Basic 1
ADVANCED ELECTRO-MAGNETIC TECHNOLOGY
STATEMENT OF OBJECTIVES
1.0 Scope/Objective: This effort focuses on the research of applied and advanced scientific research involving the electromagnetic and optical interaction with aircraft, spacecraft, and ground based systems their relevant components such as prime structure, various apertures, and the electronic payloads contained within. The effort includes experimental and modeling for these electromagnetic and optical interactions focusing on system survivability.
2.0 Technical Objectives:
1. Research and development through both experimentation and modeling of electromagnetic and optical interactions with test systems or components in the presence of relative system and or component environments.
2. Research and develop new theoretical models and experimental methods to improve the survivability of systems or components exposed to harsh optical and electromagnetic environments.
3. Research and develop next-generation components for improved survivability in, harsh optical and electromagnetic environments. Develop and design laboratory capability to characterize material properties of the next generation components.
4. Explore, develop, validate and verify, evaluate, and transition Computational
Electromagnetic (CEM) techniques into DoD codes using multiple length and time scale techniques.
5. Verify and validate designs of survivability of systems in harsh optical and electromagnetic environments through a combination of modeling, simulation, prototyping, measurement, and reporting.
6. Research and develop next-generation RF and Electro-Optic sensors for improved survivability in, harsh optical and electromagnetic environments.
7. Carry on with working in conjunction with government researchers to prepare and conduct measurements of test articles in various electromagnetic, ionizing radiation, and optical test enviroments.
8. Evaluate the performance of electromagnetic materials and technologies developed by other contracts as an independent assessment.
9. The contractor will assist AFRL in performing independent verification and validation tasks to include the preparation of test plans and test evaluation matrices and assessment of design reviews and technical reports.

10. The contractor will develop, operate, and maintain research networks as necessary for prototype design, development, and evaluation, ensuring the networks adhere to applicable security standards and meet requirements as designed and as required by policy. The contractor will perform system backups, commercial software upgrades, and prepare or update computer security certification and accreditation packages as appropriate to ensure the networks compatibility and readiness to the research.
11. The contractor will provide Top Secret/Sensitive Compartmented Information (TS/SCI) cleared personnel and obtain access to any special programs relevant to the research, and
24/7 vault access to support testing for the work being performed.
12. The contractor shall mature technical solutions, OA solutions and identify systems for denied environments for maturation through controlled tests including flight tests.
3.0 PROGRAM MANGEMENT/REVIEWS: The contractor shall exercise program, administrative, and financial management functions at the task order level, including establishing activities and milestones; tracking performance, costs, and schedule; overseeing quality performance; planning; forecasting, and reporting funding and funding changes; and preparing appropriate documentation.
Program reviews will be an informal, ongoing activity due to the nature of the on-site research work. More-specific review will occur during the weekly Research Group (RG) meeting held between the Government and contractor personnel. The contractor shall actively participate in both the informal meetings and the formal RG meetings.
4.0 DELIVERABLES:
• Data Items: The contractor shall deliver data in accordance with DD Form 1423-1, Contract Data Requirements List (CDRLs) (see BAA Attachment 5),. Specific CDRLs will be identified for each task order.
• Software: To be specified on individual task orders as applicable.
• Hardware: To be specified on individual task orders as applicable.
• Test Samples and Residual Material: To be specified on individual task orders as applicable.
5.0 SPECIAL CONSIDERATIONS:
5.1 Personnel/Facilities: The contractor shall assure that all employees comply with all security requirements ( to include those imposed by the local commander during execution of specific Task Orders requiring Base Support). This compliance will be accomplished by all employees, and they shall follow the instructions of the local organizational commander pertaining to security. The contractor shall abide by all security regulations set forth by the government for all projects associated with a Special Access Program (SAP). Other requirements for dealing with SAP shall be detailed more completely in the DD Form 254. The contractor shall obtain favorable National Agency Check w/Inquiries (NACI) (or higher as required by contractual Task Order requirements to be established) investigations for its employees who require entrance to restricted areas and/or access to restricted information. The contractor shall
Basic 3 contact the 88th Security Forces Squadron, Wright-Patterson AFB, to initiate this requirement.
All contractors shall participate in all activities associated with the disciplines of the organization's Information Security, Operations Security and Antiterrorism programs, following appropriate measures in each program during the performance of this contract.
5.2 Vault Operations: When required, the contractor will be responsible for opening/closing of the vaults supported under this effort. This includes performing end-of-the-day security checks in accordance with Air Force requirements and standard operating procedures. Vault operations will require use of security codes and combination locks during normal and extended duty days. Responding to alarms may be required during normal and extended duty days. The contractor shall comply with National Industrial Security Program
Operating Manual and all other regulations/policies that may apply. The contractor shall perform all TS/SCI and/or SAP work within an accredited facility and provide the system administration and security oversight necessary to support these efforts.
5.3. Contractor employees requiring access to USAF bases, AFRL facilities, and/or access to
U.S. Government Information Technology networks in connection with the work on this contract must be U.S. citizens. Possession of a permanent resident card ("Green Card") does not equate to
U.S. citizenship. This requirement does not apply to foreign nationals approved by the U.S.
Department of Defense or U.S. State Department under international personnel exchange agreements with foreign governments. Any waivers to this requirement must be granted in writing by the Contracting Officer prior to providing access. The above requirements are in addition to any other contract requirements related to obtaining a Common Access Card (CAC).
6.0 OPERATIONS SECURITY REQUIREMENTS: All contractors shall participate in all activities associated with the disciplines of the organization’s OPSEC program following appropriate measures required for this particular contract. This is required in an effort to reduce program vulnerability from successful adversary collection of possible sensitive unclassified and/or proprietary information, and violations of export control requirements. The prime contractor will ensure that all subcontractors, if applicable, conform to these requirements as required by the prime contractor. Guidance can be provided by AFRL/RX Security as needed.
Program Protection Plan (PPP) – Any potential critical program information (CPI) generated as part of this effort will be reviewed to determine the need for a PPP, or to be included as part of an existing PPP.
