RFP #FA8773-11-R-0071
SHEPPARD AFB TX
SECURE MANHOLE DUCT SYSTEM
1. Will there be any area provided on base to store materials and equipment for this project? If not, will we be able to place portable storage buildings and park equipment on base?
82 CS/SCX has a locked storage area in building 1121
2. Will the military provide personnel to escort contractors while on base?
No, contractors must be able to obtain unescorted access to Sheppard AFB
Containers near the active runways and weapons area will require escorts. Contractor will have to coordinate with the 17 CS/SCXP when access to these areas is required.
3. On locations where the manholes are located on streets or paved roads will we have to provide full lane closures or will the escorts block the ROW while workman work at manhole locations? Can we use traffic cones to block lanes or will we have to provide barricades to block traffic? If full lane closures are required we will need to know how many manholes are located on streets or paved roads.
If container in located in the street the contract installation team will be required to block lane using barricades, men working signs and cones.
Sheppard does not have containers (MH) in the traffic lanes in CVC
The following MH’s near the street curb: 2111A, 832-834, 622, 523, 522, 234, 1013, 1014
The following MH’s are in or near parking lots: 1215, 1905, 1914, 004A
4. The RFP requires a price for materials to satisfy the manhole lock solution. The vendor we plan to purchase the manholes from recommends that we measure each manhole to determine the correct fit and type of device before ordering. This measurement requires more information than the Air Force has provided in the current RFP. Will the Air Force reimburse the contractor for devices that do not fit properly and must be reordered?
