EVALUATION FACTORS FOR AWARD

FOR

TECHNICALLY ACCEPTABLE MULTIPLE AWARD -

INDEFINITE DELIVERY INDEFINITE QUANTITY (MA IDIQ)

1 GENERAL

1.1 Basis for Contract Award

The Government is conducting this competitive source selection in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Air Force Federal Acquisition Regulation Supplement (AFFARS). These regulations are available electronically at http://www.acquisition.gov.

The Government will award a contract to the offerors that are deemed to be qualifying offerors.

A qualifying offeror is an offeror that is determined to be a responsible source IAW FAR Part 9, as supplemented, submits a technically acceptable proposal that conforms to the requirements of the solicitation (to include all stated terms, conditions, representations, certifications, and all other information required by Section L of this solicitation), and the contracting officer has no reason to believe would be likely to offer other than fair and reasonable pricing. A Price/Cost proposal is not required and will not be evaluated. (Price and/or Cost will be evaluated at the Delivery/Task Order level.) While the Government will strive for maximum objectivity, the source selection process is, by its nature, subjective; therefore, professional judgement is implicit throughout the entire process

1.2 Number of Contracts to be Awarded

The Government intends to award contract(s) for the EPIC Program to each and all offerors that are deemed qualifying in accordance with Section M 1.1 above. This is a Multiple Award IDIQ contract in which orders will be subject to Fair Opportunity procedures in FAR 16.5, to include tailored evaluation factors as required by the Fair Opportunity Proposal Requests (FOPRs) for individual programs. The ordering procedures used will vary for each individual program.

Individual orders will allow all awardees to compete unless an exception to competition applies under FAR 16.505(b)(2) or an FMS customer requests that a defense article or defense service be obtained from a particular contractor. Contract(s) will be awarded with the first order, Task Order 01: Kick-Off Meeting. A PWS for Task Order 01 is attached to this RFP. This Task Order will be awarded to all offerors awarded a basic IDIQ contract and it will be awarded simultaneously with the basic contracts. The PWS for Task Order 01 is attached for informational purposes only and the Government does not request any additional submissions related to Task Order 01. While the government anticipates the utilization of this MA IDIQ by the WINI/WINN program offices, the award of the contract(s) and subsequent first order does not guarantee any FOPRs will be released nor does it obligate the government outside of the contractual obligation of the first order.

1.3 Exclusion of Grossly Deficient Proposals

The Government may exclude a proposal from this competition prior to discussions without evaluating the proposal against the Evaluation Factors herein if an initial assessment of the proposal shows the proposal to be grossly deficient. Grossly deficient proposals are proposals that fail to address essential requirements of the solicitation, fail to furnish information demonstrating compliance with mandatory solicitation requirements set forth in the solicitation, or in some other manner do not represent a reasonable initial effort by the offeror to address the requirements of the solicitation

1.4 Correction Potential of Proposals

The Government will consider, throughout the evaluation, the "correction potential" of any deficiency. The judgment of such "correction potential" is within the sole discretion of the Government. If an aspect of an offeror's proposal does not meet the Government's requirements and is not considered correctable, the offeror may be eliminated from the competitive range.

1.5 Discussions

The offeror is cautioned that the Government reserves the right to award this effort based on the initial proposal, as received, without discussion. If, during the evaluation period, it is determined to be in the best interest of the Government to hold discussions, offeror responses to Evaluation Notices (ENs) and the Final Proposal Revision (FPR) will be considered in making the source selection decision. If the offeror’s proposal has been evaluated as acceptable at the time discussions are closed, any changes or exceptions in the Final Proposal Revision are subject to evaluation and may introduce risk that the offeror’s proposal be determined unacceptable and, thus, ineligible for award.

1.6 Solicitation Requirements, Terms and Conditions

Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as factors or subfactors. Failure to comply with the terms and conditions of the solicitation may result in the offeror being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale. The Government reserves the right to determine any such exceptions unacceptable and the proposal, therefore, ineligible for award.

2 EVALUATION FACTORS

2.1 Evaluation Factors and Subfactors

The following evaluation factors and subfactors will be used to evaluate each proposal. The Government will evaluate proposals for acceptability, but will not rank the proposals by the non-price factors or subfactors.

Factor 1: Technical Subfactor 1: Engineering Assessments

Subfactor 2: Integration Subfactor 3: Contractor Logistics Support

Factor 2: Management Subfactor 1: Subcontractor Relationship Subfactor 2: Small Business Participation

2.2 Technical Factor

The Government’s technical evaluation team shall evaluate the technical volume of the proposals on a pass/fail basis, assigning one of the ratings described below for each subfactor. Any subfactor evaluated as “Unacceptable” will render the entire proposal unacceptable and, therefore, unawardable. Only those proposals determined to be technically acceptable, either initially or as a result of discussions, will be considered for award. However, the offeror is cautioned that the Government reserves the right to award this effort based on the initial proposal, as received, without discussion.

The proposals shall be evaluated against the following technical subfactors:

Subfactor 1: Engineering Assessment

Description: This subfactor will assess the Offeror's ability to plan and execute an engineering assessment for a FMS customer.

Measure of Merit: The offeror demonstrates a sound approach to performing an engineering assessment

Subfactor 2: Integration

Description: This subfactor will assess the Offeror's ability to integrate ISR mission equipment on an aircraft.

Measure of Merit: The offeror demonstrates a sound approach to performing integration

Subfactor 3: Contractor Logistics Support

Rating Description

Acceptable Proposal meets the requirements of the solicitation.

Unacceptable Proposal does not meet the requirements of the solicitation.

Description: This subfactor will assess the offeror’s ability to plan and perform various aspects of Contractor Logistics Support for a FMS customer.

Measure of Merit: The offeror demonstrates a sound approach to provide Contractor Logistics Support (CLS) for integration and sustainment of airborne and ground ISR mission equipment to foreign partners.

2.3 Management Factor

The Government’s management evaluation team shall evaluate the management volume of the proposals on a pass/fail basis, assigning one of the ratings described below for each subfactor.

Any subfactor evaluated as “Unacceptable” will render the entire proposal unacceptable and, therefore, unawardable. Only those proposals determined to be acceptable, either initially or as a result of discussions, will be considered for award. However, the offeror is cautioned that the Government reserves the right to award this effort based on the initial proposal, as received, without discussion.

The proposals shall be evaluated against the following management subfactors:

Subfactor 1: Subcontractor Relationship

Description: This subfactor will assess the Offeror’s ability to manage sub-contractor/supplier relationships.

Measure of Merit: The Offeror demonstrates a sound approach to managing suppliers/subcontractors.

Subfactor 2: Small Business Participation

Description: This subfactor will assess the Offeror’s small business participation plan. If the offeror is a small business, no Small Business Subcontracting Plan is required (see Section L) and a Small Business Subcontracting Plan will not be evaluated.

3 REVIEWS and VISITS

The Source Selection Evaluation Board (SSEB) may conduct site visits during the evaluation phase to gather information for judging the offeror's potential for correcting deficiencies, quality of development or manufacturing practices/processes, or other areas useful in evaluating the offer. If conducted, the results will be assessed under the applicable factors/subfactors and will be used to validate and confirm the offeror's written proposal.
