STATEMENT OF SCOPE
FOR
ELECTRICAL MAINTENANCE AND REPAIR
INDENFINITE DELEIVERY, INDEFINITE QUANTITY
(IDIQ) CONTRACT

1.0 GENERAL SCOPE
A. The work covered under this contract consists of furnishing all pricing, documentation, management, supervision, labor, equipment, devices, transportation, materials, insurance and all other work required to accomplish electrical delivery orders.
B. This contract contemplates delivery orders in the following area of electrical maintenance, repair, installation and minor construction.
a. Installation, maintenance and repair of interior and exterior distribution up to 600V including feeders, main distribution equipment, secondary distribution equipment, terminal devices and wiring.
b. Installation, maintenance, and repair of data and communication distribution.
c. Installation, maintenance, and repair of interior and exterior lighting and lighting controls.
d. Installation, maintenance, and repair of electronic and electric control systems.
e. Installation, maintenance and repair of single and three phase motor controls including variable frequency drives.
f. Installation, maintenance, and repair of interior transformers up to 600V primary voltage.
C. For purposes of this document, installation means both installation of contractor provided equipment, and installation of government provided equipment as required by each individual order.
1.01 REFERENCED CODES, STANDARDS, AND TESTING
A. Codes and standards referred to in this specification shall be the latest adopted issue at the date of proposal, unless otherwise specifically indicated.
B. All electrical work shall conform to NFPA 70 and other NFPA codes as stipulated by the individual orders.
C. All electrical work shall follow all Department of Defense (DOD) guidelines referenced in individual orders including, but not limited to Unified Facilities Criteria (UFC), Air Force Instructions (AFI’s), and Air Force Engineering Technical Letters (AFETL’s).
D. Limited specifications may be included with each individual delivery order.
General electrical specifications are included with this solicitation.
E. All materials and equipment used in the work shall be subject to inspection and testing in accordance with accepted standards to establish conformance with specifications and suitability for uses intended, unless otherwise specified in the contract.
F. If the contract documents, the government instructions, state laws, or regulations, require that any work be inspected or tested, the contractor shall give the government timely notice of readiness of the work for inspection or testing and the date fixed for inspection or testing. The contractor shall at all times permit the government to visit and inspect the work and shall maintain proper facilities and provide safe access for such inspection. Work requiring testing, inspection or verification shall not be covered up without such test, inspection, or approval.
G. Final Approvals. The contractor shall obtain all final approvals for the work, in the form of such certificates that are required by all governmental agencies having jurisdiction over the work.
1.03 LOCATION
A. The work will be located in various facilities at the Air Force Research Laboratory, Rome Research Site, and the Defense Accounting and Finance Center within the city of Rome, New York and at test annexes at Newport New York and Stockbridge New York.
1.04 WORK CONDITIONS
A. All work on this project will be performed while the building and military and civilian personnel occupy rooms adjacent to the work area. The Contractor is required to protect persons and property throughout the progress of the work. The work area will be kept clean of all debris at all times. All flammables and combustibles stored on-site must be kept in a designated storage area and an approved locker for flammables, both of which are approved by the Contracting Officer or his designated representative.
B. Government personnel will remove all existing furnishings prior to contractor starting work.
C. The contractor and his work force may use the existing sanitary facilities in the work area building, subject to the regulations governing their use by government personnel. Maintain a sanitary condition at all times.
D. Areas for parking vehicles belonging to the contractor and his employees will be designated by the Contracting Officer’s Technical Representative. Maintain the parking areas free of debris and obstructions.
1.05 SECURITY REQUIREMENTS
A. The work to be done on this project is located in and around area’s that are under the scrutiny of the Department of Defense Police assigned to the RRS Information Directorate. To gain access to the area(s) to examine the work to be done for job estimation purposes; arrangements must be made through the Contracting Office.
Contractor personnel will be escorted into the area(s) for the purpose of project estimation.
