EWAAC On‐Ramp
QSheet1 Batch 2 Dated 20 December 2021
Question Answer
Will there be subsequent, annual, on-ramps in the future?
Yes, but the frequency is not known yet over the 10 yr
POP.
Would the Government please clarify if all task orders released on the EWAAC IDIQ will be evaluated
LPTA
Evaluation critieria will be determined at the order level.
Does LPTA apply to cost plus task orders alone, or will it apply to Firm Fixed Price task orders as well
Evaluation critieria will be determined at the order level.
Would the Government consider evaluating Firm Fixed task orders on a Best Value Basis
Evaluation critieria will be determined at the order level.
REFERENCE: RFP 1.5, 52.216-19 (pg 48), 52.232-1 (pg 63); Attachment 2 Sections L-4.1.1(a), L-7.0;
Attachment 3, Section M-1.2, M-4.1(a), M-6.0;
Attachment 5 all indicate the Post-award Conference is to be priced at $1,000. Please verify the Government intends for the Virtual Post-Award Conference to be priced at $1,000.00 and not $250.00.
This is correct. The first order will be for $1,000.00 and instructions for the post award conference will be sent out post award by the PCO.
REFERENCE: Attachment 3, Section M-5.0(b).
Please clarify DFARS 252.219-704 is intended to be
DFARS 252.219-7004
Correct. This should be DFARS 252.219-7004.
REFERENCE: Attachment 3, Section M-3.0 (2nd Para). Please clarify the what the following sentence is intended to request: "Each experience example shall relate to an entity (e.g. prime, subcontractor, etc.) that the contractor proposes to perform the particular type of effort under this contract." Does this mean the experience example must be work performed as either a prime or a subcontractor?
It means that the work should have been performed by a company as either a prime or subcontractor. This assures the Government that the company has the requisiste knowledge to compete for orders under EWAAC.
In Table L -1.3 of attachmen 2, Volume III indicates that we must provide a capability statement IAW L- 4.1.1.b. That section is in reference to a compliance statement for DFARS Clause 252.242-7006. Should we just provide a compliance statement?
If your system complies, then yes, a single sentence saying that it complies with DFARS 252.242-7006 is sufficient.
Will an offeror that submits a price less than $1,000 be deemed unawardable?
Offerors who submit prices for greater or less than exactly $1,000.00 will not receive an award.
Will the Government allow multiple awards to a single contractor for this RFP, i.e. different divisions/CAGE codes within the same company.
Yes, as long as each division/CAGE submits a fully compliant proposal that is not an exact copy of other divisions. Contractors will be limited to no more than five
(5) total unique subsidiary Cage Codes/ Business Units, and each subsidiary must submit a separate and unique proposal to the RFP. Duplicate/ identical proposals will be considered non-responsive
11 Electronic signature VS wet signature of proposal. Either signature is acceptable to the Government.
If an offeror chooses to utilize PRG space from "Enterprise Analytics" to further refine a response to "Armament/Weapons Development" will it be evaluated in the context of Subfactor B, or in the context of only Enterprise Analytics?
The Government feels there is more than ample space to repond to each subfactor in the appropriate PRG space provided. As a result, weapons information in the enterprise analytics section will not be considered.
However, page 22 of the PRG provides an additional page for elaborating more on either topic.
EWAAC On‐Ramp
QSheet1 Batch 2 Dated 20 December 2021
Would the Gov't consider a more applicable NAICS code?
No, at this time only one NAICS per contract is allowed.
332993 was selected and will remain. However, the appropriate NAICS for an actual order under the contract will be called out in the FOPR.
The SOO indicates Integration, Sustainment, Production and Fielding. Is this Integration, Sustainment, Production and Fielding of Software, or Aircraft?
It could be all of those things. A company does not need to be an expert in all aspects of the SOO to qualify under
EWAAC.
Can contracting confirm whether any work within the scope of this IDIQ will be subject to SCA requirements? If not, could the FAR Clause 52.222- 62, Paid Sick Leave Under Executive Order 13706 (Jan 2017) be removed from the contract?
Many of the clauses included at the MAC level are included to make issuing FOPRS easier down the line. If a clause does not apply, it is self-deleting. FOPRS will also call out any specific requirements for specific work to be performed.
An inconsistency between the RFP ID designation contained within the RFP model contract and the RFP instructions has been identified. The RFP contract document indicates the RFP ID as FA-8656-22-R- A002. Attachment 2 – EWAAC Section L_On-Ramp 2021_Final, page 4, item L-1.4 (b) instructs the use of “RFP # FA8656-21-R-0095” as the identifier for submissions. Could you confirm the correct identifier for submission purposes is FA-8656-22-R-A002?
The correct identifier is FA8656-22-R-A002.
Could you provide the request code for use when submitting the final RFP through the DoD SAFE website?
When a vendor is ready to submit their submission, they can request a SAFE code. Remember, requesting a SAFE code is not considered a proposal submission so keep that in mind when considering your submission schedule.
