Read First Instructions
| Official RFP: Instructions for Completing Attachment 17 |
| General Instructions |
| 1. The labor hours in Tabs 1-6 "Government Labor Hours" columns are provided as representative of historical/estimated use of the respective labor categories. The Government makes no claim that future usage will in any way mirror prior usage. The hours are provided to show the relative weighting amongst the different labor categories. Do not change the Government Labor Hours column for Tabs 1-6. A Total Evaluated Price (TEP) will be utilized for the evaluation. |
Color Legend: Yellow = Offeror adjusts according to business practices. Blue = Values required to be carried forward to Tab 13. Green = Values to be carried forward to Tab 12.
| 2.The offeror is required to populate ALL provided Office of Management and Budget's (OMB)Standard Occupational Classification Labor Categories and Skill Levels (SOC Labor Categories/Skill Levels) the offeror considersdirect labor for the three years provided. If the listed labor categories do not directly align to the offeror's labor categories, the offeror shall map their labor categories to the most appropriate SOC labor categories/skill levels. If mapping, the offeror shall distribute the Government provided hours evenly between mapped labor categories and it shall add up to the Government provided hours. Failure to do such may make the offeror unawardable. For SOC Labor Categories/Skill Levels that the offerorconsiders to be solely indirect labor, enter a zero in the respective direct labor rate column. If the offeror does not plan to utilize any particular labor categories/levels, the offeror shall still provide a rate and complete the worksheet in the same manner of the other rates. Note: The prime shall include the subcontractor categories (or any teaming categories) with the subcontractor Direct Labor Rate (which would be fully burdened with fee) and then show any prime burdens to build to the BLR. The offeror shall require the subcontractor to provide Attachment 17 completed fully either to the Prime (include within proposal) or the subcontractor shall provide the completed Attachment 17 directly to the Government NLT than the proposal due date. |
| 3. Each Offeror shall enter Burdened Labor Rates (BLR)/Fully Burdened Labor Rates (FBLR) for the first 3 years of contract performance in separate tabs for each year (Tabs 1-3 for BLR, Tabs 4-6 for FBLR) assuming period of performance beginning in 2019. The Offeror shall insert the 2017 BLS Wage Data Rate found at https://www.bls.gov for each category (specific to location) as the baseline for establishing the 2019, 2020, 2021 rates for each of the SOC categories/skill levels. Then the offeror shall insert its corresponding proposed 2017 rate in Column D of Tabs 1-3,for each of the offeror's company proposed rate for each of the mapped labor categories/skill levels. If no wage data is available for a particular SOC Labor Category/Skill Level within the 2017 BLS Wage Data (see Section L Table L-7 as applicable for corresponding rate use). The offeror shall insert the % escalation and provide an explanation for the escalation. Finally, the offeror shall apply their % of escalation to the proposed 2017 rate to reach the proposed Direct Labor Rate for each year (2019, 2020 & 2021). Any proposed 2017 labor rates that significantly deviate (+/- 15%) from the 2017 BLS Wage Data Rate OMB SOC percentile wage estimates from May 2017 shall be supported with an explanation and applicable supporting data in the narrative of the cost/price proposal. Additionally, the offeror shall carry forward each Labor Category/Level BLR, proposed fee & COM on the BLR tabs and FBLR rates and any material indirect rates into Tab 13 which will become Attachment 7 on the awarded contract. |
| 4. Each Offeror shall enter their Delivery Order proposed costs for each CLIN (Tabs 7-11) assuming a 31 May 2019 start date. Note: The Government is providing an NTE amount of $140,000 for DO CLIN 0700 Time and Material. No action is required for this CLIN. However, refer to CLIN 0700 Descriptive Data, the Basic Contract SOW paragraph 2.7 and Section J Attachment 8 T&M request and Approval Form for details. Tab 12 TEP includes the Government provided NTE amount for T&M that will be used in determining the Total Evaluated Price (TEP). All pricing of the DO shall utilize Tab 13 (Basic Contract Atch 7) information and the offeror shall identify a BOE reference to algin costs with proposed performance. |
| 5. Rate build up in Tabs 1-6 must provide % and $ (rounded to cents, except for Cost of Money) and must be in accordance with the offeror's approved accounting system. |
| 6. If Cost of Money (COM) is proposed, do not include in the profit and fee calculation For BLRs, the COM is not included in the rate , and is added to the total labor cost. For FBLRs, COM is included in the rate. |