B. When it has been determined which Contractor will accomplish the project a Visit
Request from the company, preferably on Company letterhead, will be necessary prior to initial work commencement. The Visit Request letter needs to be signed by the Company President or Director of Human Resources. The Visit Request will also be used as the Entry Authority List. The Contractor will supply the Visit Request to Security (AFRL/RIOF) through the Contracting Office. The Visit Request can be done via RRS Visit Request Form, AFMC Form 97 (found on the AFRL web page, https://rlweb.rl.af.mil/security/) or a simple Company Letterhead letter identifying all personnel who will be employed during the work.
The request will contain a full name to include a middle initial (Frank A. Dude), date of birth (14 Dec 1953), state of driver’s license issuance and place of birth (Austin, Texas). This information will be used to do a Local Files Check. This check will provide Drivers License Info, Wants & Warrants and Protection Orders and will also provide information on Illegal Immigration and suspected terrorist affiliations. The Local Files Check will also be accomplished prior to work commencing. If the individual is not a US Citizen they will not be allowed within the complex or facilities. If the individual is not a US Citizen but has a Green Card, Form I-551 or has the I-551 stamp on their passport, Security will need to see either one. There will be no foreign national workers allowed on the Rome Research Site.
C. Provide the Company’s phone number and a Project Leader’s or
Supervisor/Foremen cell-phone number for the Law Enforcement Desk Sergeant.
D. All facilities are entered using a magnetic media entry badge. Any personnel such as Supervisor/Foremen or Project Leaders who may need building access for meetings etc, during contract period, can acquire a Local Contractor Entry Badge through the Division/Branch with oversight of the work. This will be accomplished with the RRS Form 110 (Unescorted Visitor Badge). The Security Visitation Office is located in the lobby of Bldg 3, West Wing. This badge will be worn at all times within the facility. These badges will be returned to the Contracting Officer’s Technical Representative upon completion of the final inspection and Acceptance of Work. Any badges lost during the period of work will be reported to Security as soon as possible.
E. Access to the RRS Complex is controlled by a Main Gate on Brooks Rd, located just west of the Otis & Brooks intersection. Identification for the contractor to enter with a vehicle will be an access list supported by the electronic badge issued. All commercial vehicles entering the gate will be searched. One-time deliveries can be escorted from the gate to delivery point by project personnel.
F. All commercial vehicles are searched prior to entry into the RRS Complex.
Vehicle operators will be aware of the vehicle search pull-off area prior to approaching the Main Gate. A search of the vehicle will be conducted prior to its entry. All vehicles not needed for delivery of equipment or tools will be parked in the visitor parking area unless cleared through Security. There are No vehicles allowed within 25 meters (80 ft) of the RRS facilities.
G. All personnel should be aware that the Rome Research Site is Property of the
United States Air Force. All personnel will follow all posted signage.
H. Contractor personnel will be notified by RRS Police of any emergencies which would require an evacuation or work stoppage, such as an increase in the Force Protection Condition.
I. Building/Room Keys: If the contractor needs access to area(s) that are locked (i.e.
mechanical rooms, janitor’s closet, etc.), a request for entry of at least 2 working days prior to the need for access will be submitted to AFRL/RIOC construction representative. The area(s) will be provided on a daily basis. The area(s) will be locked down at the end of the day’s work.
J. The 24 hour Desk Sgt can be reached at 330-2961.
1.06 SAFETY
A. The Contractor shall perform all work in a fire-safe manner in accordance with fire prevention standards of the Rome Research Site. The Contractor shall have an approved fire extinguisher at the site at all times during working operations.
HALON AND C02 TYPE FIRE EXTINGUISHERS ARE NOT AUTHORIZED
FOR USE. The Contractor will call the City of Rome Fire Department, 315-339- 7734, before working with any flame or spark producing equipment such as tar buckets, grinders, or welders, for approval of the contractor’s safety measures and to obtain a "Burn Permit" for this type of work.
B. Comply with all applicable Occupational Safety and Health Administration
(OSHA) standards, federal, state, and local laws, regulations and requirements regarding environmental protection while performing on the Air Force Research Laboratory, Rome Research Site.
