FA875123R0012 – RF Anechoic Chamber – Resolicit Q&A Q1: Do you have any more drawings etc? The verbiage says there's a sketch in section 4 - is that the one titled 'National (sic) Layout'?

A1: Yes, any references to a sketch throughout the specifications attachment are referring to the ‘Notional Layout’ that can be seen in Section 4 of the document. Note that it’s titled ‘Notional Layout’, and not ‘National Layout’. There are no additional drawings available aside from this one.

Q2: Can you please confirm what dates all RFI’s are due and when the final proposal is due?

A2: Per the solicitation: “Questions regarding the solicitation must be submitted no later than 10 calendar days prior to the quotation due date to enable the Government sufficient time to provide answers prior to solicitation closing.” The current solicitation closing is 12:00pm EST on Wednesday, 17 January 2024.

Q3: We assume the intent is for the chamber manufacturer to furnish AND install the chamber onsite, including ancillary components such as electrical outlets, lighting fixtures, etc. within the chamber. Please confirm.

A3: Yes, your understanding of our requirement here is correct.

Q4: Is the requirement that the chamber door be reversible firm?

A4: No, the chamber door need not necessarily be reversible. Specifications attachment has been updated accordingly, to remove this being a firm requirement.

Q5: Is the requirement that the chamber door have a phenolic lever handle firm?

A5: No, the lever handle on the chamber door need not necessarily be phenolic. Specifications attachment has been updated accordingly, to remove this being a firm requirement.

Q6: Is the requirement that the chamber door have an auto latch firm?

A6: No, chamber door need not necessarily have an auto latch. Specifications attachment has been updated accordingly, to remove this being a firm requirement.

Q7: Is the intent for absorbers to be positioned within the walkway area such that personnel may walk overtop of the absorbers? Or, is the floor free of absorbers in the walkway area?

A7: Absorbing material needs to cover the full floor with the ability to walk over the absorber in the necessary areas.

Q8: If personnel need to be able to walk above floor-mounted absorbers, what is the load requirement for the walkway?

A8: The manufacturer shall provide a suitable walking surface capable of accommodating a person above the absorbers.

Q9: Are the NPT Brass Feedthrough Waveguides intended to be 100 dB uncapped at 6.5 GHz? Are these intended to meet the 40 GHz shielding requirement only when capped?

A9: 100 dB/40 GHz rating only when capped.

Q10: Does the clause at FAR 52.219-8, Utilization of Small Business Concerns, which is included in the solicitation, make this solicitation a small business set-aside?

A10: No, this solicitation is not issued as a small business set-aside. Per the solicitation: “This solicitation is unrestricted.” The clause at FAR 52.219-8 is included in the solicitation based on its prescription. Please consider reviewing the prescription for the clause at: www.acquisition.gov, to understand its applicability to the solicitation.
