The key details include:
- Offerors can use proprietary data/information markings to protect proposal information, and support contractors will not be part of the evaluation team.

Solicitation Q&A FA8650-19-S-1110, Call 07
Science and Technology Applied RF Systems (STARS) Questions (Q) and Answers (A)
12 July 2024
1) Q: The ARDIS ARA, Section VII.2 discusses support contractors. Can offerors put proprietary data/information markings that will protect proposal proprietary information?
A: The language referenced in the ARDIS ARA, Section VII.2. is canned solicitation language from when the solicitation was released. However, yes, it is expected that offerors would put their proprietary data/information markings on proposal submissions which provides the required protection.
Additionally, please note that support contractors will not take part of the evaluation team.
2) Q: Call 07 references a full text of DAFFARS 5352.209-9000, however I do not see where the STARS scope references “systems engineering” nor “technical direction”, please advise.
A: Section 2.5, paragraph g.iii. states to reference Attachment 6 for the full text clause – which has been tailored and is absent the definitions of “systems engineering” and “technical direction”. Please reference the clause in Attachment 6 of the STARS solicitation.
3) Q: Will the Government provide a DoDSAFE Link upon request to accommodate proposal submissions that include CUI data, such as DCMA-recommended rate letters?
A: Yes, offerors are required to submit a request for a DoDSAFE request link, NLT 7 days prior to the submission due date of 23 July. Additionally, offerors are reminded of the following:
- Do not send classified submissions via DoDSAFE. Only unclassified/CUI submissions are able to be sent/received via DoDSAFE.
- Please include both Contracting POCs in your DoDSAFE submission. You may need to add the 2nd recipient manually.
- DoDSAFE allows for an encryption option for CUI material. If you choose this option, please ensure that you send the encryption passcode to the Contracting POCs so that they may open your submission.
4) Q: The Q&A document released 28 June 2024 says that prime bidders are highly recommended and encourage to have TS/SCI “capability” at the time of proposal. Can the Government clarify if
“capability” means a facility clearance, storage, processing, or any combination?
A: Capability means a minimum of an FCL supporting TS/SCI.
