(b) For item(s) identified in paragraph (a) of this clause, the Contractor agrees to perform up to the point at which the total amount payable by the Government, including reimbursement in the event of termination of those item(s) for the Government's convenience, approximates the total amount currently allotted to the contract. The Contractor is not authorized to continue work on those item(s) beyond that point. The Government will not be obligated in any event to reimburse the Contractor in excess of the amount allotted to the contract for those item(s) regardless of anything to the contrary in the clause entitled "Termination for Convenience of the Government." As used in this clause, the total amount payable by the Government in the event of termination of applicable contract line item(s) for convenience includes costs, profit, and estimated termination settlement costs for those item(s).

(c) Notwithstanding the dates specified in the allotment schedule in paragraph (j) of this clause, the Contractor will notify the Contracting Officer in writing at least ninety days prior to the date when, in the Contractor's best judgment, the work will reach the point at which the total amount payable by the Government, including any cost for termination for convenience, will approximate 85 percent of the total amount then allotted to the contract for performance of the applicable item(s). The notification will state

(1) the estimated date when that point will be reached and (2) an estimate of additional funding, if any, needed to continue performance of applicable line items up to the next scheduled date for allotment of funds identified in paragraph (j) of this clause, or to a mutually agreed upon substitute date. Failure to agree to any such equitable adjustment hereunder will be a dispute concerning a question of fact within the meaning of the clause entitled "Disputes."

(f) The Government may at any time prior to termination allot additional funds for the performance of the contract line item(s) identified in paragraph (a) of this clause.

(g) The termination provisions of this clause do not limit the rights of the Government under the clause entitled "Default." The provisions of this clause are limited to the work and allotment of funds for the contract line item(s) set forth in paragraph (a) of this clause. This clause no longer applies once the contract is fully funded except with regard to the rights or obligations of the parties concerning equitable adjustments negotiated under paragraphs (d) or (e) of this clause.

SECTION C-1

1.0 DESCRIPTION OF SERVICES

1.1 BACKGROUND AND MISSION

1.1.1 USAFSAM AEROMEDICAL AVIATION LABORATORY (AAL) PROGRAM. The United States Air Force (USAF) School of Aerospace Medicine (USAFSAM) located at Wright-Patterson AFB (WPAFB), Ohio, trains 100% of the USAF's Flight Surgeons in an Air Force Specialty Code awarding course entitled Aerospace Medicine Primary (AMP).

The AMP course is composed of three increments: AMP 101, AMP 201, and AMP 202.

AMP increments 101 and 202 utilize an AAL to introduce AMP students to military flight operations. The AMP curriculum is specifically designed to expose medical and flight surgeon students to the rigors of flying, mission planning, modern cockpit symbology, disorientation, instrument procedures, aerobatics, low-level navigation, and formation flight in a setting that closely mirrors USAF Undergraduate Flight Training (UFT).

The USAFSAM also has the largest aerospace medicine residency program in the world. These Residents in Aerospace Medicine (RAMS) are required to complete an Aviation Competency Program (ACP). The ACP course is composed of first year of residency (module A) and second year of residency (module B) training increments.

The AAL is not a flight training program but rather a program that is focused on the physical effects of flight on the human body and relevance to the medical field.

There are three objectives of the AAL program. The first is to provide the student flight surgeon insight to the human response to the flight environment. The second is to develop the student USAF flight surgeon into a valued combat crewmember regardless of the weapon system to which they are assigned. The final objective is to provide the equivalent of six to eight months of operational military flight surgeon experience to USAFSAM AMP graduates.

1.1.2 USAFSAM AAL OPERATIONS.

USAFSAM AAL operations are intense but brief. AMP 101 and 202 AAL operations are required for about five weeks in March-April, five weeks in August-September, and another five weeks in September-October. AMP 101 AAL operations are conducted for about an additional ten days in June and about another ten days in July. Total annual course time for the AMP-AAL is about 18 weeks. A sample schedule is in Appendix A-7.

RAM-ACP operations shall be conducted on or around 1 May-30 September each year.

Module A of the the RAM-ACP program requires a maximum of 15 sorties per student for a total of 21 flight hours per student. Module B of the RAM-ACP program requires a maximum of five sorties per student for a total of seven and one half flight hours per student.

Attachment #1 FA8650-16-R-4103

1.1.3 FEDERAL AVIATION ADMINISTRATION. The Contractor shall comply with Federal Aviation Administration (FAA) requirements under the Code of Federal Regulations, Title 14.

1.2 SCOPE OF WORK. The Contractor shall provide all services necessary to conduct the USAFSAM Aeromedical Aviation Laboratory (AAL). The Contractor shall ensure all students receive flight experiences and complete their applicable syllabi at Appendix A-

2.1 and A-2.2. The Contractor shall provide all personnel, including certified flight instructors (CFI). The contractor shall provide all aircraft, training aids, supervision, materials, maintenance, equipment, and services necessary to perform an aeromedical aviation laboratory as defined and detailed in this PWS. The students will be military or military sponsored personnel and the Government will retain military command of student at all times.

1.2.1 PROGRAM DESCRIPTION AND TRAINING REQUIREMENTS.

1.2.1.1 Student Experience. The Contractor shall understand the skill level of entering students will vary from no previous flying experience to extensive private or military flight experience and tailor the training for each student accordingly.

1.2.1.2 Student Load. The projected student load and training flow plan are included in the Workload Estimates, Appendix A-1 are the governments best estimate and subject to deviations throughout the program.

1.2.1.2.1 AMP 101. The annual student load for AMP 101 is 360 students. These 360 AMP 101 students will be accommodated in six (6) AMP 101 sessions annually. The contractor shall have the ability to provide training for up to 80 students per AMP 101 session. The contractor shall provide each AMP 101 student two (2) hours total of classroom instruction, one (1) hour total of flight simulator training, and one (1) hour total of “glass-cockpit” aircraft flight training.