C. In the event of a mishap during the performance of this effort on AFRL RRS premise, notify the Contracting Officer in an expeditious manner, who will in-turn notify the RRS Safety Office. Notification shall include the following information:
a. Contract, Contract number, Name and Title of Person(s) Reporting
b. Date, Time and exact location of accident/incident
c. Brief Narrative of accident/incident (events leading to accident/incident)
d. Cause of accident/incident (if known)
e. Nomenclature of equipment and personnel involved in accident/incident
f. Corrective Actions (taken or proposed)
g. Any damage to government equipment
D. For any information not available at the time of notification, provide follow-up information within twenty (20) calendar days.
E. Contractor will provide a copy of the company’s safety plan to the RRS Safety
Office for review prior to starting work on-site.
1.07 ENVIRONMENTAL
A. The Contractor will perform all work consistent with the requirements of all Federal, State and Local laws, rules and regulations pertaining to pollution control.
B. Should any materials be encountered during construction which are suspected to contain hazardous materials and are not indicated as such on the drawings, immediately stop work in that area and report the encountered condition to the Contracting Officer’s Technical Representative.
C. The Contractor shall implement cost-effective programs promoting energy-efficiency, water conservation, and the acquisition of environmentally preferable products and services. Contractors must employ acquisition strategies that affirmatively implement these environmental objectives:
a. Maximize the utilization of environmentally preferable products and services (based on EPA-issued guidance),
b. Promote energy-efficiency and water conservation,
c. Eliminate or reduce the generation of hazardous waste and the need for special material processing (including special handling, storage, treatment, and disposal),
d. Promote the use of nonhazardous and recovered materials,
e. Realize life-cycle cost savings,
f. Promote cost-effective waste reduction when creating plans, drawings, specifications, standards, and other product descriptions authorizing material substitutions, extension of shelf-life, and process improvements,
g. Consider the use of bio-based products.
D. REPORTING OF HAZARDOUS MATERIALS BY CIVILIAN
CONTRACTORS: IAW FAR Clause 52.223-3, each Contractor must provide the Contracting Office (CO) with a list of proposed Hazardous Materials
(HAZMAT) that it plans to use on the installation during the performance of the contract. IAW AFI 32-7086, contractors must obtain Air Force authorization prior to using HAZMAT on an Air Force installation, and must report usage data to the Environmental and Occupational Health Office (RIOCV). This includes fuels used to run generators and other construction/maintenance equipment.
a. Contractors shall submit through the CO to RIOCV, Safety Data Sheets (formerly known as Material Safety Data Sheets or MSDS's), for all potentially hazardous materials/products that will be brought on to the installation.
b. RIOCV will review all potentially hazardous materials and identify the materials deemed as HAZMAT that require tracking. RIOCV may remove any materials from consideration for use by the Contractor that contain ingredients prohibited buy the AF or other regulatory agency.
c. RIOCV will communicate to the Contracting Officer Representative the list of HAZMAT that will require AFEESOH- MIS tracking. Those materials will require the completion of one Hazardous Materials Worksheet per HAZMAT by the Contractor (except for portions reserved by RIOCV). RIOCV will provide the Hazardous Material Worksheet to the Contractor and can assist the Contractor with this documentation if requested.
d. RIOCV will complete their portion on the Hazardous Material Worksheet and load all information from the Worksheets into the AF-EESOH-MIS data system. The Contractor will also retain a copy of their Hazardous Material Worksheet for the duration of the specified project.
e. If the contractor needs to bring a material on the installation that was not included in the original HAZMAT listing, the contractor must first notify the CO and then obtain prior authorization, if RIOCV determines the material to be a HAZMAT.
f. The Contractor will submit a Contractor Material Usage Data Sheet provided by RIOCV to the CO once a month for contracts over 60 days.
For contracts less than 60 days, a Material Usage Data Sheet will be submitted by the Contractor to CO at the completion of the contract.
g. The CO will provide a copy of the Usage Data Sheet to RIOCV.
h. Any HAZMAT brought on site for the contract and not used in its entirety will be removed from the installation by the Contractor. If HAZMAT can be used in another contract at this installation, please contact RIOCV for assistance.
i. RIOCV is ready to assist the CO and Contractor in any way to simplify and expedite this reporting and tracking procedure. Please contact RIOCV (330-2098) with any questions.
1.08 QUALITY CONTROL
A. Contractor shall develop and maintain a quality program to ensure services are performed in accordance with commonly accepted commercial practices for temporary labor support. The contractor shall develop and implement procedures to identify and prevent defective services from recurring.
B. The Government will periodically evaluate the contractor's performance by appointing a representative(s) to monitor performance to ensure services are received. The Government representative will evaluate the contractor's performance through intermittent on-site inspections and receipt of complaints from site personnel. The Government may inspect each task as completed or increase the number of quality control inspections if deemed appropriate because of repeated failures discovered during quality control inspections or because of repeated customer complaints. Likewise, the Government may decrease the number of quality control inspections if merited by performance.
1.09 WORKMANSHIP
A. All work to be performed under this Contract shall be performed by workmen skilled in the trades involved. Contractor must provide copies of licenses for the electricians who will be performing work under the resultant contract.
Electricians must carry this license on them while they are working, and compliance will be checked at random during labor interviews.
B. The Contractor shall employ a full-time competent construction superintendent and necessary staff. The construction superintendent shall devote full time to the work and shall have full authority to act for the Contractor at all times. Contractor shall enforce strict discipline and good order at all times among Contractor’s employees and all subcontractors. Assigned tasks shall be performed only by those contractor employees who are skilled at that task. All employees assigned to the work by Contractor shall perform in the best manner and shall cooperate fully with the government and all other representatives of the government. The Contractor shall remove from the work any employee of the Contractor or of any subcontractor when so directed by the government.
1.10 FIELD INSTRUCTION
A. The Contracting Officer will identify the individual to act as the Government’s Technical Representative. The Technical Representative will represent the Contracting Officer in technical inspections of the contract but will not be authorized to change any of the terms and conditions of the contract.
B. No oral statements of any person, whomsoever, will in any degree or manner, modify or otherwise affect the terms and conditions of this contract. The
Contracting Officer will be the only person authorized to approve changes in any provisions contained elsewhere in this contract, said authority will remain solely with the Contracting Officer.
C. The Contractor shall verify all measurements and be responsible for dimensions, fitting and proper trimming of items directly connected with all work described in this Contract. The Contractor shall immediately notify the Contracting Officer of any discrepancy prior to starting the work
1.11 SITE MEETING AND PRE-PROPOSAL CONFERENCES:
A. Prior to the award of the Contract and before the issuance of the first discrete delivery order under this Contract, the government will conduct a conference to acquaint the Contractor with government policies and procedures that are to be observed during the execution of the work and to develop mutual understanding relative to the administration of the Contract. At this time the contractor should familiarize themselves with the general state of the facilities, along with any special conditions that they may encounter.
B. Pre-proposal Conferences. Contractors must attend mandatory pre-proposal conferences. The pre-proposal conference must be scheduled by the contractor within 5-business days from receipt of a request for proposal for a delivery order.
The purpose of the pre-proposal conference includes but is not limited to diagnosis of repair work, discussions of concepts, documents and bid considerations, and to answer site-specific questions concerning a delivery order.
1.12 SUBMITTALS
A. All items indicated in the Statement of Work for each order shall be submitted for approval:
a. Any other items required, per specifications, that cannot be visually verified shall be submitted for approval when requested by the Contracting Officer or the designated representative.
b. Submittals that may be required by this Contract, if submitted in printed matter, shall be made in four copies. One copy of the printed submittals will be returned to the Contractor.
c. The Contractor must submit for approval those items that deviate from the specifications. Submission will be on an AF Form 3000.
