SOLICITATION FA8751-15-R-0018, ELECTRICAL IDIQ

QUESTIONS AND ANSWERS

Q1: Is the required bond for the entire $2M, or the $750k occurrence, or each job?

A1: Bonding is typically only required for each individual order, if the price is greater than $150k. However, other types of payment protection may be requested on certain orders valued between $35k and $150k.

Q2: In the bid line on page 3 for Labor, tools, material ,and Equipment how would we know what the materials are to be? Are we to bid labor per hour only?

A2: In the “NET AMT” line on page 3, Offerors are to insert a coefficient that will be applied to the R.S. Means CostWorks items for all subsequent orders under this contract. This coefficient is the basis for cost evaluation in this solicitation. More information on this coefficient can be found in Sections L and M of the solicitation.

Q3: Regarding the lighting project that was included with the solicitation: is there supposed to be a lump sum bid for this or is it for reference on the type of work included in this contract?

A3: The “seed” project included with the solicitation is the first proposed order under this contract. Offerors are not expected to provide a proposal for this project with their offer. However, the successful Offeror will be expected to provide a proposal for this project within 3 days of notification of award of the basic contract. Please see “NOTE TO OFFERORS” on page 29 of the solicitation.

Q4: Page 8, Section 1.09A of the Statement of Scope requires copies of licenses for electricians performing work under the contract. What specific licensing is required to be provided?

A4: Offerors can disregard this portion of the Statement of Scope as it is not a requirement.
