This “Intent to Propose” is requested by Tuesday, 14 June 2024, at 3:00 p.m. local time.

However, the Air Force reserves the right to award zero, one, or more contracts for all, some or none of the solicited effort based on the offeror’s ability to perform desired work and funding fluctuations.

2.1 Program Description:

Air Force Research Laboratory, Sensors Directorate, Multispectral Sensing & Detection

Division (RYM) is soliciting technical and cost proposals on the following research effort:

2.2 Statement of Objective/Description of Technical Area:

a. Reference Attachment 1 (Basic IDIQ SOO) and Attachment 2 (Task Order 0001

SOO) for more detailed program description and objectives for the STARS program.

b. Basic IDIQ: The objective of the overarching IDIQ is to develop advanced radio frequency (RF) capabilities which will provide Sensing for all-weather day-night

Intelligence Surveillance and Reconnaissance (ISR) using non-traditional radar modes for persistent surveillance across permissive, contested, and highly contested boundaries in multiple environments (e.g. air, land, sea, space, and cyber space) to improve the Capabilities of the Air Force and Tri-Service

Communities. These capabilities will provide sensing solutions for Passive Source

Localization (PSL), Synthetic Aperture Radar (SAR), Moving Target Indication

(MTI), as well as a myriad of enabling and complementary technologies and research areas including but not limited to Tracking, Automatic Target

Recognition (ATR), Interference Suppression, and Modeling Simulation and

Analysis (MS&A). To achieve the stated objective, the program is to perform modeling, analysis, simulation, development, design, development, fabrication, testing, evaluation, demonstration, and conceptualization of radio frequency (RF) and multi-INT subsystems, components, devices, and electronics manufacturing technologies as well as leveraging past and ongoing advancements across the

AFRL/RY directorate. These objectives will be realized through individual and future task order (TO) projects with well-defined and focused objectives, resources, and periods of performance.

c. Task Order 0001: The objective for the initial task order 0001 includes designing and implementing a digital development environment that supports advanced RF sensing capabilities by leveraging emerging commercial and government developed RF sensor and RF sensor signal processing technologies; Develop plans for conducting software quality assurance throughout development efforts, establishing continuous transitioning of algorithms/tools to Government development environments, performing security testing on all software, implementing testing, maintain configuration control, delivery, documentation and packaging, and develop and deliver training and associated documentation.

2.3 Deliverable Items:

a. Data Items: CDRLs are required and are to be delivered on individual TO’s.

b. Software: Software will be delivered as required on individual task orders.

i. For Basic IDIQ: See Attachment 1, Basic IDIQ SOO

ii. For Task Order 0001: Software deliverables may contain: any developed and/or any modified software, to include computer software or databases and algorithms, during the course of the effort.

c. Hardware: Hardware will be delivered as required on individual task orders.

i. For Basic IDIQ: See Attachment 1, Basic IDIQ SOO

ii. For Task Order 0001: Not applicable.

d. Other: Final Report required for each individual task order.

2.4 Schedule:

a. Period of Performance:

i. Basic IDIQ:

(1) Overall: 72 months

(2) Ordering Period: 60 months

(3) Period of Performance is to be determined for individual Task Order(s).

ii. Task Order 0001:

(1) Overall: 12 months

(2) Technical: 9 months

(3) Final Report: 3 months

b. Data Items: Specified on individual CDRL(s), Reference Attachment 2 (TO 0001

SOO) and Attachment 3.

c. Software: Software will be delivered as required on individual task orders.

i. For Task Order 0001: End of Technical Period of Performance.

d. Hardware: Hardware will be delivered as required on individual task orders.

2.5 Other Requirements:

a. Program Security Classification: Top Secret/Sensitive Compartmented

Information (TS/SCI). See Attachment 4, Solicitation DD254. Offerors must verify their Cognizant Security Office information is current with Defense

Counterintelligence and Security Agency (DCSA) at www.dcsa.mil http://www.dcsa.mil/

b. OPSEC: See Attachment 1 and Attachment 2 for OPSEC guidance.

c. Export Control: Information involved in this research effort will be subject to

Export Control (International Traffic in Arms Regulation (ITAR) 22 CFR 120-130, or Export Administration Regulations (EAR) 15 CFR 710-774). A Certified DD

Form 2345, Militarily Critical Technical Data Agreement, will be required to be submitted with proposal. Only contractors who are registered and certified with the Defense Logistics Agency and have a legitimate business purpose may participate in this solicitation. Contact the U.S./Canada Joint Certification

