About this file

This document contains questions and answers regarding Solicitation Number FA875123R0012 for an RF anechoic chamber. The solicitation is seeking an RF anechoic chamber to meet reflectivity requirements of -30dB or better from 1GHz to 40GHz for generic RF/OTA testing of radio equipment. Polypropylene absorber is acceptable so long as it meets RF performance requirements. The door must comply with ADA specifications but a manual ramp is not required. Clarification was provided that the specifications reference RF reflectivity performance rather than shielding. The Trade Agreements clause at DFARS 252.225-7021 applies and lists designated and qualifying countries from which products are allowed.

FA875123R0012 RF Anechoic Chamber- Questions/Answers:

Q1: In order to select the proper Anechoic Absorber material for the floor, walls, and ceiling interior surfaces, we need to understand the testing application(s) and desired reflectivity performance, for example:

1.) Far-Field 2/3D Antenna Pattern Measurements

· No 2.) Near-Field Range measurements

· No 3.) Radar Cross Section (RSC)

· No 4.) Electromagnetic Compatibility (EMC) testing (MIL STD 461 and/or RTCA DO160)

· No 5.) Functionality measurements of phased array antennas

· No 6.) Other?

· Generic RF/OTA testing of radio equipment A1: See answers under numbered list above.

Q2: Will the chamber be used for radiated immunity testing at a frequency below 1GHz, such that ferrite tile paneling will be required?

A2: No.

Q3: Does the door need to comply with ADA specifications? Will a manual ramp be acceptable?

A3: Yes, the door needs to comply with ADA specifications. A ramp is not required; this will be an in-house part.

Q4: The absorber requirements in your specifications are not possible to comply with by any vendor. What normal reflectivity performance do you need and at what frequency range? For example: Min -20db from 1GHz to 40 GHz.

A4: Acknowledge that there is an error in the specifications. The absorber should meet RF reflectivity requirements, NOT RF shielding requirements. Desired reflectivity is -30dB or better from 1GHz to 40GHz+. The specifications document has been updated accordingly. See most current version entitled: Attch 1_Chamber Specifications_23r12_R2.

Q5: Will you accept polypropylene absorber in place of polystyrene?

A5: Yes, polypropylene is fine, so long as it doesn’t degrade RF performance. The specifications document has been updated accordingly. See most current version entitled: Attch 1_Chamber Specifications_23r12_R2.

Q6: Can you provide more detail regarding your wall bracket with ferrite requirement? No detail is provided in the documentation.

A6: The specifications document has been updated to clarify this requirement. See most current version entitled: Attch 1_Chamber Specifications_23r12_R2.

Q7: Do any of the documents call out a list of countries from which products are allowed?

A7: The clause at DFARS 252.225-7021, Trade Agreements is included in the solicitation by reference. The full-text version of this clause, which can be viewed at www.acquisition.gov, contains listings of both designated countries and qualifying countries within.

Q8: Are we correctly interpreting the Trade Agreements clause at DFARS 252.225-7021 that we cannot supply materials from China?

A8: The chamber deliverable must comply with the clause at DFARS 252.225-7021, Trade Agreements, which is included in the solicitation. As noted in the response to Q7 above, a listing of both designated countries and qualifying countries can be found in the full-text version of the clause at www.acquisition.gov.
