy. The government is currently determining whether the procurement will be full and open competition or a small business set-aside. Phase I submissions are due December 11, 2025, with Phase II details to be negotiated based on initial solutions. Offerors can submit solutions to multiple Areas of Interest (AOIs), and the government will provide more detailed architectural information in Phase II, with an emphasis on commercial solutions with relevant context to the specified AOIs.

QandA CAO10Dec

IDQuestion(s)Other Vendor CommentsResponseSAM.GOV Response Date
60Would System Delta 85 (SYD 85) be willing to sponsor a technology transfer of Federally Funded Research and Development Center (FFRDC) software as Government Finished Property (GFP) in support of delivering integrated Space Domain Awareness (SDA), missile warning and tracking, Command, Control, and Communication (C3), Battle Management, and Space Intelligence capabilities for the USSF and Joint Warfighters as part of the Kronos Family of Systems Commercial Solutions Opening? The Government is not interested in sponsoring a tech transfer from a Federally Funded Research and Development Center (FFRDC) as Government Finished Property (GFP) at this time.
61In some cases, our solution may seem to fit into one AOI but also fulfill another. Is it expected that reviewers across different AOIs will communicate to enable cross-fertilization of solutions when a solution fits better into an AOI to which it did not initially apply? It is up to the offeror to submit solution(s) to the stated AOIs. Offeror could submit one or multiple solutions to one or multiple AOIs. Reference CSO document para 2.1.
62Will the government provide supporting documentation pertaining to Kronos Family of Systems and an OV-1 of the Kronos Architecture? This will be covered in Phase II where applicable.
63Would the Government consider an 8(a) or HUBZone set-aside if the sources sought responses support this determination?Currently, the Government is waiting for responses to AOI's Phase I to determine whether it will be full and open or small business set aside.
64Is it acceptable to submit a Controlled Unclassified Information (CUI) whitepaper and slide? As noted in CSO Section 4.2, Phase I and Phase II submissions should be unclassified
65At the Phase I stage on AOI 1/2/3, is it recommended to include signed Letters of Support from mission partners or other key signatories? Or is the submission strictly limited to just the “Phase I PowerPoint and White Paper”?No. As stated in the CSO on page 9 & 10, submissions are strictly limited to the Quad Chart and Whitepaper and should not include corporate or personnel qualification, past experience or any supplemental information not requested.
66Are any templates available for the quad chart and briefing for the Kronos Program CSO, due on December 11.Yes, the Government uploaded the Quad chart template as a separate ppt. on 03 Dec 2025.
67The attachment on sam.gov this morning is deleted and unavailable for download. Does this indicate a change in requirements, AOIs, or CSO instructions? This requirement is still active. A new version of the Kronos CSO CAO 02Dec25 was uploaded on 03 Dec 2025. The old version (Kronos CSO CAO 12Nov25) was deleted on 03 Dec 2025.
68We would like to confirm if our PDF Briefing Overview can contain a hyperlink to a video hosted externally to avoid exceeding the 10MB file size limit, or if the video content must be fully embedded within the PDF submission itself. It is acceptable for offerors to submit GIFs or video content. The Kronos FoS CSO is now amended to reflect a restriction of 5min total per solution on Graphics Interchange Format (GIFs), videos/movies, or clips. The GIFs, videos/movies, or clips must open with Windows Media Player Legacy (reference Attachment 1, Phase 1A line 185 for updated verbiage).
69Do the visualizations need to work on disadvantaged JWICS VDI thin clientsNo. This is not a requirement for the prototype
70The quad chart entry "Major Milestones to Capability Delivery" references fiscal years, while the "Prototype Rough Order Magnitude" entry references a 6-month window. I see the vendor proposes their preferred PoP in CSO+Vendor+Inquiries+CAO02Dec2025.xlsx item 53.
Does this mean 1) the PoP can extend > 1 FY, and 2) we are to propose to execute a capability demo that will occur in some 6-month period that may be 1+ years out from Authority to Proceed? The Government does not set a PoP as the PoP is unique per solution.
71The attachments or links have been deleted. Would you be able to provide the supporting documentation? The description states "This is the announcement and opening of 1st Call. Please read the attachment completely. However, as aforementioned, there is no attachment as the attachment states "deleted".This requirement is still active. A new version of the Kronos CSO CAO 02Dec25 was uploaded on 03 Dec 2025. The old version (Kronos CSO CAO 12Nov25) was deleted on 03 Dec 2025.
72The primary document has been deleted on Sam.gov (Kronos CSO CAO 12NOV25.pdf). Can you confirm is this is still an active project and/or if your requirements have changedYes, this requirement is still active. A new version of the Kronos CSO CAO 02Dec25 was uploaded on 03 Dec 2025. The old version (Kronos CSO CAO 12Nov25) was deleted on 03 Dec 2025.
73Do you have the CSO number that we need to reference?Per the post in sam.gov, the Notice ID is FA8806-26-S-0001. This is the CSO number.
741. (attachment 1, phase 1A) Should videos be submitted independently from the briefing slides or do they need to be embedded? If they are required to be embedded, this may significantly limit the length and/or quality of video submissions?
2. (attachment 1, phase 1A) Is there a max file size for video submissions? It is acceptable for offerors to submit GIFs or video content. The Kronos FoS CSO is now amended to reflect a restriction of 5min total per solution on Graphics Interchange Format (GIFs), videos/movies, or clips. The GIFs, videos/movies, or clips must open with Windows Media Player Legacy (reference Attachment 1, Phase 1A line 185 for updated verbiage).
75Will the government provide supporting documentation pertaining to Kronos Family of Systems and an OV-1 of the Kronos Architecture?

This will be covered in Phase II where applicable. Expected objectives, test and integration will vary depending on the solution identified and will be negotiated prior to phase II award. The Government intends to awardfor a commercial solution that has relevant or analogous context identified in the AOI's

76Can the USG share the vision for the space architecture that would be supported by this mission management capability (quantity, orbit, phenomenology of satellites)? This will be covered in Phase II where applicable.
77I wanted to confirm whether the briefing may be submitted as a PowerPoint (.pptx) file, and whether video content is permitted, since the submission guidelines specify PDF onlyBriefing submissions shall be provided in PDF format.