Program Office, Defense Logistics Agency, Logistics Information Services J34, HDI Federal Center, 74 Washington Avenue N., Battle Creek, Michigan 49037-

3084, (1-877-352-2255) or the Joint Certification Program Office (JCO) at JCP-

ADMIN@DLA.MIL for further information on the certification process. You must submit a copy of your approved DD Form 2345, Militarily Critical Technical Data

Agreement, with your proposal, if required by the solicitation.

d. Export-Controlled Items: As prescribed by DFARS 225.7901-4, DFARS

252.225-7048, “Export-Controlled Item (JUN 2013)” is contained in this solicitation. This clause shall be contained in ALL resulting contracts.

e. Contractor Performance Assessment Reporting System (CPARS): CPARS is applicable.

f. Unique/Special Clauses: Not anticipated.

g. Organizational Conflict of Interest: OCI is anticipated.

i. FAR 9.505-4; Obtaining Access to Proprietary Infromation

ii. See Attachment 6 for DAFFARS Provision 5352.209-9001 “Potential

Organizational Conflict of Interest (JUL 2023)”.

iii. DAFFARS 5352.209-9000, “Organizational Conflict of Interest (JUL 2023)”, with Alternates III, IV and VI incorporated as subparagraphs (b), (c), and (d) shall be included in any resulting award (Ref. Attachment 6 for full text clause).

h. Associate Contractor Agreement: Is anticipated.

i. Options: Not anticipated.

j. Ground and Flight Test: Ground and Flight testing is not anticipated on the initial task order, however, may be applicable on future task orders. All Test

Range Support requirements will be determined during contract performance.

2.6 Science and Technology (S&T) Protection:

In accordance with Air Force Research Laboratory Instruction (AFRLI) 61-113, “Science and

Technology (S&T) Protection for the Air Force Research Laboratory”, the following language will be included in the Basic IDIQ SOW:

S&T Protection Plan Requirement: The Contractor shall support the USG in the planning, development, and implementation of the S&T Protection Plan, as required. The S&TPP must document, at a minimum, (1) CTEs and enabling technologies, (2) threats to and vulnerabilities of these items, and (3) selected countermeasures to mitigate associated risks.

2.7 Other Information:

2.7.1 Government Furnished Property (GFP) Availability:

a. Government Furnished Property (GFP): GFP is not anticipated to be made available under Task Order 0001, however AFRL may provide GFP on future task orders.

b. Government Furnished Information (GFI): To be determined for individual task orders.

i. Task Order 0001 will include GFI, as it relates to the Gov’t Furnished Software and/or hardware systems discussed in the TO 0001 SOO (Attachment 2).

c. Government Furnished Software: To be determined for individual task orders.

i. Task Order 0001: AFRL will provide software and/or hardware systems (e.g.

KAAPS and GOTCHA Spiral 2), that were delivered to AFRL with Government

Purpose Rights (GPR) and/or Unlimited Rights (UL). Reference TO 0001

(Attachment 2)

In accordance with FAR 45.201(b), the contractor is responsible for all costs related to making the property available for use, such as payment of all transportation, installation or rehabilitation costs.

2.7.1 Base Support/ Network Access:

a. Base Support: AFRL/RYM anticipates providing up to 8 workspaces/seats which will be available to be divided between awarded contractors to facilitate collaboration across the teams.

i. Task Order 0001: Base support is anticipated for TO 0001.

b. Base Computer/Network Access: It is anticipated that Base Computer/Network

Access will be required when base support is used. Additionally, non-government facility performance may require the use of AFRL Classified Over Commercial

Solutions as well as other traditional government networks.

i. Task Order 0001: Base Computer/Network Access is anticipated for TO 0001.

2.8.1 Multiple awards subject to Fair Opportunity: Anticipated.

2.9 Data Rights Desired: Unlimited data rights are desired for this call. Data Rights desired by the contractor should be included with proposal submission. See detailed information contained within the Basic ARA.

3.0 Award Information

3.1 Basic IDIQ Anticipated Funding: Entire program (Shared Ceiling); three (3) Basic

IDIQ Awards

This funding profile is an estimate only and not a contractual obligation for funding. All funding is subject to change due to Government discretion and availability. Potential offerors should be aware that due to unanticipated budget fluctuations funding in any or all areas may change with little or no notice.

3.2 Task Order 0001 Anticipated Funding: three (3) TO 0001, valued at $336k (FY24) each.

4.0 Eligible Offeror: This is an unrestricted solicitation. Small businesses are encouraged to propose. Offerors must propose on both the Basic IDIQ and TO 0001 to be considered for award.

4.1 Other:

4.1.1 Foreign Participation:

a. Foreign Participation is not authorized on this call due to the sensitive nature of the technology and its level of classification.

b. Export Control: This acquisition involves data that is subject to export control laws and regulations. Offeror must submit a copy of their approved DD Form 2345, Military Critical Technical Data agreement with their proposal.

4.1.2 Proposal Limits:

There are no limits on the number of proposals an offeror may submit. If an offeror submits multiple proposals, each proposal must provide unique approaches.

4.2 Ineligibility:

You may be ineligible for award if all requirements of this announcement or the Basic ARA announcement are not met on the proposal due date as identified above.

5.0 Proposal and Submission Information

5.1 Overview: This Call consists of a one-step process described in detail below.

Proposals submitted under this call shall be in accordance with the instructions provided both herein and within the Basic ARA announcement. The Government intends to review proposals and award some, all, or none of the proposals received without negotiation/discussion; however, the Government reserves the right to negotiate with those offeror(s) whose proposal is selected for funding.

Offerors should be alert for any call amendments that may change proposal requirements or permit extensions to the proposal submission date.

5.2 Proposal and Submission Instructions:

The paragraphs below identify proposal format and content.

a. General Instructions:

(1) Offerors will submit a Technical/Management and Cost/Business Proposal for both the Basic IDIQ and Task Order 0001 within 38 working days of this announcement.

(2) Proposals must reference the announcement number: FA8650-19-S-1110

(4) Offerors may submit a classified appendix with their technical proposals, with specific page limitations. However, offerors are encouraged to keep the cost/business proposal unclassified. See paragraph 5.2.c. for page count limitations associated with the Basic IDIQ and TO 0001. Please contact the

Technical POCs for submission instructions.

b. Offerors must propose each of the following to be considered for an IDIQ award:

(1) Basic IDIQ

a) Basic IDIQ proposal-Technical and Management

b) Basic IDIQ Statement of Work (SOW) in response to applicable

Statement of Objectives (SOO)

c) Basic IDIQ Business Proposal (including Subcontracting Plan, if applicable, in accordance with FAR 19.7)

(2) Task Order (T.O.) 0001

d) T.O. 0001 Proposal-Technical and Management

e) T.O. 0001 SOW in response to applicable SOO

f) T.O. 0001 Cost (T.O. only) and Business Proposal

c. Technical/Management Proposal:

(1) Page Limitations: The following describes proposal page limitations:

a) The Technical/Management Proposal shall be limited to the following page count and Statements of Work must be provided in Microsoft

Word. Signed pages may be submitted in Adobe.

1. Basic IDIQ: Total Page Count shall be thirty-five (35) pages, prepared and submitted in Microsoft Word format.

a. If an offeror chooses to propose with a Classified

Appendix, they may use up to 5 of the allotted 35 pages for their Technical/Management proposal.

b. Pages shall be numbered starting with the cover page being Page 1, and the last page being no greater than

Page 35. The page limitation covers all information

(foldouts counted as 1 page for each 8.5 by 11 portion), including the classified appendix, if utilized. The

Government will not consider pages in excess of these limitations.

2. Task Order 0001: Total Page Count shall be ten (10) pages, prepared and submitted in Microsoft Word format.

a. If an offeror chooses to propose with a Classified

Appendix, they may use up to 2 of the allotted 10 pages for their Technical/Management proposal.

b. Pages shall be numbered starting with the cover page being Page 1, and the last page being no greater than

Page 10. The page limitation covers all information

(foldouts counted as 1 page for each 8.5 by 11 portion), including the classified appendix, if utilized. The

Government will not consider pages in excess of these limitations.

b) The proposal page limit does not include the offeror’s proposed

Statement of Work (SOW); however, the same formatting rules apply to the SOW, which is limited to the following page count:

1. Basic IDIQ SOW: 10 Pages

2. Task Order 0001 SOW: 6 Pages

No Classified SOWs will be accepted!

c) If the offeror chooses to submit a classified appendix the distribution shall be parceled out through classified channels, please contact the technical POCs for delivery instructions. NO CLASSIFIED APPENDIX

SHALL BE SUBMITTED VIA EMAIL TO THE CONTRACTING POCs.

The offerors classified addendum must include the following information: Classified level at which company is cleared, contactor address for forwarding classified material (name, address, zip code), cognizant security office (name, address, zip code), and offeror’s security officer’s name and telephone number).

d) Please note AFRL/RYMS is providing a classified addendum for informational/historical/bidder purposes only. The information provided within the appendix, is not related to any specific tasking/requirement delineated within the Basic IDIQ SOO or

Task Order 0001 SOO. That can be furnished upon request. The instructions for vendors to request the information is provided in Attachment 9.

e) See information provided in Basic ARA Announcement (Section IV.2.b)

d. Cost/Business Proposal:

(1) Separate the Basic IDIQ and TO 0001 proposal into a business section and cost section. Adequate price competition is anticipated.

a) Associate Contractor Agreements: Associate Contractor Agreements

(ACAs) are agreements between contractors working on Government contracts that require them to share information, data, technical knowledge, expertise, or resources. The contracting officer may require ACAs when contractors working on separate Government contracts must cooperate, share resources or otherwise jointly participate in working on contracts or projects. Prime contractor to subcontractor relationships do not constitute ACAs. For each award, the contracting officer will identify associate contractors with whom agreements are required.

b) Subcontracting Plans: For efforts to exceed $750,000, Subcontracting

Plans shall be submitted in the cost/business proposal. Reference FAR

19.704 and DFARS 219.704 for subcontracting plan requirements.

Small business concerns are exempt from this requirement. If an IDIQ contract arrangement is anticipated, the basis for the subcontracting plan should reflect the entire ceiling amount.

c) See information provided in Basic ARA Announcement (Section IV.2.c).

6.0 Proposal Review Information

6.1 Peer or Scientific Review Criteria

Proposal Peer or Scientific Review Criteria: Proposals will be reviewed against the criteria listed below for both the Basic IDIQ and TO 0001. The technical aspect, which is ranked as the first order of priority, shall be reviewed based on the following criteria that are of equal order of importance, for both the Basic IDIQ and TO 0001.

Upon evaluation, if the Basic IDIQ does not meet “selectable” criteria, TO 0001 will not be evaluated. The Basic IDIQ and TO 0001 must be categorized as “selectable” in order to be considered for award.

a. Technical Criteria (Basic IDIQ and TO 0001):

(1) Balances unique and innovative approaches in combination with demonstrated solutions to accomplish the technical objectives. New and creative solutions and/or advances in knowledge, understanding, technology, and the state-of-the-art address upper performance (e.g., stretch) goals, while lower risk maturing elements address threshold goals.

(2) The offeror’s understanding of the scope of the technical effort.

(3) Soundness of the offeror’s technical approach including whether the proposal identifies major technical risks, clearly defines feasible mitigation efforts, and demonstrates related experience and qualifications of technical personnel.

(4) The potential to transition the research and development deliverables to future Government needs. Any proposed restrictions on technical data or computer software will be considered.

(5) Availability of qualified technical personnel and their recent and relevant experience with the applicable technologies.

(6) Availability, from any source, of necessary experimentation, test, laboratory, design, or shop facilities.

b. Cost/Price (TO 0001 only): The cost/price criterion includes the realism of the proposed cost. Cost/Price is a substantial factor but ranked as the second order of priority. (If an offeror proposes the use of GFP other than any GFP identified in this ARA, and that proposed GFP provides the offeror an unfair competitive advantage, then FAR 45.202 requires rental equivalent be applied to the Cost

Factor for evaluation purposes only).

6.2 Review and Selection Process

a. Categories: Based on the Peer or Scientific Review, proposals will be categorized as Selectable or Not Selectable (see definitions below). The selection of one or more sources for award will be based on the Peer or Scientific Review, as well as importance to agency programs and funding availability.

(1) Selectable: Proposals are recommended for acceptance if sufficient funding is available

(2) Not Selectable: Even if sufficient funding existed, the proposal should not be funded.

Note: The Government reserves the right to award some, all, or none of proposals. When the Government elects to award only a part of a proposal, the selected part may be categorized as Selectable, though the proposal as a whole may not merit such a categorization.

b. No other criteria will be used.

c. Prior to award of a potentially successful offer, the Contracting Officer will make a determination regarding price reasonableness.

d. As indicated in Paragraph 2.6 above, the Government will conduct a S&T

Protection Initial Risk Review only for those proposals categorized as Selectable and selected for funding and negotiations.

7.0 Award Administration Information

7.1 Award Notices:

Offerors will be notified whether their proposal is recommended for award on or about 30 days after receipt. The notification is not to be construed to mean that any contract is assured, as availability of funds and successful negotiations are prerequisites to any award.
