ADVANCED SENSOR AND COMMUNICATION TECHNOLOGY

STATEMENT OF OBJECTIVES

Task Order 001

1.0 Scope/Objective: The scope of this Task Order (TO) focuses on the research of early applied and advanced scientific research involving antennas, radomes, EO/IR apertures, RF sensors, EO/IR sensors, electromagnetic scattering, ionizing radiation, and propagation/interaction mechanisms with materials & structures, measurements, and

Computational Electromagnetic (CEM) modeling and simulation. The research aims to provide advances in these areas for sensors, communication, navigation systems, survivability, materials, and CEM tools employed on existing and future weapon systems.

2.0 Description of Work: The contractor shall perform research and development related to the stated objective. Research activities may include, but are not limited to:

2.1 The contractor shall research and develop cutting edge theoretical and experimental methods for the analysis of electromagnetic wave propagation through the presence of varying electromagnetic environmental scenarios including, but not limited to, atmospheric turbulence, density irregularities, and ionospheric modification and interacting with various materials. Verify and validate theory by re-creating the relevant environments through modeling and simulation and/or scaled experiments.

2.2 The contractor shall research and develop new theoretical models and experimental electromagnetic scattering mechanisms that advance antennas, radomes, EO/IR apertures, RF sensors, EO/IR, sensors, and related structures performance. Verify and validate these mechanisms through modeling and simulation, data collection, analysis and reporting.

2.3 The contractor shall research and develop next-generation survivable antennas, radomes, structures, EO/IR apertures, RF sensors, and EO/IR sensors. The contractor shall measures the electromagnetic scattering, reflection, and transmission mechanisms with these sensors, materials, and structures. The contractor shall conduct these experiments at government and contractor test facilities to assess suitability and performance of materials for various transmission or shielding applications in materials.

The contractor shall enhance laboratory capability to characterize material properties when necessary.

2.4 The contractor shall explore, evaluate, develop, transition, validate and verify different numerical methods and Computational Electromagnetic (CEM) techniques into DoD codes. Provide expertise to enable production level analysis of radio frequency &

EO/IR systems using state of the art computational electromagnetic (including but not limited to full-wave, approximate, and asymptotic) solver technologies.

2.5 The contractor shall conduct innovative research and development of antennas, electromagnetic field structures, antenna feed electronics, EO/IR apertures, RF sensors, EO/IR, sensors, and related structures performance new electromagnetic modeling software capabilities, and advanced additive and subtractive manufacturing techniques.

Verify and validate designs through a combination of modeling and simulation, prototype construction, measurement, and reporting.

2.6 The contractor shall maintain the tempo of research and development of a combination of RF and Electro-Optic sensors and develop algorithms to combine and process both types of data to enable target tracking and identification. Further, detect signals emanating from electronics to infer information about what those electronics are processing/executing and conduct innovative research to address this condition.

2.7 The contractor shall carry on work in conjunction with government researchers to prepare and conduct measurements of test articles in the OneRY Range, RX

Electromagnetics Lab, Optical Measurements Lab, Laser Hardened Materials

Evaluation Lab, and associated on and offsite government test ranges. Also, perform activities to assess and enhance the measurement capabilities and operation of the ranges.

2.8 The contractor shall evaluate the performance of electromagnetic materials and technologies developed by other contracts as an independent assessment.

2.9 The contractor shall assist AFRL in performing independent verification and validation tasks to include the preparation of test plans, test evaluation matrices and assessment of design reviews and technical reports.

2.10 The contractor shall act as the technical liaison for flight testing in simulated A2/AD environments researching technical solutions and operational solutions. The contractor shall identify corresponding sensors and materials with benefit to the A2/AD mission for further maturation through controlled ground tests, airborne data collections, and proof of concept flight tests.

3.0 SCHEDULE:

3.1 Data Items: CDRLs A001, A002, A003, A004, and any finished research samples and residual test materials.

3.2 Task Length: 60 Months technical + 3 Months reporting (63 Months total)

3.3 Funding Profile: $4.5M Total ($0.6M FY20, $0.89M FY21, $0.8M FY22, $0.9M

FY23, $0.7M FY23, $0.7M FY25)

4.0 OPERATIONS SECURITY REQUIREMENTS: All contractors shall participate in all activities associated with the disciplines of the organization’s OPSEC program following appropriate measures required for this particular contract. This is required in an effort to reduce program vulnerability from successful adversary collection of possible sensitive unclassified and/or proprietary information, and violations of export control requirements. The prime contractor will ensure that all subcontractors, if applicable, conform to these requirements as required by the prime contractor. Guidance can be provided by AFRL/RX Security as needed.

Program Protection Plan (PPP) – Any potential critical program information (CPI) generated as part of this effort will be reviewed to determine the need for a PPP, or to be included as part of an existing PPP.
