Solicitation Q&A FA8650-19-S-1110, Call 07

Science and Technology Applied RF Systems (STARS) Questions (Q) and Answers (A)

11 June 2024

1) Q: When the contract is awarded, will the work be at the collateral level or the SCI level, or have some SCI level requirements?

A: It is anticipated all work to originate from the STARS program will be at the Unclassified, SECRET and

TS/SCI level.

2) Q: For the subject solicitation, the instructions indicated that the “intent to propose” should be sent by Tuesday, June 14, 2024, at 3:00 EST. Is it a correct assumption, that the date was incorrectly stated?

A: The assumption is correct. This was an administrative error on our part. AFRL is requesting an “intent to propose” to be submitted to the Contractual POCs by Friday, June 14, 2024, at 3:00pm EST.

3) Q: Can AFRL provide clarification on delivery instructions for the unclassified proposal submission?

The ARDIS ARA Solicitation states for hard copy/CD, and the STARS solicitation makes no reference to electronic submission. Please advise.

A: Proposal submissions are to be submitted electronically to the Contracting Point of Contact (POC):

Lauren.Lozan@us.af.mil and jennifer.skalski@us.af.mil.

If the contractor requires a DoD SAFE drop-off invite from AFRL, please send that request to lauren.lozan@us.af.mil and jennifer.skalski@us.af.mil, no later than 7 days prior to the due date of the proposal submissions to ensure a drop off code is provided in a timely manner.

4) Q: In reference to Q.4, the ARDIS ARA, Section IV.2.(5) mentions that Offerors must include electronic versions of the Excel cost file(s) spreadsheets that include the formulas for calculating cost element bases (i.e., G&A, O/H, etc.). Are printed copies of the Excel cost file(s) spreadsheets also required?

A: All attachments to include the excel files are to be electronic, and within the formatting guidance as stating within the Basic ARDIS ARA Solicitation and STARS solicitation.

5) Q: What are the instructions to submit a classified appendix, with our proposal submission?

A: If an offeror chooses to submit a classified appendix, they are to follow the page limitation guidance as stated within the STARS solicitation (Section 5.2c) and use the following classified mailing address below:
