About this file

This document is a Questions and Answers file for a Sources Sought notice (Solicitation Number FA865225R0003) issued by the Air Force Research Laboratory (AFRL) seeking AI solutions. The Q&A reveals this is a new effort with no incumbent, targeting integrated AI solutions across four domain areas. Key details include: remote work is acceptable (with potential occasional travel for kickoff and reviews), solutions should be prepared for different classification levels (NIPR, SIPR, JWICS), and the Digital Capabilities Directorate will serve as the lead integrator. The solutions do not require integration across all four domain areas, but should demonstrate potential for cross-domain capabilities and system integrations. Potential vendors are invited to submit responses to joshua.sawdey.1@us.af.mil by noon on 3 October 2025, with a preference for practical, deployable AI solutions rather than research-focused proposals.

Questions and Answers – Sources Sought – FA8652-25-R-0003

Q1. Would you kindly confirm if this is an entirely new effort or is there an incumbent currently providing these services? If so, would you please provide the incumbent contract details?

A1. This is a new effort with no incumbent.

Q2. We would like to confirm whether AFRL anticipates any requirement for contractors to perform work on-site at Wright-Patterson AFB for this effort, or if solutions may be delivered remotely.

A2. Remote is acceptable. Ideally, if the vendor can travel for kickoff and reviews/demos, that would be good, but not a requirement.

Q3. Which directorate(s) is responsible for the respective domain solutions?

A3. The Digital Capabilities Directorate will be the lead integrator for the domain solutions.

Q4. Is there any need/requirement for the solution to be integrated across the four domain areas?

A4. The solutions are not required to be integrated across the four domain areas.

Q5. Do the solutions need to be certified in all classifications (NIPR, SIPR, JWICS) today?

A5. Proposed solutions should be at the relevant classification level for the domain. For example, HR Workforce development solutions would primarily be located on unclassified systems. In contrast, AFRL Portfolio & Program insights would need to be available at all classification levels. With regards to “certified in all classifications today” – there needs to be a path toward certification at all levels. Demonstrated experience working at higher classification levels is beneficial.

Q6. What external integrations will be required (e.g., MilPDS)?

A6. Relevant integrations are domain specific with an inherent understanding of limitations in some program of record systems. Highlight those systems that would be beneficial to integrate within the response.