| 7. (Tabs 1, 2, & 3 BLR Years): Offerors must build up their BLRs for the Basic IDIQ CLINs(CLINs 0100, 0200, 0300,0400) for the WPS provided SOC Labor Categories/Skill Levels as listed and according to Section J, Attachment 5 Labor Category Descriptions. The BLRs shall be calculated for the first 3 years in accordance with their approved accounting system (see BLR tab). BLR buildups include all direct & indirect cost elements (excluding fee and COM). Offerors MUST propose on every SOC Labor Category/Skill Level for all periods (unless it is considered to be solely an indirect labor category/skill level as described above in item 2. The offeror shall (if applicable) insert the company equivalent labor category/skill level title and/or any subcontractor equivalent aligned to the most appropriate SOC Labor Categories/Skill Levels provided. The offeror may "map" multiple company equivalent labor categories/skill levels to the most appropriate SOC Labor Categories by adding lines (rows) in a similar manner to the examples at the top of each tab. This will allow for instances where the offeror has multiple labor categories/skill levels that can be mapped to a single SOC Labor Category/Skill Level. In these instances, the offeror shall divide provided Government Labor Hours EQUALLY amongst the company labor categories/skill levels, which added together shall equal the total number of Government Labor Hours for each SOC Labor Category/Skill Level. At the bottom of each tab, the offeror shall propose a composite fee rate to be utilized on all CPFF CLINs for the first three years. The proposed fee will be applied to the total BLR labor cost for each year (excluding COM). The offerors shall, if applicable, calculate COM in accordance with the offeror's accounting practices. Then, Total BLR Labor Costs plus the applied fee calculation plus COM (if applicable) equals the "BLR Year "X" Total". Additionally, for evaluation purposes, the "BLR Year "X" Total" will carry forward to the Column titled "Offeror's Total Proposed Amount (TPA)" in Tab 12 TPA/TEP for each of the respective years. The proposed indirect rates used for the build up and each Labor Category and Labor Category Rate within the column titled "Burdened Labor Rate (BLR)" for each of the respective years, will carry forward to Tab 13 which becomes the Section J "Attachment 7 Rates" at contract award. The COM rate at the bottom of each tab will be carried forward to the Section J "Attachment 7 Rates" for each year. |
| 8. (Tabs 4, 5 and 6 T&M Year): The offeror's BLR rate from this worksheet's Tabs 1, 2 and 3 will carry forward to the respective year to complete the rest of the build up for their Fully Burdened Labor Rates (FBLR) (T&M only (CLIN 0700))(including COM and Profit ). FBLRs shall be calculated for the first 3 years in accordance with their approved accounting system (see FBLR tab). FBLR buildups include all direct & indirect cost elements. Offerors MUST propose on every SOC Labor Category/Skill Level for all periods (unless it is considered to be solely an indirect labor category/skill level as described above in item 2). The offeror shall (if applicable) insert the company equivalent labor category/skill level title and/or any subcontractor equivalent aligned to the most appropriate SOC Labor Categories/Skill Levels provided. The offeror may "map" multiple company equivalent labor categories/skill levels to the most appropriate SOC Labor Categories by adding lines in a similar manner to the examples at the top of each tab. The sum of all labor categories will be shown at the bottom of each sheet "Total Labor Cost Including Profit." The offeror shall complete the material information at the bottom of each sheet utilizing the provided $5,000 estimate (do not change). For evaluation purposes, the Total T&M (TLC+Material Cost) will carry forward to the Column titled "Offeror's Total Proposed Amount (TPA)" in Tab 12 TPA/TEP for each of the respective years. Each Labor Category and Labor Category Rate within the column titled "Fully Burdened Labor Rate (FBLR)" for each of the respective years, will carry forward to Tab 13 which becomes the Section J "Attachment 7 Rates" at contract award. |
| 9. (Tabs 4, 5, and 6 FBLR Years): Material: for evaluation purposes, material costs will be calculated based on $5,000 per year for T&M (CLIN 0700). The Offeror shall propose a material rate consistent with their disclosed accounting practices. If there is no rate, please enter 0%. |

