The following program is an anticipated requirement for the Air Force Research Laboratory, Materials & Manufacturing Directorate, Structural Materials Division (AFRL/RXC) located at Wright-Patterson Air Force Base, OH. A Broad Agency Announcement (BAA) for the listed program may be released in March 2020.
The anticipated funding listed below reflects estimated funding only. This estimate is not a promise of funding.
Funding is uncertain and is subject to change. Changes in funding availability may occur at the discretion of the Government.
PROGRAM DESCRIPTION: The purpose of this notice is to provide information about a Broad Agency Announcement (BAA) for Direct IT Computational Testing and Overall Research.
This notice is not a solicitation for research. The Government will not reimburse costs associated with any communication submitted in response to this notice. No documentation is requested at this time.
TECHNICAL DESCRIPTION: The objective of this effort is to focus on the research of early applied and advanced scientific research involving antennas, radomes, EO/IR apertures, RF sensors, EO/IR sensors, electromagnetic scattering, ionizing radiation, and propagation/interaction mechanisms with materials & structures, measurements, and Computational Electromagnetic (CEM) modeling and simulation. The research aims to provide advances in these areas for sensors, communication, navigation systems, survivability, materials, and CEM tools employed on existing and future weapon systems.
Task Order 0001: ADVANCED ELECTRO-MAGNETIC TECHNOLOGY The objective of this Task Order is conduct applied, and advanced research on materials providing high power radio frequency, nuclear (electromagnetic pulse, thermal loading and ionizing radiation) protection on metallic & composite structural materials, optical & RF apertures and related sensors. To identify and develop validated models that can predict properties, performance, and materials-related uncertainty across multiple length scales. The developed models and materials shall inform component, subsystem, and system level risk determinations that can be transitioned to AF and other DoD customers.

THIS IS A PRE-SOLICITATION NOTICE ONLY: It is anticipated that a BAA providing more details for this program may be released in March 2020. The BAA will be made available at www.FedBizOps.gov.

BUDGET: A potential Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract is anticipated with an estimated ceiling amount of $9,900,000. This funding profile is an estimate only and not a contractual obligation for funding. All funding is subject to change due to Government discretion and availability.
Potential offerors should be aware that due to unanticipated budget fluctuations, funding in any or all areas may change with little or no notice.
SECURITY: All contractors shall participate in all activities associated with the disciplines of the organization’s Operations Security (OPSEC) program following appropriate measures required for this particular contract. This is required in an effort to reduce program vulnerability from successful adversary collection of possible sensitive unclassified and/or proprietary information, and violations of export control requirements. The prime contractor will ensure that all subcontractors, if applicable, conform to these requirements as required by the prime contractor. Guidance can be provided by AFRL/RX Security as needed.
Any potential critical program information (CPI) generated as part of this effort will be reviewed to determine the need for a Program Protection Plan (PPP) or to be included as part of an existing PPP.
Information Regarding Non-US Citizens Assigned to this Project:
(a) Contractor employees requiring access to USAF bases, AFRL facilities, and/or access to U.S. Government
Information Technology (IT) networks in connection with the work on this contract must be U.S. citizens.
For the purpose of base and network access, possession of a permanent resident card (“Green Card”) does not equate to U.S. citizenship. This requirement does not apply to foreign nationals approved by the U.S.
Department of Defense or U.S. State Department under international personnel exchange agreements with foreign governments. It also does not apply to dual citizens who possess US citizenship, to include Naturalized citizens. Any waivers to this requirement must be granted in writing by the Contracting Officer prior to providing access. Specific format for waiver request will be provided upon request to the Contracting Officer. The above requirements are in addition to any other contract requirements related to obtaining a Common Access Card (CAC).
(b) For purposes of paragraph (a) above, if an IT network/system does not require AFRL to endorse a contractor’s application to said network/system in order to gain access, the organization operating the IT network/system is responsible for controlling access to its system. If an IT network/system requires an U.S. Government sponsor to endorse the application in order for access to the IT network/system; AFRL will only endorse the following types of applications; consistent with the requirements above:
(1) Contractor employees who are U.S. citizens performing work under this contract.
(2) Contractor employees who are non-U.S. citizens and who have been granted a waiver.
Any additional access restrictions established by the IT network/system owner apply.
Anticipated Contract Type: A Cost-Plus-Fixed-Fee (CPFF), IDIQ contract is anticipated.