B. At the pre-construction conference, the Contractor, Contracting Officer’s Technical Representative, and the Contract Administrator will review the submittal requirements. The Contractor must be prepared to discuss the delivery dates for those submittals that are required, or for the items the Contractor plans to submit for approval. Once approved, the submission deadlines shall be incorporated into the Schedule of Materials submittals.
C. The Contractor is reminded that any item(s) installed prior to the Contracting
Officer's approval is being done at his/her own expense. If any item does not meet the Contract requirements as determined by the Contracting Officer, the Contractor will be required to remove these items at his/her own expense.
D. Equipment submittals, unless otherwise specified, shall conform with the following:
a. Submittals shall be complete with the manufacturer's product description literature. SUBMITTALS WITH INSUFFICIENT LITERATURE WILL
BE DISAPPROVED.
b. Submittals shall include a complete listing of all associated parameters contained in the Technical Specifications and Drawings (materials, finishes, capacities, temperatures, pressures, electrical characteristics, etc.). THE CONTRACTING OFFICER OR HIS/HER TECHNICAL
REPRESENTATIVE WILL NOT TRANSFER INFORMATION FROM
THE TECHNICAL SPECIFICATIONS AND DRAWINGS TO THE
SUBMITTALS. INCOMPLETE SUBMITTALS WILL BE
DISAPPROVED.
c. Submittals shall be clearly marked to differentiate between the applicable and extraneous portions. THE CONTRACTING OFFICER OR HIS/HER
TECHNICAL REPRESENTATIVE WILL NOT MARK THE
SUBMITTALS. UNMARKED SUBMITTALS WILL BE
DISAPPROVED.
d. Shop drawings shall be stamped and signed by a qualified licensed
Professional Engineer.
1.13 UTILITIES
A. All reasonable quantities of electricity and water will be made available to the
Contractor without cost to the Contractor. The Contractor will be responsible for all connections of utilities from the existing supply points. The Government will identify service tie-in points. The Government will not be held responsible for interruptions of utility service and will not be liable for Contractor delays, damages, or increased costs occasioned by any such interruption of service.
B. No utility services shall be interrupted to make connections, to relocate, or for any purpose, without approval of the Contracting Officer.
C. Request for permission to shut down services shall be submitted in writing to the Contracting Officer fourteen (14) days prior to date of proposed interruption. The request shall give the following information:
a. Location of shut-off.
b. Services affected.
c. Hours and date of shut-off.
d. Approximate length of time shut-off will be in effect.
D. Services shall not be interrupted until receipt of approval of the proposed hours and date from the Contracting Officer.
1.01 DELIVERY AND STORAGE
A. Materials shall be delivered to the work area in undamaged condition, stored in fully covered, well-ventilated areas, and protected from extreme changes in humidity and temperature.
B. The Contractor is responsible for securing materials in the storage area to protect from pilferage and vandalism.
1.15 PROPRIETARY EQUIPMENT
A. Reference to any equipment, material, article or patented process by trade name, mark or catalog number shall be regarded as establishing a standard of quality and shall not be construed as limiting competition. The Contractor may use any equipment, material article or process that is equal to that named as approved by the Contracting Officer.
B. Nothing in the Contract shall be construed as vesting in the Contractor any property right in the materials or equipment after the project is complete. All such materials or equipment shall become the property of government upon completion of the project, and the Contractor warrants that all such property shall pass to government free and clear of all liens, claims, security interests, or encumbrances.
1.16 PROTECTION
A. The Contractor shall limit the area and nature of the construction operations to that which is authorized in the plans or specifications or approved by the government
B. The Government shall at all times have access to the work, and the Contractor shall maintain such access during the work
C. The Contractor shall take all necessary precautions to insure against damage to the existing work to remain in place, to be reused, or to remain the property of the Government; i.e. walls, light fixtures, carpet, etc.
D. The Contractor shall insure that structural elements are not overloaded and additional structural supports required as a result of any cutting, removal, or demolition work performed under any part of this Contract are added.
E. The amount of dust resulting from demolition shall be controlled to prevent the spread of dust to occupied portions of the building and to avoid creation of a nuisance in the surrounding areas.
F. Where the safety of non-Contractor personnel is endangered in the area of removal work and new construction, barricades shall be used.
G. Maintain all temporary facilities and controls as long as needed for the safe and proper completion of the work.
H. Remove all such temporary facilities and controls as rapidly as progress of the work will permit or as directed by the Contracting Officer.
1.17 REMOVED MATERIALS AND EQUIPMENT
A. All materials and equipment indicated to be removed as part of the work become the property of the Contractor for removal from the job site, unless otherwise shown on the drawings or specified.
B. Items indicated to be re-used on the “List of Salvageable Materials”, will be stored by the Contractor until such time as they may be reinstalled.
C. Materials removed from the project which are designated as unusable by the
Government shall be disposed of by the Contractor off the Griffiss Business and Technology Park in accordance with applicable regulations.
D. All debris to be removed from the work site shall be transported in canvas covered trucks with the canvas tied down to prevent loss of materials while in route to the disposal areas.
E. The Contractor shall police the truck routes continuously and all debris, which has dropped, shall be picked up immediately.
F. Materials for Contractor salvage:
a. This material shall be removed from Government property before completion of the Contract.
b. Materials for salvage shall not be sold on the site.
G. Patch existing construction and finishes damaged or left incomplete due to removals.
Patching, unless otherwise indicated, will be limited to areas where removals occurred and will match existing in material, color and finish.
H. Cap or otherwise terminate existing utility services to removed equipment on all utilities that are to remain active.
1.18 SCHEDULING
A. Projects greater than or equal to 60 days in duration require an AF-3064 progress schedule submitted to the contracting representative.
B. The schedule can be altered for reasons including but not limited to government delay, inclement weather, and unforeseen circumstances only by the decision of the contracting officer
C. The Contractor may be paid for materials on site; however, they must appear on the
Contract Progress Schedule and be inventoried by the Contracting Officer’s Technical Representative prior to payment.
D. Working hours for the Contractor will normally be between the hours of 0700 and
1600 hours (7:00 a.m. and 4:00 p.m.), excluding Saturdays, Sundays and Federal holidays.
E. If the Contractor desires to work during periods other than above, additional government inspection forces may be required:
a. The Contractor must make his/her request to the Contracting Officer three
(3) days in advance of his/her intention to work during other periods to allow assignment of additional inspection forces.
b. If such force is reasonably available, the Contracting Officer may authorize the Contractor to perform work during periods other than normal duty hours/days.
c. However, if inspectors are required to perform in excess of their normal duty hours/days solely for the benefit of the Contractor, the actual cost of inspection at overtime rates will be charged to the Contractor. These adjustments to the Contract Price may be made periodically as directed by the Contracting Officer.
F. Provisions must be made to leave each entrance secured at the end of work each day and to minimize the duration of time each entrance is worked on from start to completion. Any work, which affects the use of a required building exit, must be coordinated with the Rome Research Site Safety and Security Offices.
G. The Contractor is required to maintain circulation corridors, exits and exit stairs in all building areas occupied by the Government.
H. Routes of ingress and egress on the grounds and within existing buildings
1.19 CLEAN-UP
A. The Contractor shall clean up its work at frequent intervals and shall clean up its work at other times when directed by the government
B. Debris and rubbish control:
a. Remove all debris and rubbish daily from the site.
b. Remove debris and rubbish into a dumpster; then transport in a manner that will prevent spillage on streets or adjacent areas.
c. The Contractor shall make his/her own arrangements for dumping off the
Griffiss Business and Technology Park.
d. Burning of waste material on Griffiss Business and Technology Park is prohibited.
C. All disposal and hauling equipment and methods used shall comply with Federal, State, OSHA, and local regulations.
a. If the Contractor utilizes a collector box, it must be provided with a cover.
b. The Contractor shall protect and restore lawn areas and plant materials, where required, during the course of this Contract. Lawn areas shall be protected and restored to a condition equal to that prior to the start of work of this Contract.
