SOLICITATION NO. FA8773-10-R-0052
OPERATION AND MAINTENANCE (O&M) SERVICES OF THE
BASE TELECOMMUNICATIONS SYSTEM (BTS) AT MOUNTAIN HOME AFB, ID
SOLICITATION QUESTIONS & ANSWERS
1. Please provide an estimated percentage of work orders Mountain Home AFB expects to pay for using the GPC.
This information cannot be given since this is customer preference at time of request.
2. Please provide the Employee Service Date List by CBA Labor Category to allow for accurate pricing.
This information cannot be provided by the Government since these are contractor employees.
3. There are conflicts within the solicitation (between Section B and Section F) regarding the base period of performance. Can you verify the base period is intended to be 9 months?
The period of performance for the base year is 9 months. This error has been corrected on the solicitation. Please see Solicitation Amendment 01 which will be posted on FBO.gov.
4. There is no mention of a Phase-In period within the solicitation documents. Can you provide
Mountain Home AFB phase in intentions/timelines?
There is no phase-in period.
5. The General Decision referenced in Clause H-1 does not appear to cover Mountain Home AFB – can the Government verify General Decision ID2 (30 Jul 10) is to be used for the basis of pricing?
The General Decision No. is ID12. This was a typographical error which has been corrected on
Solicitation Amendment 01 which will be posted on FBO.gov.
6. The Collective Bargaining Agreement Nr 2010-0068 shows a very large increase in the wage of the Switchboard Operator (Lead) between 2009 and 2010, an increase which is inconsistent with the rest of the Schedule A. Can the Government please validate that number with the incumbent and the Bargaining Unit?
The Government cannot validate the numbers since the wages are established in Schedule A of the CBA which were negotiated between the Union and the contractor. The Government only accepts what is provided as fair and reasonable and incorporates into the contract.
7. Can the Government incorporate footage figures into Appendix 5.2 associated with the outside plant (for example, Single Mode Direct Buried 18-strand cable – xxxx feet) to allow for proper sizing of the outside plant support workforce.
The Government requires additional time to provide this information. Revisions will be located within the revised PWS attached to Solicitation Amendment 01 which will be posted on
FBO.gov.
8. If the Base Period is intended to be 9 months, will the government provide a revised pricing spreadsheet reflecting this and appropriately scaling locates, technical solutions, etc. for the shorted Base Period?
This error was overlooked. The Pricing Table has been revised and will be added by Solicitation
Amendment 01 which will be posted on FBO.gov.
9. Will an adjustment be allowed following negotiations for a new CBA after the current CBA expires?
Yes. If a new CBA is not in place at the time of the current CBA expiration, the current CBA wages will remain in place for up to one year or up to the time a new CBA is negotiated, whichever is sooner. When a new CBA is negotiated and accepted by the Government, the contractor will be entitled to an adjusment to account for any increase in wages.
10. We believe that Mt. Home is in Elmore County and after reviewing the DBA WD noticed it is for
Ada, Canyon and Bannock County…is this an oversight? Also, the DBA is for Building, not Heavy
Highway?
See Question 5.
11. Under 5.2.2 Contractor Provided Support/Government Furnished Material…who is responsible for repair and replacement parts? It says GFM in the title but in the paragraph says the contractor is responsible for all labor, tools, materials and incidentals. Under 5.2.2. also I just wanted to be sure I understood we are to provide tier 1, 2, and 3 support?
This was in error and has been corrected. Please see the newly revised PWS attached to
Solicitation Amendment 01 which will be posted on FBO.gov.
