Can the historical number of incumbent employees with a TS/SCI clearance be provided? | Historically the incumbent offeror has maintained 95% to 100% with TS/SCI clearance |
PWS Table 8.1.3 | SCA/GS | Are personnel under this contract subject to the Service Contract Act (SCA) Wage Determination? IV? | Offerors must submit all of Attachment 3 to incldue Part I, Part II, Part III and Part IV.
Section L, 5.1.5.3 | Section J | Referred to as "Attachment 1." However, in the RFP folder, there was only Section J, Attachment 2 (Pricing Table). Are we missing an attachment? Are there two attachments for Section J? | The Government is amending Section L, The PWS shoud be Attachment 1 and the Pricing Table is Attachment 2.
Section L 3.3.1.1 Subfactor One (2) | Technical Certifications | The section states that the offeror must complete the CyOFTS II Labor Matrix Chart (Section L, Attachment 9), identifying proposed labor categories, quantity of personnel by task, technical certifications, and security clearance by labor category. However, there is no "technical certifications" column in the CyOFTS II Labor Matrix Chart. Is it still necessary to address the "technical certifications"? | 10 | Section M, Attachment 1 | annual amount of >3.5/$2 million | For past performance as a subcontractor, does this refer to the total contract value or the subcontract value? | Past Performance is based on total contract value.
Secton M, Attachment 1 CyOFTS II Relevancy Assessment, Past Performance Relevancy Rating Method | Past Performance | The evaluation factors for Past Performance relevancy are all highly specific to Cyber Weapon System and Cyber Mission Force for the Air Force. However, the majority of the PWS task areas are applicable across subject matter and disciplines. For example, PWS 3.1.1 Professional Technical Instruction/Development/Analyze, Design, Develop, Implement, and Evaluate Curriculum applies to many subject areas (medical, engineering, interrogation, etc.) and audiences (Special Operations Forces, Air Force, Marines, etc.). Likewise, PWS 3.1.1.1 Training Analysis and Research covers a wide spectrum and is easily transferrable across subjects and disciplines, as is PWS 3.1.2 ISD Curriculum Management, 3.2.1 Instructor/Developer Training & Evaluation (Train the Trainer), PWS 3.2.2 Course Management Support, PWS 3.2.3 Technical Writing, PWS 3.2.4 Project Management, 3.28 Computer Help Desk and Systems Support, 3.210 Web site/SharePoint Development and Coding, and 3.2.11 Multimedia Support and Learning Management System Administration. As the PWS is heavily focused on general training and eduaction (T&E) capabilities, can the Past Performance relevancy evaluation be modified to reflect these skills, rather than focusing solely on Cyber? The same skills that we use to staff and support DoD and military T&E contracts are directly applicable to CyOFTS, and their relevancy should be noted. | The PWS task items referenced are employed to support specific Cyber Weapon Systems and Cyber Mission Force platforms, therefore the government requires ALL offerors to have past performance employing these tasks in said enviroments. Reference PWS section 1.0 Introduction.
Section K | SAM | If the offeror is registered in the SAM database, do they have to complete all fill-ins in Section K? | The requirement is for all fill-ins to be completed by the offeror

Section L, 4.2 states, "Do not duplicate a contract reference for prime and subcontractor but rather explain the role each played within the contract reference itself." | Section L, Past Performance Volume 4.2 | We are a subcontractor on a relevant citation where our Prime will now be our subcontractor and plan on combining our submission. Since we will be Prime on this one, does this combined PP count as the Prime's submission? | Since the Prime offeror will submit the entire teaming effort, then Yes however, each effort should only be submitted ONCE.
Section L, 4.2 states, relevant contracts “…must have been completed in the past five years with on-going actions considered recent as long as the effort has been performed for at least six months prior to the date for receipt of proposals for the RFP.” Paragraph 4.3.3.c(4) indicates the period of performance must be “within the last three years”. | Section L, 4.2 and 4.3.3.c(4) | Please confirm a past performance will be considered recent if the work was performed within the last five years. | The Government is amending Section L, Section 4.3.3. (c ) to read (within the last five years)Attachment 9 to include the certification requirement.

Annual amounts for Very Relevant Past Peformance | Section M,D (2) Relevancy Assessment and Section M Attachment 1 | Since we are approaching this solicitation as a team and to achieve the annual 3.5M to be considered very relevant, can offers consolidate the amount of each contract to total the annual amount as done on other similar acquisitions issued by 38 CONS? | No, the relevancy assesment states "To be considered very relevant, the offeror must show experience in all performance items listed below (A, B, C, and D) in a contract with an annual amount of >$3.5 million"
Section L, paragraph 2.2.2 identifies five hard copy binders with 4 volumes in the first 2 binders and 2 volumes in the last 3 binders. Thus, each offeror will deliver 14 volumes (4 x 2 + 2 x 3) in 5 binders. 2.3.1 states, “The offeror shall submit one electronic copy of a CD-R and/or DVD-R with each hard copy volume.” | Section L, 2.2.2; Tables 1-2 | Please clarify that offerors should email proposal volumes per Para 2.2.7. | One copy should be sent via AMRDEC. Amending Section, 2.2.7 to include link for AMRDEC and the specified copies IAW 2.2.2

Performance Work Statement tasks in paragraphs 3.2.7.2 and 3.2.7.10 appear to be duplicate. | PWS Tasks 3.2.7.2 and 3.2.7.10 | Please confirm the task described in PWS paragraph 3.2.7.10 is included in paragraph 3.2.7.2. | 3.2.7.2 Task includes splicing and terminating and 3.2.7.10 task is splicing only

Attachment L-1 Proposal Instructions | Para. 2.2.3 Page Size and Format | Pages are to be single-spaced with 1.5 spacing and at least double-spaced between paragraphs and factors or sub-factors. Setting templates for the 1.5 spacing between lines automatically sets paragraph breaks at the same size. Will the Government consider amending the spacing between paragraphs and factors/sub-factors to a 1.5 setting? | No, The Government wants to see a clear separation between paragraphs
| 26 | Attachment L-1 Proposal Instructions | Para. 2.2.7 and Para. 2.3.1 | Para. 2.2.7 instructs offerors to submit proposal volumes I, II, III, and IV via email to the Contracting point of contact.