| 10. (Tabs 7 and 8 DO CLINs): Tab 7: DO CLIN 0100 Software Development (DO SOW paragraph 2.2) and Tab 8: DO CLIN 0200 Legacy Enhancements (DO SOW 2.3): For the Delivery Order (DO) cost proposal, each offeror shall utilize the spreadsheet Tabs 7 and 8 by entering the hours and Other Direct Costs (ODC), if applicable, for each respective CLIN showing costs separated by year. To clearly price DO CLIN 0100 Software Development, the offeror shall use three subtabs for DO SOW Table 1 tasks (Subtabs 7a, 7b, 7c - one subtab per task) and one subtab for depicting the remaining hours of the estimated 8,265 hours not utilized for Table 1 tasks(Subtab 7d). The main Tab 7 DO CLIN 0100 Total, shall be the summary total for all subtabs (7a through 7d). To clearly price DO CLIN 0200 Legacy Enhancements, the offeror shall use three subtabs for DO SOW Table 2 tasks (Subtabs 8a, 8b, 8c - one subtab per task) and one subtab for depicting the remaining hours of the estimated 15,874 hours not utilized for Table 2 tasks(Subtab 8d). The main Tab 8 DO CLIN 0200 Total, shall be the summary total for all subtabs (8a through 8d). For ODC, the offeror shall reflect a rate including all direct and indirect rates in accordance with the offeror's accounting practices and adjust the categories accordingly. These costs will be included in the sum for each year of each CLIN. The proposed amounts, "Total DO CLIN XXXX for 2019" and "Total DO CLIN XXXX for 2020" added together will be the total for each respective CLIN ,"Total DO CLIN XXXX", and will carry forward to the Column titled "Proposed Amount" in Tab 12 TEP for each of the respective DO CLINs. The labor categories and rates for the Delivery Order Proposal shall be based on the completed Tab 13 which becomes the Section J "Attachment 7 Rates" at contract award. The total CLIN price will be added to Tab 12 - TEP as described below. For bidding purposes the Delivery Order start date will be 31 May 2019. The Government reserves the right to award earlier or later than 31 May 2019. These CLINs are Option CLINS that will be evaluated within the TEP and executed either at award or later than award based on the timing. (For these Tabs, insert a zero in the rate if you are not utilizing a particular category/skill level for performance within each CLIN.) |
| 11. (Tab 9 DO CLIN 0500 Travel): Each Offeror shall propose the estimated costs associated with the DO SOW Table 3 Travel. The proposed amount shall only include travel expenses not labor hours. The Total Travel amount proposed will carry forward to the Column titled "Offeror's Total Proposed Amount" in Tab 12 TEP for the respective DO CLIN 0500. For planning and evaluation purposes, the offeror shall split the costs for this CLIN evenly across both years and apply the applicable rates in accordance with the offeror's accounting system. The Government reserves the right to award earlier or later than 31 May 2019. This CLIN is an Option CLIN that will be evaluated within the TEP and executed either at award or later than award based on the timing. |
| 12. (Tab 10 DO CLIN 0600 Material): Each Offeror shall propose the estimated costs associated with the DO SOW paragraph 2.5 Materials: The Total Material amount proposed will carry forward to the Column titled "Offeror's Total Proposed Amount" in Tab 12 TEP for the respective DO CLIN 0600. The Government anticipates the material being purchased as soon as possible upon award, therefore account for these costs within 2019 and apply the applicable rates in accordance with the offeror's accounting system. The Government reserves the right to award earlier or later than 31 May 2019. |
| 13. (Tab 11 DO CLIN 0800 Transition): Each Offeror shall utilize the BLRs from Tab 13 (2019) to propose Tab 11 as a Firm Fixed Price amount, and provide their proposed profit & COM (if applicable) rates and dollar value for executing Transition as outlined in the DO SOW paragraph 2.1. If the offeror has any additional direct costs the offeror shall indicate such near the bottom of the labor rates and provide a narrative. The Total amount proposed for Transition will carry forward to the Column titled "Offeror's Total Proposed Amount" in Tab 12 TEP for the respective DO CLIN 0800. The Government reserves the right to award earlier or later than 31 May2019. (For this Tab, insert a zero in the rate if you are not utilizing a particular category/skill level for performance within this CLIN.) |

| 14. (Tab 12 - Total Evaluated Price (TEP)): On the TEP Tab, the Offeror shall carry forward the numbers discussed above on all the previous tabs to the column titled "Offeror's Total Proposed Amount (TPA)" |
For evaluation purposes, the Government will validate the TPA for consistency in carrying forward the numbers. Additionally, the Government will determine a Probable Cost (PC) and may, if applicable, make adjustments, in the column titled "PC Adjustment Amount," to the Offeror's TPA. The calculation for the TEP is the sum of all the rows (Tab 1 thru Tab 11) to include the T&M NTE amount for the column "Offeror's Total Proposed Amount (TPA)" plus any "PC Adjustment Amount."
15. Tab 13 - Section J Attachment 7 Rates: On the Section J Attachment 7 Rates: The offeror shall carry forward the BLRs for each proposed Labor Category/Skill level, CPFF fee rate and FBLRs for each proposed labor category/skill level as described in the previous tabs. This will become the Section J Attachment 7 Rates for the first three years of the contract. All DOs shall be based on the established ceiling rates in Section J Attachment 7.
