About this file

This document provides an overview of an integrated cockpit sensing program solicitation. The Air Force Materiel Command Research Laboratory is seeking proposals to develop, mature, validate, and transition integrated sensor suite technologies to monitor physiological and cognitive performance of Airmen. Offerors should propose sensor technologies and data integration approaches to address objectives such as air quality, vital signs, respiratory function, and flight environment sensing. Prototypes will undergo representative environment and flight testing with an expected completion date of September 2023. Proposals are due in April 2020 and the government seeks at minimum government purpose rights to technical data and software developed.

What is “IT”?

High-TRL sensor component integration with common data storage platform and standalone pilot alerting capabilities to enhance pilot decision making and provide data needed for root cause analysis of physiological events in flight

What tech challenge is “IT” overcoming?

Enables new capability for real-time pilot alerting to physiological issues in flight while collecting and storing sensor date for root cause analysis.

Addresses gaps in flight-compatible component sensor technologies and reduces false alarm rate through data fusion.

What product(s) is “IT” delivering?

Validated sensor suite providing real-time SA to pilots and data storage for PE root cause analysis demonstrated in representative environments with associated documentation including training materials, safe to fly/airworthiness artifacts, and RMF/ATO template

The “ITs”

Program Goals

DISTRIBUTION A: Cleared for public release, distribution is unlimited. 88ABW-2019-5981, 17 Dec 2019.

• Develop, prototype, and demonstrate an integrated sensor suite capability for effective cockpit sensing in high performance aircraft

• Suite should address as many of the objectives as feasible – teaming is encouraged

• Suite will be integrated across sensors, analysis, and alerting but not aircraft integrated, i.e. does not rely on aircraft power, data, or displays

• Key considerations are reliability, validity, and acquisition feasibility of final prototype system

• Government will provide data integration architecture (COGPack™)

• Compliance with architecture is required

• Use of the Government-provided reference implementation is optional

• Government will provide representative and actual flight environments for testing and demonstration

• Selection is not a commitment to acquisition of product, however intent is to maximize feasibility of acquisition

Program Objectives

DISTRIBUTION A: Cleared for public release, distribution is unlimited. 88ABW-2019-5981, 17 Dec 2019.

• Sensor Selection

• Demonstrated or capable of meeting MIL-STD-810G

• Noninterference with current aircrew flight equipment & egress (gov’t will assist as necessary in testing and certification)

• Wireless in the cockpit (i.e. BLE) is acceptable – though potential for wired operation is desirable

• Sensors as needed to meet all objectives – air quality, vital signs, cockpit environment, respiratory function

• Data Collection and Analysis

• Integration of data from multiple sensor devices

• Real time or near real time analytics to drive pilot alerting, with storage for detailed offline analysis

• Automated postflight download desired

• Minimize false alarms without sacrificing detection of true positives

• Pilot Alerting

• High reliability and effective means of alerting pilot

• Actionable alarms that guide pilot response to prevent exacerbation

Test and Evaluation

DISTRIBUTION A: Cleared for public release, distribution is unlimited. 88ABW-2019-5981, 17 Dec 2019.

• Government will partner with awardee(s) to plan and execute test activities

• Progressive testing from benchtop/signal generator to human testing on the ground, testing in altitude chamber/centrifuge, and flight test

• Full design of experiments to validate system performance

• Early consideration of safe to fly and airworthiness requirements

• Selection of flight platform for testing will be driven by Air Force needs

• T-6 and F-16 are possible, however other platforms including high performance civilian aircraft are possible

• Government will furnish test assets as needed

• Government may provide data integration platform (COGPack™); use is not required

• Government will provide representative and actual flight environments for testing and demonstration

Schedule

DISTRIBUTION A: Cleared for public release, distribution is unlimited. 88ABW-2019-5981, 17 Dec 2019.

• Flight test by end of FY22

• Detailed milestones and schedule per proposal

• General expectation for design, integration, and sensor downselect in FY20

• Representative environment testing, alerting development in FY21

• Focus on flight test in FY22

• Transition tasks and final reporting in FY23

• Iterative testing and regular milestones key

• Close working relationship with Government team is expected

• Tight integration of Government and performer T&E
