BROAD AGENCY ANNOUNCEMENT TITLE: Kaiju

BROAD AGENCY ANNOUNCEMENT TYPE: Notice of Contract Action (NOCA)

BROAD AGENCY ANNOUNCEMENT NUMBER: FA8650-22-S-1004

This Amendment is to change the following:

1. Paragraph 1 is revised as follows:

a. Broad Agency Annoucement Title changed FROM Project Kaiju TO Kaiju

b. This announcement does not request any proposals at this time. The following topic is an anticipated requirement for AFRL/RYWE for FY22-FY26. A Open

BAA with Calls requesting proposals (1 – Step) or white papers (2-Step) for this topic is anticipated to be published February 2022.

2. Program Description is revised as follows:

a. Kaiju will be a Open BAA, with Calls requesting proposals (1 – Step) or white papers (2 – Step) for the following technical objectives:

i. Big Data for Cognitive EW (CEW) Research

ii. Software-Defined Radio (SDR) Research

iii. Multi-Spectrum Threat Defeat

iv. Hardware Laboratory

v. EA Demo

vi. Real Time Algorithm Development

vii. RF EW Demonstrator (REWD) for Next Sortie Mission Data

Reprogramming

viii. Advanced Threat Defeat (ATD)

ix. Program Management

b. AFRL anticipates releasing Call 01 with the BAA solicitation. Call 01 will be entitled “Cognitive Electronic Warfare (EW) Software Development for

In-Fight, In-Field, and In-Squadron Applications (King Kong)”.

c. The overall objective for Call 01 is to perform research and development (R&D) on the application of advanced data processing, artificial intelligence (AI), and machine learning (ML) to aid platform cognitive capability and next sortie reprogramming.

Of primary interest are the application of multi-sourced AI/ML to 1. Process synthetic and tactically recorded data to include in-phase and quadrature (I/Q), pulse descriptor word (PDW), emitter descriptor word or waveform descriptor word (EDW and WDW, respectively), and emitter identification (EID); 2.

Identify and develop algorithmic solution space to learn emitter ID, intent, and behavior to enable emitter and IADS tracking and prediction; 3. Interpret and compare IMD and platform mission data; 4. Determine and analyze data traceability to perform root-cause analysis; 5. Provide analysis and visualization into MD quality; and 6. Perform multi-tiered M&S to analyze solution space effectiveness and extensibility across the battlefield.

Additionally, the next sortie reprogramming capabilities developed under this effort will produce analysis to aid in prioritizing operational flight programming

(OFP) tuning and updates as well as identifying new AI/ML capabilities to be utilized and integrated into OFP upgrade cycles.

d. It is anticipated that a BAA and Call 01 providing more details into the overall program and first call will be released February 2022; the solicitation will be made available at www.sam.gov.

3. Funding is revised as follows:

a. Anticipated Program Funding: $300,000,000.00 ceiling (FY22-FY26). Individual award values will vary per each individual call.

b. Call 01 is anticipated to be $16,000,000.00.

4. Anticipated Contract Type is revised as follows:

a. It is anticipated that Cost-Plus-Fixed-Fee (CPFF) C-Type contracts will be awarded, however, other contract types may vary for each individual call.

b. Call 01 is anticipated to award one CPFF, C-Type contract.

5. Period of Performance is revised as follows:

a. The overall BAA will have an open period of 5 years. In which Calls can be released requesting proposals (1 – Step) or white papers (2 – Step) for technical http://www.sam.gov/ objectives listed in Paragraph 2.a.

b. Period of Performance for Calls is to be determined for each individual call.

c. Call 01 anticipates a Period of Performance of 39 months (36 months Technical and 3 months for final reporting).

6. Classification Level is revised as follows:

There is no classification level for the overall BAA. Classification level is to be determined for each individual call.

7. Industry Day is revised as follows:

AFRL does not anticipate conducting an Industry Day for this requirement, at this time.

There are no other changes to this NOCA as a part of this Amendment.

SUBMIT PROPOSALS AND/OR WHITE PAPERS AT THIS TIME. ANY PROPOSALS

AND/OR WHITE PAPERS RECEIVED WILL BE DISCARDED.
