The RFP Letter notes Past Performance Questionnaires are due within 20 days of the solicitation whereas the RFP via Section L notes they are within 15 days. At which point are past performance questionnaires
The Past Performance questionnaires are due 20 days after solicitation release (15 SEP 2016)
2 29-Aug-16 How many folks need Top Secret/Special Access Required (TS/SAR) and Top Secret Special Compartmentalized Information (TS/SCI) access today?
Of the contractor personnel that require SAP/SAR clearances during the performance of the contract, an estimated seven (7) will require TS/SAR; and seven (7) will require TS/SCI. Please note that this is a Government Estimate only and the contractor's proposed solution should include their best judgement in determining the total number of cleared personnel required.
3 29-Aug-16 Is the majority of the test and JIBE build done at the unclassified level in the labs with representative data, and once the JIBE is built it will need to be functionally and operationally tested in the classified environment if it has classified components?
Joing Mission Planning System (JMPS) Integrated Build Environment (JIBE) is developed in an unclassified environment. When certain data (data that is or may be classified) is added to the JIBE, it could become collateral SECRET or higher. Currently, the only approved configurations going into classified facilities are for the relevant Mission Planning Environment (MPE), as indicated in the Statement of Work, DO 0001, Section 3.8.2.3, Facility Secruity Level Requirements.
4 29-Aug-16 Some of the documents referenced in questions and answer sessions, one-on-ones, or in the draft documents are not located in the SIL?
Where can we get access to these documents
Not all documents necessary to build a proposal are contained within the SIL, nor should they be, as the SIL was intended for learning and familiarization. The SIL will not be apart of the evaluation. All documentation necessary to propose are located as either attachments to the RFP letter, attachments to the solicitation, the model delivery orders, and/or are contained within the Bidders Library.
5 29-Aug-16 As stated during industry day held on 21 October 2015, will the SIL hosted on the Hanscom MILCloud be available until 11 October 2016?
The SIL will be formally available until 11 SEP 2016. After that date, access to the SIL is not guaranteed, as it will only be available until the Hanscom milCloud offically terminates access (time unknown).
