System Engineering Integration Contract II (SEIC II)

Bidders’ Library Access Request Form

By obtaining the SEIC II Bidders Library Information, you agree to the following: All information provided in the bidder’s library shall be considered at a minimum, Government For Official Use Only “FOUO” unless otherwise marked with proper Scientific and Technical Information (STINFO) designation and thus be processed/handled accordingly.

The software and information contained in the SEIC II Bidders’ Library is provided by the USG, for educational and familiarization purposes to assist prospective Offerors with building a proposal for SEIC II only. Any document or software is provided “as is,” without warranty of any kind, expressed or implied, including but not limited to the warranties of merchantability, fitness for a particular purpose and non-infringement. The documents or software shall not be shared with a third party nor be used for any purpose other than its intended purpose.

THE SEIC II BIDDERS’ LIBRARY PROVIDES ACCESS TO U.S. GOVERNMENT (USG) INFORMATION. THE

INFORMATION PROVIDED IS FOR AUTHORIZED USERS ONLY. AUTHORIZED USERS MUST MEET THE

FOLLOWING CRITERIA:

Point of Contact Information:

The Point of contact is the sole person responsible for safeguarding the information provided. He/She is responsible for the control of the documents within his or her company, ensuring access to only those persons absolutely necessary. The

Point of Contact is also responsible for disposal of the information in accordance with the instructions below.

Bidders’ Library Access Request Form

Access Request Information:

Approval of the request to access the Bidder’s Library may take up to 5 business days from Government confirmation of receipt of an acceptable access request form. Upon review and approval of your request all bidders’ library documents will be sent to the point of contact via AMRDEC SAFE (https://safe.amrdec.army.mil/SAFE/). A CAC will be required in order to download the files. Each document will be password protected and a separate email will be sent to the point of contact with the password.

Subcontractors or outside entities:

All requests for further distribution of library information, outside of the company receiving the information, shall be directed to the Mission Planning Contracting Officer, whose information is listed above. Subcontractors or other entities may be required to fill out an access request form. No information shall be shared until written permission from the

Contracting Officer is granted.

Disposal Instructions:

Within 15 days of award of the SEIC II contract the company POC must provide sworn affidavit(s) or statements from all contractor employees who had access to/received bidders’ library information stating how they deleted/purged the bidders library information from their computers and the company data base server. Bidders’ library information

CANNOT be kept by any contractor without express written consent from the Contracting Officer.
