About this file

This document is a Questions and Answers (Q&A) file dated 18 July 2025 for the Cyber Operations Formal Training Support (CyOFTS) III solicitation, FA8773-25-R-0002. The Q&A addresses six key vendor questions regarding proposal requirements, including clarifications on accounting system compliance, pricing matrix formatting, proposal due dates, and past performance documentation. Notably, the government clarified that offerors must provide information about their accounting, estimating, and purchasing systems as part of the proposal, but are not required to have a DCAA-compliant accounting system at the time of submission.

The solicitation is for a Department of the Air Force Space Command contract, with proposals due on 25 July 2025 at 10:00 AM CDT. The government has released multiple amendments updating various attachments, including the Performance Work Statement, Contract Data Requirements List, Pricing Matrix, and Section L and M documents. Funds are not currently available, and no award will be made until funding is secured. The government reserves the right to cancel the solicitation at any time and has no obligation to reimburse offerors for proposal preparation costs.

CyOFTS III FA8773-25-R-0002 Questions and Answers dated 18Jul2025
Question NumberDocument Name/ReferenceSection/Paragraph/Page ReferenceQuestionGovernment Response
1After reviewing the Question and Answer attachment from the update, we are requesting clarification of the answer to question 170. The Q&A are below:

Question: "Must the offereor(sic) have a DCAA compliant accounting system in place?"

Answer: "Yes. Additionally, as CyOFTS III FA8773-25-R-0002 includes cost-reimbursable CLINs and clauses 252.242-7006 Accounting System Administration. Jan 2025, 252.215-7002 Cost Estimating System Requirements. Jan 2025 and 252.244-7001 Contractor Purchasing System Administration. Jan 2025, offerors must have Government approved accounting, estimating, and purchasing systems to be eligible for award."

Far Clauses 252.244-7001 and 252.215-7002 speak to an "acceptable purchasing system" and "Acceptable estimating system". Will the government accept a description of these systems and a letter from our accounting team to satisfy these requirements, or is the answer to this question specifically requiring a "Government approved" audit that has been performed by DCAA? Since an estimating and purchasing system is triggered at $50M, will the government accept an audit after award?

Furthermore, the government responded: "offerors must have Government approved accounting, estimating, and purchasing systems to be eligible for award.". However, there are no evaluation factors in Section M of the solicitation that address any of the requirements set forth in the Question and Answer. The Government provides additional clarification and correction regarding its statement in the previous answer. The Government revises the answer to state as follows:

"Offeror's must provide the requested information IAW Section L, paragraph 6.2.4. which includes a description of government approval of your estimating, purchasing, and accounting systems, to include any evidence of such approval."

Additionally, Offerors are reminded that Section L, 2.1.1 states in part "The proposal shall be compliant with the requirements as stated in the PWS and appendices, Contract Data Requirements List (CDRL), and Request for Proposal (RFP). Non-conformance with the instructions provided in the ITO may result in an unfavorable proposal evaluation, and/or ineligibility for award."

Lastly, paragraph 6.1.7 provides offerors an opportunty to propose any exceptions to solicitation requirements, however, the Government again reminds offerors that 6.1.7 states in part "Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Failure to meet a requirement may result in an offer being ineligible for award."

The Government will review the information an offeror provides in its proposal submission, to include the information provided in response to Section L, paragraph 6.2.4, accordingly, to determine an offeror's compliance with the CyOFTS III requirements"

Based on the revised answer, Offerors are not required to have a DCAA compliant accounting system in place at time of proposal submissions as Section L 6.2.4 instructs offerors to describe whether you have a governement approval of your accounting system, and if so, to provide evidence of its approval. However, to be eligible for award, an offeror's accounting, estimating and purchasing systems must comply with the clauses, to include its definitions of each system's approval requirements in each respective clause.

As stated above in the revised answer, the Government will review the information an offeror provides in its proposal submission, to include the information provided in response to Section L, paragraph 6.2.4, accordingly, to determine an offeror's compliance with the CyOFTS III requirements.

The Government confirms there are no Section M sections for Volume IV – Contract Documentation.

2I just wanted to reach back out to confirm that proposals remain due by July 25th?The Government confirms proposals are due 25 July 2025 as previously announced on sam.gov and as described in FA8773-25-R-0002-0001.
3Attachment 4 - Pricing MatrixTab 3; Transition sections within "Tab 3 LCATs Base Period"Each of the Transition sections within "Tab 3 LCATs Base Period" still only allow for eight (8) LCATs. There will be significantly more LCATs required for transition to properly account for an accurate price. Since the government will not unlock the spreadsheet to allow us to add rows, will the government please release a revised spreadsheet with substantially more rows to account for more LCATs for each location in the transition sections? The Government has updated the Price Matrix to account for the following:

-Tab 1 has been updated to include instructions for Tab 3.1 -Tab 2 has been updated to account for updated formula for CLIN 0007 to derive from Tab 3.1 -Tab 3.1 is a new tab to account for CLIN 0007 pricing. Tab 3.1 allows for LCATS to be added, as needed. Tab 3.1 remains unlocked for offeror input, as needed.

-Tab 3 has been updated to remove CLIN 0007; CLIN 0007 relocated to tab 3.1 -All other tabs remain locked.

4 Attachment 5, Section L and Attachment 4 - Pricing Matrix Tab 2; Section L5.1.5. Price Data and the response to question 27. Tab 2 is very wide and will not fit into the margins and still meet the font size requirements. Will the Government allow Offerors to use an 11 x 17 inches in size page for that tab? The Government confirms the requirements in Section L 5.1.5 and answer to question #27 to be correct and accurate. However, the Government refers offerors to also review question and answer #79 which states in part "The Government provides additional clarification that Offerors are expected to provide the same excel version of the Offeror's completed Attachment 4 - Price Matrix in both the Price and Contract Documentation Volumes." (emphasis added)

Additionally, the Government clarifies that in both Price and Contract Documentation Volumes, the Government does not request or require PDF versions of the Offeror's completed Attachment 4 - Price Matrix. The Government will be reviewing the excel version electronically and will not need the excel document converted to PDF, therefore, the Government will not adjust any of the margins on any of the Tabs within the Attachment 4 - Price Matrix.

5Attachment 5, Section L and Solicitation FA877325R000516; 6.1.3.Contract Clauses
The Offeror shall provide required information to complete clauses fill-ins as required. What section(s) does the Government require Offerors to "fill-in," Section I - Contract Clauses?Section L in 6.1. states:

"Model Contract/Representations and Certifications The purpose of this volume is to provide information to the Government for preparing the contract document and supporting file. The Offeror's proposal shall include a signed copy of the Model Contract."

Section L in 6.1.3 states:

"Contract Clauses The Offeror shall provide required information to complete clauses fill-ins as required."

Therefore, offerors may provide the required information to complete clauses fill-ins, as required per Section 6.1.3, within the signed/returned copy of the model contract for the Government to review for compliance with Section L requirements.

6 Attachment 1.1 PAST PERFORMANCE INFORMATION FORM 2; F. Are there Contractor Performance Assessment Reports (CPARS) or other Past Performance Reports available for this contract? And Response to Question 83 Will the Government require Offerors to include CPARS, if available, in the PPIF response? The Government confirms that Offerors are only required to answer "Yes/No" on Question F in the PPIF. Offerors are not to provide the actual CPARs. For any PPIF that designates a "Yes" in Question F of the PPIF, the Government will perform its own search for copies of CPARS.
